【摘要】：選調(diào)生制度是黨和國家有計(jì)劃、有目標(biāo)地培養(yǎng)選拔優(yōu)秀年輕干部、加強(qiáng)后備干部建設(shè)的戰(zhàn)略性舉措,是遵循年輕干部成長成才規(guī)律、加速優(yōu)秀人才更好更快發(fā)展的有效途徑,是改善和優(yōu)化基層干部隊(duì)伍結(jié)構(gòu)的迫切需要,對實(shí)現(xiàn)全面建成小康社會、全面深化改革、全面推進(jìn)依法治國、全面從嚴(yán)治黨具有很強(qiáng)的現(xiàn)實(shí)意義。河北省選調(diào)生制度的實(shí)施為全省干部隊(duì)伍建設(shè)注入了新活力,不但優(yōu)化了基層干部隊(duì)伍結(jié)構(gòu),培養(yǎng)了一批青年棟梁之才,而且探索了領(lǐng)導(dǎo)干部成長規(guī)律,為選拔人才積累了經(jīng)驗(yàn)。但隨著形勢的發(fā)展,選調(diào)生的培養(yǎng)、管理和使用面臨著一些新情況、新問題,影響和制約了選調(diào)生工作的順利開展。因此,對河北省選調(diào)生工作進(jìn)行深入研究并找出切實(shí)可行的辦法措施顯得尤為重要。本文通過查閱選調(diào)生的有關(guān)文件資料,通過文獻(xiàn)研究等方法,對選調(diào)生工作的由來與發(fā)展進(jìn)行了了解,對河北省選調(diào)生工作取得的成績、存在的問題、原因進(jìn)行系統(tǒng)的分析,提出了進(jìn)一步加強(qiáng)和改進(jìn)河北省選調(diào)生工作的對策建議,為促進(jìn)河北省選調(diào)生工作走上科學(xué)化、規(guī)范化、制度化軌道提供有益參考。
[Abstract]:The system of selecting and arranging students is a strategic measure for the party and the state to train and select outstanding young cadres in a planned and targeted manner, and to strengthen the construction of reserve cadres. It is an effective way to follow the law of young cadres' growth and become talented, and to accelerate the better and faster development of outstanding talents. It is an urgent need to improve and optimize the structure of the cadre contingent at the grass-roots level, which is of great practical significance for the realization of building a well-off society in an all-round way, deepening the reform in an all-round way, promoting the rule of law in an all-round way, and administering the Party in an all-round and strict manner. The implementation of the system of selecting and dispatching students in Hebei Province has injected new vitality into the construction of the provincial cadre contingent, not only has it optimized the structure of the grass-roots cadre contingent, cultivated a number of talented young people, but also explored the law of the growth of the leading cadres. Experience has been accumulated for the selection of talents. However, with the development of the situation, the cultivation, management and use of the students are faced with some new conditions and problems, which affect and restrict the smooth development of the work of selecting and dispatching students. Therefore, it is very important to study and find out the practical measures for the selection and adjustment of students in Hebei Province. In this paper, the origin and development of the work of selecting and dispatching students are understood by consulting the relevant documents and documents, and the achievements, problems and reasons of the work of selecting and dispatching students in Hebei Province are analyzed systematically. The countermeasures and suggestions for further strengthening and improving the work of selecting and dispatching students in Hebei Province are put forward, which provides a useful reference for promoting the work of selecting and dispatching students in Hebei Province on a scientific, standardized and institutionalized track.
