【摘要】：改革開放以來,伴隨社會主義市場經(jīng)濟的迅猛發(fā)展,我國逐漸進入社會發(fā)展的新時期。這一時期既是經(jīng)濟發(fā)展的攻堅期,又是社會發(fā)展的轉(zhuǎn)折期,更是突發(fā)公共事件的多發(fā)期。如果社會突發(fā)公共事件得不到妥善解決,經(jīng)濟建設的偉大成果和社會和諧穩(wěn)定的目標便會受到極大破壞�？梢�,如何應對突發(fā)性公共事件既是一個復雜的理論性問題,又是一個十分重要的實踐問題。一般而言,在突發(fā)公共事件的處理過程中,地方政府扮演著十分重要的角色。也正因如此,這一時期也成為政府形象為公眾接納的波動期,稍有不慎,便會激化社會矛盾,讓自身合法性陷入危機。從這個角度說,政府應針對公共事件建立起應急體系和機制,不斷提高自己的形象意識,在妥善應對突發(fā)公共事件的過程中不斷建構(gòu)現(xiàn)代化的政府新形象。政府形象,是指政府在應急管理過程中的客觀表現(xiàn)與社會公眾的主觀認識相互作用而反映出的公眾對政府各方面能力的綜合印象與評價。一國政府的良好形象是這個國家政治軟實力的有機組成部分,更是政府管理的重要目標之一,事關(guān)人民群眾對政府工作的認同度與支持度�？梢�,當前中國社會語境中,對政府形象維護的研究是十分必要的,它有利于提高政府的行政能力,實現(xiàn)各種社會資源的組織協(xié)調(diào),打牢黨的執(zhí)政合法性基礎,有效團結(jié)各階層群眾,提高社會穩(wěn)定性,減少社會動亂,增加人民群眾對政府危機決策的認同度。當前,頻繁發(fā)生的突發(fā)公共事件是對政府執(zhí)政力的嚴格考驗,同時也從側(cè)面反映出目前我們在政府形象維護方面存在的失誤與不足,如官員服務意識和工作能力低下,與公眾、媒體的信息溝通不對稱,自我形象維護意識較差等等。從這一角度考慮,文章從理清相關(guān)概念出發(fā),借鑒已有的優(yōu)秀成果并融入中國發(fā)展現(xiàn)狀,運用綜合分析的方法,從社會突發(fā)公共事件的視角對政府形象建設進行細致研究。在探討社會公共事件和政府形象維護之間的內(nèi)在機理基礎之上,提出我國政府形象建設所面臨的當代困境和成因,從而試圖找出當前政府形象維護的基本原則,為探索政府形象維護的有效途徑提供理論支撐。
[Abstract]:Since the reform and opening up, with the rapid development of socialist market economy, China has gradually entered a new period of social development. This period is not only the critical period of economic development, but also the turning point of social development. If social emergencies can not be solved properly, the great achievements of economic construction and the goal of social harmony and stability will be greatly undermined. Therefore, how to deal with sudden public events is not only a complex theoretical problem, but also a very important practical problem. Generally speaking, the local government plays a very important role in the process of dealing with public emergencies. For this reason, this period has also become a period of public acceptance of the government image of the fluctuating period, a little carelessness, will intensify the social contradictions, let their own legitimacy into a crisis. From this point of view, the government should set up emergency response system and mechanism for public events, constantly improve its image consciousness, and constantly construct a modern new image of government in the process of dealing with public emergencies properly. The image of government refers to the comprehensive impression and evaluation of the ability of the government in all aspects of the government, which is reflected by the interaction between the objective performance of the government in the process of emergency management and the subjective understanding of the public. The good image of a country's government is an organic part of the country's political soft power. It is also one of the important objectives of government management. It is related to the degree of the people's approval and support for the work of the government. It can be seen that in the current Chinese social context, it is very necessary to study the maintenance of the government image, which is conducive to improving the administrative ability of the government, realizing the organization and coordination of various social resources, and laying a solid foundation for the ruling legitimacy of the Party. Effectively unite all strata of the masses, improve social stability, reduce social unrest, and increase the people's acceptance of the government crisis decision. At present, the frequent occurrence of public emergencies is a strict test of the government's ruling power. At the same time, it also reflects the mistakes and shortcomings in the maintenance of the government image at present, such as the low service consciousness and working ability of officials, and the public. Media information communication asymmetry, self-image maintenance awareness is poor and so on. From this point of view, the article starts from clarifying the relevant concepts, drawing lessons from the outstanding achievements and integrating into the current situation of China's development, and makes a detailed study on the government image construction from the perspective of social public emergencies by using the method of comprehensive analysis. On the basis of discussing the internal mechanism between the social public events and the maintenance of the government image, this paper puts forward the contemporary predicament and causes of the construction of the government image in our country, and tries to find out the basic principles of the maintenance of the government image at present. To explore the effective ways to maintain the image of the government to provide theoretical support.
