【摘要】：事業(yè)單位是我國特有的社會組織,曾為我國公共事業(yè)發(fā)展做出巨大貢獻,但隨著社會主義市場經(jīng)濟不斷發(fā)展,事業(yè)單位體制已不再適應(yīng)時代的需求。2012年,國務(wù)院出臺《關(guān)于分類推進事業(yè)單位改革的指導(dǎo)意見》,提出要按承擔(dān)行政職能、從事生產(chǎn)經(jīng)營活動和從事公益服務(wù)三個類別,對現(xiàn)有事業(yè)單位進行分類改革,其中,生產(chǎn)經(jīng)營類事業(yè)單位,被要求于2015年基本完成轉(zhuǎn)企改制,失去行政資源的經(jīng)營性事業(yè)單位在投入市場競爭后如何生存和發(fā)展,成為社會各界關(guān)注的焦點。JY檢測中心正是一家以貴金屬及珠寶檢測為主營業(yè)務(wù)的國家級檢測機構(gòu),隸屬經(jīng)營性事業(yè)單位序列。即將轉(zhuǎn)型企業(yè)的JY,由于業(yè)務(wù)流程混亂導(dǎo)致客戶服務(wù)水平底下,在轉(zhuǎn)企之后很可能面臨生存危機。本文從JY現(xiàn)有業(yè)務(wù)流程的分析入手,闡述了 JY將轉(zhuǎn)企改制與業(yè)務(wù)流程重組組織變革兩相結(jié)合的必要性與可行性,得出轉(zhuǎn)企改制與流程再造在性質(zhì)、內(nèi)容與步驟上具有統(tǒng)一性和兼容性的結(jié)論。以設(shè)計JY "轉(zhuǎn)企改制——流程再造"結(jié)合組織變革系統(tǒng)為目標(biāo),本文根據(jù)流程再造理論,以創(chuàng)造客戶價值為導(dǎo)向,對JY現(xiàn)有流程問題進行全面梳理和分析,找出JY貴金屬證書、貴金屬標(biāo)簽、珠寶證書三條核心產(chǎn)品流程;在對現(xiàn)有流程進行整合、簡化基礎(chǔ)上,重構(gòu)了以流程為核心要素的JY全新組織結(jié)構(gòu),以適應(yīng)流程管理的要求,并對上述三條核心產(chǎn)品流程的活動進行了細致的規(guī)范化工作。在完成流程的設(shè)計后,筆者嘗試構(gòu)建了三級流程管理運行機制,全面監(jiān)控和優(yōu)化流程管理進程,并對"轉(zhuǎn)企改制——流程再造"相結(jié)合的組織變革的實施步驟及在實施過程中的企業(yè)文化重塑要點等進行了詳細闡述,從而為JY及至國內(nèi)同類型經(jīng)營性事業(yè)單位轉(zhuǎn)型企業(yè)之后增進市場競爭力,提供流程再造視角的實證基礎(chǔ)。
[Abstract]:Public institution is a special social organization in our country. It has made great contribution to the development of public utilities in our country. However, with the development of socialist market economy, the institution system is no longer adapted to the needs of the times. The State Council has issued the guidance on classifying and promoting the reform of public institutions, proposing that the existing institutions should be classified and reformed according to their administrative functions, production and business activities and public welfare services. Production and management institutions are required to basically complete the transformation of enterprises in 2015, and how to survive and develop after the enterprises have lost their administrative resources in the market competition. JY detection center is a national testing institution with precious metal and jewelry detection as its main business, which belongs to the sequence of operating institutions. JY, which is about to be transformed, is likely to face a survival crisis after a turnaround because of a chaotic business process that leads to a level of customer service. Starting with the analysis of JY's existing business processes, this paper expounds the necessity and feasibility of combining JY's transformation of enterprises with the organizational reform of business process reengineering, and draws the conclusion that the transformation of enterprises and the nature of process reengineering. The conclusion of consistency and compatibility in content and procedure. In order to design JY "transforming enterprise restructuring-process reengineering" combined with organizational change system, this paper, according to the theory of process reengineering, taking the creation of customer value as the guide, comprehensively combs and analyzes the existing process problems of JY, and finds out the JY precious metal certificate. On the basis of integrating and simplifying the existing process, the paper reconstructs the new organizational structure of JY, which takes the process as the core element, in order to meet the requirements of process management. And the activities of the above three core product processes are carefully standardized. After completing the process design, the author tries to build a three-level process management operation mechanism to monitor and optimize the process of process management. In addition, the implementation steps of organizational change combined with "transforming enterprise system-process reengineering" and the main points of corporate culture remodeling in the process of implementation are expounded in detail. So JY can enhance the market competitiveness and provide the empirical basis of process reengineering perspective for JY and the same type of business units in China after the transformation of enterprises.
