【摘要】：伴隨著經(jīng)濟(jì)轉(zhuǎn)軌和社會(huì)轉(zhuǎn)型,湖南省實(shí)現(xiàn)了發(fā)展階段的歷史性跨越,進(jìn)入到發(fā)展型社會(huì)新階段,廣大社會(huì)成員對(duì)基本公共服務(wù)提出了新的要求。而目前湖南省基本公共服務(wù)供給不足、發(fā)展不平衡的矛盾仍然十分突出,農(nóng)村地區(qū)、欠發(fā)達(dá)地區(qū)的基本公共服務(wù)尚未得到充分保障,城鄉(xiāng)基本公共服務(wù)的差距長(zhǎng)期存在。為此深入探究湖南省基本公共服務(wù)的城鄉(xiāng)差距及原因,為提升均等化水平提出具體可操作的路徑與對(duì)策,對(duì)加快實(shí)現(xiàn)湖南省城鄉(xiāng)基本公共服務(wù)均等化具有重要的現(xiàn)實(shí)意義。本文基于地理學(xué)、社會(huì)學(xué)、經(jīng)濟(jì)學(xué)有機(jī)融合的視角,利用空間、問(wèn)卷調(diào)查、社會(huì)經(jīng)濟(jì)等數(shù)據(jù),運(yùn)用Arcgis、CAD、Spss、Excel等軟件,構(gòu)建湖南省城鄉(xiāng)基本公共服務(wù)差異指數(shù),對(duì)湖南省城鄉(xiāng)之間、中心城區(qū)與外圍縣市之間基本公共服務(wù)差異和城鄉(xiāng)基本公共服務(wù)滿意度差異進(jìn)行了定量分析,重點(diǎn)探討了我省基本公共服務(wù)城鄉(xiāng)差異形成的原因和縮小其差異的主要路徑。研究結(jié)果表明:(1)湖南省基本公共服務(wù)總體水平偏低,在全國(guó)各省區(qū)市中排位靠后。湖南省城鄉(xiāng)基本公共服務(wù)各項(xiàng)目存在不同程度的差異:城鄉(xiāng)基本公共教育經(jīng)費(fèi)投入、辦學(xué)條件和教師水平差異明顯;城鄉(xiāng)基本醫(yī)療衛(wèi)生經(jīng)費(fèi)投入、醫(yī)療衛(wèi)生資源分布差異最大;城鄉(xiāng)社會(huì)保險(xiǎn)保障水平、制度體系建設(shè)差異最顯著;城鄉(xiāng)基本社會(huì)服務(wù)中最低生活保障、養(yǎng)老服務(wù)差異突出。(2)湖南省14市州中心城區(qū)與其外圍縣市基本公共服務(wù)協(xié)調(diào)發(fā)展程度可分為H-H、H-L、L-H、L-L四種類型。14市州中心城區(qū)基本公共服務(wù)綜合水平較高的集中在湖南省東部、中部、北部,西部、南部基本公共服務(wù)普遍偏低。而農(nóng)村基本公共服務(wù),長(zhǎng)株潭地區(qū)水平較高,而大湘西、大湘南地區(qū)基本公共服務(wù)供給呈現(xiàn)短缺現(xiàn)象。(3)從滿意度分析來(lái)看,湖南省城市各項(xiàng)基本公共服務(wù)滿意度均高于農(nóng)村,且各服務(wù)項(xiàng)目差異不一。(4)湖南省城鄉(xiāng)基本公共服務(wù)差異形成的原因包括:自然地理?xiàng)l件的差異、歷史與文化等社會(huì)因素差異、經(jīng)濟(jì)發(fā)展水平的差異、城鄉(xiāng)二元體制的影響。促進(jìn)均等化的路徑、對(duì)策主要在城鄉(xiāng)基本公共服務(wù)一體化政策、財(cái)政政策、制度體制創(chuàng)新、差異化發(fā)展導(dǎo)向等方面。
[Abstract]:With economic transition and social transformation, Hunan has achieved a historic leap in the stage of development and entered a new stage of developing society. The members of the society have put forward new requirements for the basic public service. At present, the supply of basic public services in Hunan is insufficient and the imbalance of development is still very prominent, and the rural areas are underdeveloped. The basic public service in the district has not been fully guaranteed and the gap between urban and rural basic public service exists for a long time. To this end, the gap between urban and rural areas and the reasons for the basic public services in Hunan province are deeply explored, and the specific and operable ways and countermeasures are put forward to improve the equalization level. It is important to speed up the equalization of basic public services in urban and rural areas in Hunan province. Based on the perspective of geography, sociology and economics, this paper uses space, questionnaire survey, social economy and other data, and uses Arcgis, CAD, Spss, Excel and other software to construct the basic public service difference index of urban and rural areas in Hunan Province, and the basic public service difference between the urban and rural areas of Hunan, the central city and the peripheral counties and cities. The difference between urban and rural basic public service satisfaction is analyzed quantitatively, and the reasons for the formation of urban and rural differences in basic public services and the main ways to reduce their differences are discussed. The results show that: (1) the overall level of basic public services in Hunan is low, and in all provinces and municipalities in the country, the basic public clothes in urban and rural areas in Hunan Province There are different degrees of difference in various projects: the investment in basic public education in urban and rural areas, the difference of school conditions and teachers' level, the difference in the distribution of basic medical and health funds in urban and rural areas, the distribution of medical and health resources, the difference between urban and rural social insurance guarantee and the system system construction, and the minimum living insurance in urban and rural basic social services. (2) the degree of coordinated development of basic public services in the central urban areas of 14 cities in Hunan and its peripheral counties can be divided into H-H, H-L, L-H, L-L, and the higher level of basic public services in the central urban districts of.14 cities in the eastern part of Hunan Province, the middle part, the north, the West and the south are generally low. Basic public service in rural areas, Changsha Zhuzhou Xiangtan high level, and large Xiangxi, Great Southern Hunan basic public service supply shortage phenomenon. (3) from the satisfaction analysis, the basic public service satisfaction in Hunan province is higher than the rural, and the differences in the service items are different. (4) the difference of basic public service in Hunan Province The reasons include the differences in natural geographical conditions, historical and cultural differences, differences in the level of economic development, the impact of the two yuan system in urban and rural areas, and the path to promote equalization, and the countermeasures are mainly in the integration policy of basic public services in urban and rural areas, financial policy, institutional system innovation, and differential development orientation.
