【摘要】："重建得更好"作為國際災(zāi)后重建和恢復(fù)的重要概念和指導(dǎo)方針,旨在采取整體主義路徑指導(dǎo)災(zāi)后重建并改善其環(huán)境功能,確保受影響的社區(qū)未來以一種具有回彈應(yīng)變復(fù)原力的方式重生。風(fēng)險(xiǎn)降低、社區(qū)恢復(fù)、執(zhí)行與實(shí)施是實(shí)踐"重建得更好"的三個(gè)核心領(lǐng)域范疇,并引申出若干工作原則而構(gòu)建"重建得更好"整體性操作框架。經(jīng)由澳大利亞維多利亞叢林大火災(zāi)后重建與恢復(fù)的個(gè)案審視,驗(yàn)證了"重建得更好"整體性操作框架的有效性以及在實(shí)踐中需要審慎處理的問題,這對進(jìn)一步優(yōu)化我國災(zāi)后重建模式和改善災(zāi)后重建績效具有借鑒意義。
[Abstract]:"better reconstruction", as an important concept and guideline for international post-disaster reconstruction and recovery, aimed at taking a holistic approach to guiding post-disaster reconstruction and improving its environmental functioning, Ensure that affected communities are reborn in a resilient and resilient manner in the future. Risk reduction, community recovery, implementation and implementation are the three core areas of "better reconstruction", and several working principles are extended to construct the overall operational framework of "better reconstruction". A case study of reconstruction and rehabilitation after the Victorian jungle fire in Australia has demonstrated the effectiveness of the overall operational framework for "rebuilding better" and the problems that need to be carefully addressed in practice. It has reference significance for further optimizing the post-disaster reconstruction model and improving the post-disaster reconstruction performance in China.
