【摘要】：本文將主要通過對我國地方政府應(yīng)急管理現(xiàn)狀問題的分析和對先進(jìn)經(jīng)驗的借鑒來為今后我國地方政府應(yīng)急減災(zāi)管理機制的發(fā)展方向提供對策。本文首先闡述了所研究的地方政府應(yīng)急減災(zāi)管理機制這一課題的選題意義和背景,之后對目前國內(nèi)外的相關(guān)課題研究的文獻(xiàn)進(jìn)行總結(jié)和匯總,同時從研究方法和內(nèi)容上分析當(dāng)前研究欠缺的地方,從而確定本文的研究思路、方法以及整體框架。隨后將對文中涉及的危機、應(yīng)急管理、突發(fā)事件、地方政府等相關(guān)概念及其內(nèi)涵進(jìn)行界定。之后本文主要介紹我國地方政府應(yīng)急管理相關(guān)機制和制度體系的現(xiàn)狀,著重對無錫太湖水污染事件這一案例來進(jìn)行分析指出目前地方政府應(yīng)急減災(zāi)管理中存在的各類問題。本文認(rèn)為目前主要存在的問題包括我國目前地方政府在應(yīng)急減災(zāi)管理上存在的各自為政的問題,現(xiàn)在各有關(guān)部門之間往往權(quán)責(zé)不夠明確,尤其在平時組織宣傳、組建隊伍等方面往往都各自為政,各自牽頭開展工作,既導(dǎo)致效率不夠高,也導(dǎo)致資源浪費;發(fā)生突發(fā)事件后地方政府各有關(guān)部門之間組織協(xié)調(diào)困難的問題。一旦發(fā)生突發(fā)事件,平時的各自為政的狀態(tài)將導(dǎo)致組織協(xié)調(diào)困難的問題。因為突發(fā)事件應(yīng)急處理往往牽涉到多個部門,各部門的負(fù)責(zé)范圍、負(fù)責(zé)時限、具體工作等如何協(xié)調(diào)安排是一個重要問題;各部門之間應(yīng)急資源難以整合的問題。在發(fā)生突發(fā)事件后各類救援隊伍、救援物資等都是十分重要的應(yīng)急減災(zāi)資源,目前仍存在應(yīng)急減災(zāi)資源分配不科學(xué)、保障難落實的情況,嚴(yán)重影響應(yīng)急減災(zāi)工作的順利開展等。之后再從組織體系和法律體系兩方面介紹了美國、日本、俄羅斯這三個發(fā)達(dá)國家的應(yīng)急管理工作的先進(jìn)經(jīng)驗,最后探索性的提出相關(guān)的解決問題的措施,包括完善法制建設(shè)、優(yōu)化應(yīng)急減災(zāi)工作結(jié)構(gòu)、健全應(yīng)急資源保障體系、編寫完善應(yīng)急管理預(yù)案和加強社會參與工作等,力爭通過這些對策來進(jìn)一步加強我國地方政府的應(yīng)急管理工作。
[Abstract]:Through the analysis of the current situation of local government emergency management and the reference of advanced experience, this paper will provide countermeasures for the future development direction of local government emergency and disaster reduction management mechanism in China. This paper first describes the significance and background of the research on the management mechanism of local government emergency disaster reduction, and then summarizes and summarizes the literature on the related topics at home and abroad. At the same time, the research methods and contents are analyzed to determine the research ideas, methods and the overall framework. Then the related concepts and connotations of crisis, emergency management, emergency, local government and so on will be defined. Then this paper mainly introduces the current situation of emergency management mechanism and system of local government in our country, focusing on the case of Taihu Lake water pollution in Wuxi to point out all kinds of problems existing in the management of local government emergency disaster reduction at present. This paper holds that the main problems at present include the existing problems of the local governments in our country in the management of emergency and disaster reduction. Now, the powers and responsibilities of the relevant departments are often not clear enough, especially in the peacetime organization of propaganda. The formation of teams and other aspects are often done in their own way, each leading to work, not only lead to inefficient, but also lead to waste of resources; after emergencies, local government departments concerned organization and coordination difficulties. In the event of an emergency, the usual state of affairs will lead to difficult organizational coordination. Because emergency response often involves many departments, the scope of responsibility of each department, the time limit of responsibility, specific work and so on how to coordinate arrangements is an important issue, and the emergency resources between the departments are difficult to integrate. All kinds of rescue teams and rescue materials are very important resources for emergency disaster reduction after an emergency. At present, there are still unscientific allocation of emergency disaster reduction resources, which are difficult to implement and seriously affect the smooth development of emergency disaster reduction work. Then it introduces the advanced experience of emergency management in the three developed countries, the United States, Japan and Russia, from the two aspects of the organization system and the legal system. Finally, it puts forward some relevant measures to solve the problems, including the improvement of the legal system. We should optimize the work structure of emergency disaster reduction, perfect the emergency resources guarantee system, compile and perfect the emergency management plan and strengthen the social participation, and strive to further strengthen the emergency management work of our local government through these countermeasures.
