地方權(quán)力清單制度建設(shè)實證研究——以合肥市為例

【摘要】:黨的十八屆三中全會明確提出"推行地方各級政府及其工作部門權(quán)力清單制度,依法公開權(quán)力運行流程"。兩年多來,各級地方政府有條不紊地推進這項制度。合肥市于2014年按照中央和省政府的統(tǒng)一部署推行權(quán)力清單制度,在權(quán)力清單制度建設(shè)中形成了"三位一體"的權(quán)責(zé)體系,權(quán)力清單制定、操作和執(zhí)行規(guī)范,條塊結(jié)合、全面協(xié)同推進"兩單"制度改革等特點。我國權(quán)力清單制度建設(shè)應(yīng)從加強法制保障,擴大公眾參與,進一步完善權(quán)力運行程序以及構(gòu)建多元化公開平臺等角度加以推進。
[Abstract]:The third Plenary session of the 18th CPC Central Committee clearly put forward "to carry out the power list system of local governments at all levels and their working departments, and to open the operation process of power according to law." For more than two years, local governments at all levels have methodically advanced this system. In 2014, Hefei implemented the power list system in accordance with the unified deployment of the central and provincial governments. In the construction of the power list system, a "trinity" power and responsibility system was formed. Promote the "two single" system reform and other characteristics in an all-round and coordinated manner. The construction of China's power list system should be promoted from the angles of strengthening the legal system, expanding the public participation, perfecting the power operation procedure and constructing a diversified open platform.
