【摘要】：當(dāng)前,我國(guó)政府?dāng)?shù)據(jù)資源管理及利用,已成為學(xué)術(shù)界研究的熱點(diǎn),但對(duì)政府部門的數(shù)據(jù)研究,并未引起足夠的重視。政府部門受其自身業(yè)務(wù)特點(diǎn)和管理職責(zé)所限,其數(shù)據(jù)資源管理和利用,有別于一級(jí)政府。本文在對(duì)相關(guān)部門數(shù)據(jù)資源管理現(xiàn)狀調(diào)研的基礎(chǔ)上,從治理體系和治理能力現(xiàn)代化的視角出發(fā),就我國(guó)政府部門的數(shù)據(jù)協(xié)同、數(shù)據(jù)匯集、數(shù)據(jù)治理形態(tài)、承載平臺(tái)、數(shù)據(jù)利用和外部流動(dòng)等基礎(chǔ)問題,進(jìn)行了初步研究,得出了一些基本結(jié)論,以期為全面推進(jìn)我國(guó)政府部門數(shù)據(jù)治理體系建設(shè)提供基礎(chǔ)性的研究思路。
[Abstract]:At present, the management and utilization of government data resources in our country has become a hot topic in academic circles, but the data research of government departments has not been paid enough attention to. Government departments are limited by their own business characteristics and management responsibilities, and their data resources management and utilization are different from the first level of government. Based on the investigation and investigation of the current situation of data resource management in relevant departments, from the perspective of the modernization of governance system and governance ability, this paper discusses the data coordination, data collection, data governance form, bearing platform of government departments in our country. This paper makes a preliminary study on the basic problems such as data utilization and external flow, and draws some basic conclusions in order to provide a basic research idea for promoting the construction of data governance system of government departments in China in an all-round way.
