【摘要】：辟謠不是謠言的預(yù)防和控制,而是針對(duì)既有謠言的澄清行為。辟謠效果主要取決于三個(gè)要素:辟謠主體的權(quán)威性、辟謠信息的可信度、辟謠信息的有效傳播面。第一,作為公共事業(yè)管理的核心主體,政府是最重要的辟謠者,維護(hù)和保證政府的公信力,選擇最具辟謠資格的具體執(zhí)行者核實(shí)澄清謠言,發(fā)出權(quán)威的辟謠信息至關(guān)重要。第二,調(diào)查取證,用事實(shí)說(shuō)話,是辟謠工作中最重要的一環(huán)。提高辟謠信息的可信度是一項(xiàng)需要誠(chéng)意和耐心的技術(shù)活。第三,辟謠是否有效,還取決于是否能將真相有效地送達(dá)謠言受傳者。辟謠是一場(chǎng)硬碰硬的戰(zhàn)斗,謠言在哪里流行,辟謠就得在哪里迎戰(zhàn),切忌謠言走謠言的渠道,辟謠走辟謠的渠道,導(dǎo)致謠言繼續(xù)轉(zhuǎn),辟謠幫著傳。總之,辟謠公式中權(quán)威性、可信度、有效傳播面三者是一種乘法關(guān)系,其中一項(xiàng)為零,辟謠效果就等于零。在辟謠公式中,辟謠效果與公民素質(zhì)呈弱相關(guān)關(guān)系。
[Abstract]:Disinformation is not the prevention and control of rumors, but the clarification of existing rumors. The effect depends on three factors: the authority of the subject, the credibility of the disinformation, and the effective spread of the disinformation. First, as the core subject of public service management, the government is the most important disclaimer. It is very important to maintain and guarantee the credibility of the government, to select the most qualified executor to verify and clarify rumors and to issue authoritative disinformation. Second, investigation and gathering of evidence and the use of facts are the most important part of disinformation verification. Improving the credibility of disinformation is a technical task that requires sincerity and patience. Third, the validity of disinformation depends on whether the truth can be effectively transmitted to the rumour recipient. Rumour refuting is a hard fight, where rumors are popular, they have to face the battle, do not let rumors go through the channel of rumors, open the channel of rumors, cause rumors to continue to turn, rumors to help spread. In a word, the authority, credibility and effective propagating surface of the formula are a multiplicative relation, one of which is zero, and the effect of disinformation is equal to zero. In the disclaimer formula, the effect of disinformation is weakly related to the quality of citizens.
