【摘要】：為實現(xiàn)2020年“全面建成小康社會”宏偉藍(lán)圖,不僅黨和國家領(lǐng)導(dǎo)人高度重視扶貧工作,提出“精準(zhǔn)扶貧”理念,更需要我們每一個人為實現(xiàn)這偉大目標(biāo)而為之貢獻。上世紀(jì)八十年代開始,社會組織開展扶貧的范圍已逐漸深入基層,在教育、人文關(guān)懷、醫(yī)療、技術(shù)推廣等方面取得一定成果。但是由于傳統(tǒng)觀念的制約、機制方面不夠完善造成的障礙等因素,社會組織參與精準(zhǔn)扶貧面臨著一系列困境與挑戰(zhàn)。因此要確保好社會組織——這股精準(zhǔn)扶貧道路上“不可忽視的力量”,積極投身與精準(zhǔn)扶貧事業(yè)之中。綜上所述,本文從以下方面對進行展開:第一、主要通過文獻綜述法,對國內(nèi)外有關(guān)扶貧方面的研究進行了綜述。在國內(nèi)研究方面,從扶貧方面研究、精準(zhǔn)扶貧方面研究、社會組織參與扶貧工作方面研究,三個方面進行了綜述;在國外研究方面,從國外關(guān)于扶貧概念研究、扶貧策略研究、社會組織扶貧研究,三個方面進行了綜述。第二、本文開始從扶貧、精準(zhǔn)扶貧、社會組織、社會組織參與精準(zhǔn)扶貧四個方面進行相關(guān)概念界定。然后從國家與社會關(guān)系理論、合作治理理論、收入再分配理論三種理論,作為社會組織參與精準(zhǔn)扶貧的理論依據(jù)。最后,提出社會組織參與精準(zhǔn)扶貧的價值。第三、主要為社會組織參與扶貧的歷程,分別從:計劃經(jīng)濟階段(1949年-1977年)、改革開放經(jīng)濟大發(fā)展階段(1978年-2000年)、全面建設(shè)小康社會階段(2001年至今)三個階段,講述了社會組織參與扶貧的歷程。第四、分下了社會組織參與精準(zhǔn)扶貧所存在的問題及原因。首先提出了社會組織參與精準(zhǔn)扶貧過程中工作保障制度不完善、考核評估體系有待健全、宣傳激勵力度有待提高。然后分析了造成這些問題的原因主要有觀念體制的障礙、合法性資源的缺失、缺乏科學(xué)考核體系。第五、針對上述問題,提出改善相關(guān)問題的對策,從社會組織參與精準(zhǔn)扶貧必須堅持的原則,到優(yōu)化社會組織參與精準(zhǔn)扶貧的相關(guān)制度,再到完善社會組織參與精準(zhǔn)扶貧的具體途徑,三個方面進行論證。
[Abstract]:In order to realize the grand blueprint of "building a well-off society in an all-round way" by 2020, not only the leaders of the Party and state attach great importance to the work of poverty alleviation, but also put forward the idea of "accurate poverty alleviation", which requires each and every one of us to contribute to the realization of this great goal. Since the eighties of the last century, the scope of poverty alleviation by social organizations has gradually penetrated into the grassroots, and has made certain achievements in education, humanistic care, medical treatment, technology promotion and so on. However, because of the restriction of traditional concept and the obstacles caused by imperfect mechanism, social organizations are facing a series of difficulties and challenges in precision poverty alleviation. Therefore, it is necessary to ensure good social organization, a force that can not be ignored on the road of precision poverty alleviation, and actively participate in the cause of precision poverty alleviation. To sum up, this paper from the following aspects: first, mainly through the literature review method, the poverty alleviation research at home and abroad were summarized. In terms of domestic research, there are three aspects: research on poverty alleviation, research on precision poverty alleviation, research on participation of social organizations in poverty alleviation, and a summary of three aspects; in foreign research, the concept of poverty alleviation and poverty reduction strategies are studied from abroad. The research on poverty alleviation by social organizations is summarized in three aspects. Second, this paper starts from four aspects of poverty alleviation, precision poverty alleviation, social organizations involved in precision poverty reduction four aspects of the definition of relevant concepts. Then from the theory of state-social relations, the theory of cooperative governance, the theory of income redistribution, as the theoretical basis for social organizations to participate in accurate poverty reduction. Finally, the value of social organizations participating in precision poverty alleviation is put forward. Third, the process of social organizations participating in poverty alleviation is divided into three stages: planned economy stage (1949-1977), reform and opening up stage (1978-2000), comprehensive construction of well-off society stage (2001-present). Social organizations participate in the process of poverty alleviation. Fourth, divided into social organizations involved in precision poverty reduction problems and reasons. Firstly, it points out that the work security system of social organizations participating in the process of precision poverty alleviation is not perfect, the evaluation system needs to be improved, and the propaganda and incentive efforts need to be improved. Then it analyzes the main causes of these problems are the obstacles of the concept system, the lack of legal resources, and the lack of scientific assessment system. Fifthly, in view of the above problems, put forward countermeasures to improve the relevant problems, from the principles that social organizations must adhere to in participating in precision poverty alleviation, to optimizing the relevant systems of social organizations participating in precision poverty alleviation. Then to improve the specific ways of social organizations to participate in accurate poverty alleviation, three aspects of demonstration.
