【摘要】："放、管、服"職責(zé)是指政府從"簡政放權(quán)"、"宏觀、微觀調(diào)控"、"優(yōu)化公共服務(wù)"三個方面協(xié)調(diào)市場運(yùn)行與發(fā)展。"放、管、服''職責(zé)依據(jù)"市場調(diào)節(jié)理論"、"市場缺陷理論"、"政府失靈理論"和"政治正義理論"而設(shè)定,政府履行該項職責(zé),有利于推動市場經(jīng)濟(jì)健康運(yùn)行和平穩(wěn)發(fā)展,實(shí)現(xiàn)正義價值。實(shí)踐證明,"放、管、服"職責(zé)有助于厘清政府、市場界限,更好地發(fā)揮政府之手對市場的正面作用。"放、管、服"職責(zé)是政府引領(lǐng)、適應(yīng)經(jīng)濟(jì)新常態(tài)的必然選擇,黨和政府應(yīng)當(dāng)排除阻礙、突破藩籬,運(yùn)用法治思維、法治方式,推行"放、管、服"改革,盡快、盡早地確立"放、管、服"職責(zé)體系,使之造福于市場經(jīng)濟(jì)和人民群眾。
