南岸區(qū)公益類事業(yè)單位去行政化改革研究

【摘要】:隨著事業(yè)單位分類改革的不斷推進(jìn),承擔(dān)行政職能和從事生產(chǎn)經(jīng)營(yíng)活動(dòng)的事業(yè)單位分別通過“轉(zhuǎn)行政”和“轉(zhuǎn)企”消失在事業(yè)單位歷史舞臺(tái),留下的公益類事業(yè)單位都是提供公益服務(wù)的,主要屬性是公益性。但是,由于種種原因,我國(guó)公益類事業(yè)單位行政化嚴(yán)重。激發(fā)公益類事業(yè)單位的生機(jī)和活力,提高公益類事業(yè)單位公益服務(wù)水平和效率,切實(shí)為人民群眾提供優(yōu)質(zhì)高效的公益服務(wù),是公益類事業(yè)單位去行政化改革的動(dòng)力和目的。重慶市南岸區(qū)公益類事業(yè)單位涉及南岸區(qū)科技、教育、衛(wèi)生、體育、文化等多個(gè)領(lǐng)域,在公益類事業(yè)單位去行政化改革方面做了一些嘗試,也取得了一定的成績(jī),但仍然存在亟需解決的問題。本文以重慶市南岸區(qū)為例,首先,明確了公益類事業(yè)單位去行政化改革的意義和目的,界定了公益類事業(yè)單位及去行政化的概念;然后通過文獻(xiàn)分析法、比較分析法和理論研究法分析了我國(guó)公益類事業(yè)單位的發(fā)展進(jìn)程、存在的問題;再借鑒國(guó)外非營(yíng)利性組織管理經(jīng)驗(yàn)和上海、深圳市公益類事業(yè)單位去行政化改革經(jīng)驗(yàn),結(jié)合南岸區(qū)公益類事業(yè)單位的實(shí)際,對(duì)南岸區(qū)公益類事業(yè)單位行政化問題進(jìn)行分析。最后提出了加快政府職能轉(zhuǎn)變;規(guī)范政府購(gòu)買公共服務(wù)行為,推動(dòng)事業(yè)單位與主管部門理順關(guān)系;建立健全法人治理結(jié)構(gòu);提升人力資源管理水平,激發(fā)職工工作熱情;完善保障體系,解決后顧之憂等措施,探索南岸區(qū)公益類事業(yè)單位去行政化改革路徑。
[Abstract]:With the continuous promotion of the reform of the classification of public institutions, institutions that undertake administrative functions and engage in production and management activities have disappeared into the historical stage of institutions through "transfer of administration" and "conversion of enterprises", respectively. Public welfare institutions are left behind to provide public welfare services, the main attribute is public welfare. However, due to various reasons, China's public welfare institutions are seriously administrative. To stimulate the vitality and vitality of public welfare institutions, to improve the level and efficiency of public welfare services, and to provide the masses with high quality and efficient public welfare services are the motive forces and purposes of the deadministrative reform of public welfare institutions. The public welfare institutions in Nanan District of Chongqing have made some attempts and made certain achievements in the deadministrative reform of public welfare institutions, which involve many fields such as science and technology, education, health, sports, culture, and so on. But there are still problems that need to be solved. This paper takes Nanan District of Chongqing as an example. Firstly, it clarifies the significance and purpose of the deadministrative reform of public welfare institutions, defines the concepts of public welfare institutions and deadministrative institutions, and then through literature analysis, This paper analyzes the development process and existing problems of public welfare institutions in China by means of comparative analysis and theoretical research, and draws lessons from the management experience of foreign non-profit organizations and the deadministrative reform experience of public welfare institutions in Shanghai and Shenzhen. Combined with the actual situation of public welfare institutions in Nanan District, the administrative problems of public welfare institutions in Nanan District are analyzed. Finally, it puts forward to accelerate the transformation of government functions, standardize the behavior of government to purchase public services, promote the relationship between public institutions and competent departments, establish and perfect the corporate governance structure, enhance the level of human resources management, and stimulate the enthusiasm of staff and workers. To improve the security system, solve the worries and other measures, explore the Nanan district public welfare institutions to administrative reform path.
