【摘要】：公共危機是政府在轉(zhuǎn)型關(guān)鍵期面臨的一種非常態(tài)行為,政府能否高效應(yīng)對將直接關(guān)系到公眾對政府的信任程度,而這種信任程度又影響著政府對公共危機的管理水平。本文認(rèn)為,公共危機管理與政府公信力二者之間是一種相互影響和相互作用的關(guān)系,我國地方政府在處理公共危機的狀態(tài)下,政府公信力弱化、缺失是其管理的軟肋。因此,在這個機遇與挑戰(zhàn)并存的時期,研究政府公信力問題是保障經(jīng)濟發(fā)展、促進社會穩(wěn)定、建設(shè)和諧社會的關(guān)鍵。筆者將公共危機管理作為研究重點,全面分析如何采取有效措施全面提高政府公信力等方面問題,為塑造政府良好公眾形象奠定堅實基礎(chǔ)。其中,如何在公共危機管理中提升地方政府公信力,維持政府的良好形象,是本文的核心。本文以公共危機管理為視角,通過多方收集、研究文獻、資料,結(jié)合一定的現(xiàn)實實例,有效分析公共危機管理與政府公信力之間的內(nèi)在聯(lián)系,表示政府可以通過全面化解公共危機促進自身公信力的快速提升,而良好的政府公信力對公共危機管理是一種無形的強大推動力;通過對地方政府公信力弱化的的表現(xiàn)和公信力缺失的原因進行分析,并以在網(wǎng)絡(luò)和社會上引起轟動的“湖南臨武城管打人事件”為例,對其中涉及的公共危機管理和政府公信力問題進行了研究和探討,最終得到啟示。最后,利用公共危機管理思維有效化解存在的相關(guān)問題,制定政府提升公信力的正常方案,并通過完善法律制度,健全問責(zé)機制,提升危機管理和危機預(yù)警能力,加強政府信息公開,讓公民更好的表達“政治聲音”,從而達到公共權(quán)力的最佳實施效果。
[Abstract]:Public crisis is a kind of abnormal behavior that the government faces in the critical period of transition. Whether the government can effectively deal with it will directly affect the degree of public trust in the government, and this degree of trust will affect the level of government management of the public crisis. This paper holds that the relationship between the public crisis management and the government credibility is a kind of mutual influence and interaction. Under the condition of dealing with the public crisis, the local government's credibility is weakened and the lack of the government's credibility is the weak point of its management. Therefore, in this period of both opportunities and challenges, the study of government credibility is the key to ensure economic development, promote social stability and build a harmonious society. The author takes the public crisis management as the research focus, comprehensively analyzes how to take effective measures to improve the credibility of the government, and lays a solid foundation for shaping the good public image of the government. Among them, how to improve the credibility of local government in public crisis management and maintain the good image of the government is the core of this paper. This paper, from the perspective of public crisis management, analyzes the internal relationship between public crisis management and the credibility of the government through multi-party collection, research documents, materials, and some practical examples. It is indicated that the government can promote the rapid improvement of its own credibility by comprehensively resolving the public crisis, and good government credibility is an invisible and powerful driving force for the public crisis management. Through the analysis of the performance of the weakening of local government credibility and the reasons for the lack of credibility, and taking the case of "Hunan Linwu Urban Management beating people incident", which caused a sensation in the network and society, as an example. The problems of public crisis management and government credibility are studied and discussed, and finally enlightenment is obtained. Finally, using the public crisis management thinking to effectively resolve the existing problems, formulate the normal program to enhance the credibility of the government, and improve the legal system, improve accountability mechanisms, enhance crisis management and crisis early warning capacity. Strengthen the publicity of government information, let citizens better express "political voice", so as to achieve the best implementation effect of public power.
