【摘要】：隨著時代的發(fā)展，網(wǎng)絡(luò)媒體受到了越來越多的關(guān)注和重視，國務(wù)院在2014年出臺的專門性文件中明確的指出，要提高對于政府網(wǎng)絡(luò)媒體平臺的打造，結(jié)合報刊、電視等傳統(tǒng)媒體和網(wǎng)絡(luò)等新興媒體，從而使得政府部門獲得更多的表達(dá)自己聲音的途徑和渠道。在促進(jìn)信息公開，引導(dǎo)社會輿論，服務(wù)社會大眾等方面，微博占據(jù)了越來越重要的地位。 “微博問政”現(xiàn)已走向成熟階段，并逐漸影響了我國的政治生態(tài)環(huán)境。隨著互聯(lián)網(wǎng)技術(shù)的不斷發(fā)展，微博也逐漸成為了互聯(lián)網(wǎng)最流行的媒介工具，成為了公民參政的重要平臺之一。它不僅能為公民提高廣闊的信息來源，，也可以讓公民自由的表達(dá)意愿，成為了實現(xiàn)民主政治道路上的重要工具。因此，微博問政對政府有著很大的影響，而對微博問政的發(fā)展有著良好的引導(dǎo)及把握則成為了政府的必修課。 在本文的論述中，以微博作為載體，對于我國的政府發(fā)展的新方向做出了研究和調(diào)查，以及“微博問政”發(fā)展過程中存在的不足。在此基礎(chǔ)上對“微博問政”于政府產(chǎn)生的影響進(jìn)行了深刻研究，分別從積極和消極兩方面進(jìn)行了詳盡的分析，并提出了相應(yīng)的解決對策。微博問政現(xiàn)在還存在著一些不足，如何揚其長避其短，使微博問政規(guī)范化，制度化是本文所探求的重點，也是未來政府需要面對的重要問題。 本文共有五個部分，緒論部分主要是對該選題的研究緣起、意義以及研究方法進(jìn)行一個簡單的概述。第一章對于微博問政進(jìn)行了基礎(chǔ)性和前提性的概述。第二章通過案例及數(shù)據(jù)分析，對微博問政的現(xiàn)狀以及對政府的影響，從積極和消極兩方面進(jìn)行詳盡的探討。第三章結(jié)合我國國情及政府管理發(fā)展的未來趨勢，為政府對政務(wù)微博的應(yīng)對策略提出建議。第四章從發(fā)展角度出發(fā)論述了“微博問政”實現(xiàn)常態(tài)化和“微博問政”向更深更廣層次發(fā)展的必要性。在全文的最后對于全文進(jìn)行了總結(jié)。通過對微博問政的數(shù)據(jù)及案例分析可以看出，公民在微博問政上有著極大的熱情，這種熱情是公民參政意識提高的表現(xiàn)。在發(fā)展的過程中，如何讓公民參政更加理智化、現(xiàn)實化，都是需要考慮的問題。在未來的發(fā)展中，將民意視為政治合法性的基礎(chǔ)，保證公民權(quán)利順利實現(xiàn)，才是發(fā)展微博問政的根本目的。
[Abstract]:With the development of the times, more and more attention has been paid to the network media. In the special document issued by the State Council in 2014, it is clearly pointed out that it is necessary to improve the construction of the government's network media platform and combine the newspapers and periodicals. Traditional media such as TV and new media such as Internet make the government get more ways and channels to express their voices. Weibo plays a more and more important role in promoting public information, guiding public opinion and serving the public. Weibo asked about politics has come to a mature stage, and has gradually affected the political ecological environment of our country. With the development of Internet technology, Weibo has become the most popular media tool and one of the most important platforms for citizens to participate in politics. It not only improves the broad sources of information for citizens, but also allows citizens to express their wishes freely. It has become an important tool on the road of realizing democratic politics. Therefore, Weibo has a great influence on the government, and the development of Weibo has become a compulsory course for the government. In this paper, with Weibo as the carrier, the author makes a research and investigation on the new direction of government development in our country, as well as the shortcomings in the development of "Weibo asking for political affairs". On the basis of this, this paper makes a deep research on the influence of "Weibo" on the government, and makes a detailed analysis from the positive and negative aspects, and puts forward the corresponding countermeasures. At present, there are still some shortcomings in Weibo administration. How to avoid its short term and standardize Weibo administration is the focus of this paper, and it is also an important problem to be faced by the future government. There are five parts in this paper, the introduction part is a brief overview of the origin, significance and research methods of this topic. The first chapter summarizes the basic and presupposition of Weibo administration. The second chapter through the case and the data analysis, the present situation and the influence to the government to the Weibo question politics, carries on the detailed discussion from the positive and the negative two aspects. In the third chapter, combining with the situation of our country and the future trend of the development of government management, the author puts forward some suggestions for the government to deal with the government affairs Weibo. The fourth chapter discusses the necessity of "Weibo asking for political affairs" and "Weibo asking for political affairs" to a deeper and broader level from the perspective of development. At the end of the paper, the paper summarizes the full text. According to the data of Weibo and the case study, it can be seen that citizens have great enthusiasm in Weibo politics, which is the expression of citizens' awareness of participating in politics. In the process of development, it is necessary to consider how to make citizens participate in politics more rationally and realistically. In the future, to regard public opinion as the basis of political legitimacy and to guarantee the smooth realization of civil rights is the fundamental aim of developing Weibo politics.
