【摘要】：基層公務(wù)員群體是政府各項(xiàng)命令和決策的直接執(zhí)行者,是國(guó)家意志的具體承載者,承擔(dān)著管轄區(qū)域內(nèi)各項(xiàng)事務(wù)的管理和服務(wù)工作,縣、鄉(xiāng)兩級(jí)的基層公務(wù)員更是當(dāng)?shù)厣鐣?huì)經(jīng)濟(jì)、文化的引導(dǎo)者和建設(shè)者,工作內(nèi)容的復(fù)雜性要求基層公務(wù)員具有相當(dāng)高的服務(wù)意識(shí)和交流溝通能力。據(jù)人社部官網(wǎng)報(bào)告,我國(guó)公務(wù)員六成以上屬于基層公務(wù)員,形成對(duì)基層公務(wù)員職業(yè)道德建設(shè)重要性的共識(shí)就顯得極為重要。十八大提出的社會(huì)主義核心價(jià)值觀,為當(dāng)前的基層公務(wù)員職業(yè)道德建設(shè)工作給出了指導(dǎo)方針,總的要求是要用好各種制度工具在基層公務(wù)員群體中培育好社會(huì)主義核心價(jià)值觀,使其成為基層公務(wù)員群體個(gè)人道德體系的核心。加強(qiáng)基層公務(wù)員職業(yè)道德建設(shè)是弘揚(yáng)社會(huì)主義核心價(jià)值觀的大環(huán)境要求,也是基層公務(wù)員自身發(fā)展的重要內(nèi)容。文章在詳細(xì)搜集和認(rèn)真研讀大量相關(guān)文獻(xiàn)資料的基礎(chǔ)下,對(duì)基層公務(wù)員職業(yè)道德現(xiàn)狀做了較為深入的研究,在借助數(shù)據(jù)的分析下總結(jié)出當(dāng)前基層公務(wù)員職業(yè)道德?tīng)顩r總體上是積極樂(lè)觀的,但是其中也存在著一些問(wèn)題,主要有服務(wù)意識(shí)淡化;責(zé)任意識(shí)淡薄;奉獻(xiàn)精神失落;規(guī)矩意識(shí)不強(qiáng);理想信念迷失等。接著對(duì)存在問(wèn)題的原因方面進(jìn)行了剖析,歸納為社會(huì)文化環(huán)境的原因;對(duì)道德認(rèn)知存在誤區(qū);道德教育效果不明顯;公務(wù)員素質(zhì)存在差異;監(jiān)督管理體制不健全等。最后,結(jié)合實(shí)際提出了以社會(huì)主義核心價(jià)值觀為指導(dǎo),提升基層公務(wù)員職業(yè)道德建設(shè)的路徑分析:加強(qiáng)社會(huì)主義核心價(jià)值觀的培育;以核心價(jià)值觀的實(shí)踐促基層公務(wù)員知行合一;以核心價(jià)值觀為原則,推進(jìn)基層公務(wù)員職業(yè)道德制度建設(shè)等。
[Abstract]:The grass-roots civil servant group is the direct executor of the government's orders and decisions, the concrete bearer of the national will, and undertakes the management and service work of various affairs within the jurisdiction area. The grass-roots civil servants at the county and township levels are even more local social and economic. The complexity of the work content requires the civil servants at the grass-roots level to have a high sense of service and the ability of communication and communication. According to the official website of the Ministry of Human and Social Affairs, more than 60% of our civil servants belong to the grass-roots civil servants, so it is extremely important to form a consensus on the importance of the construction of professional ethics of civil servants at the grass-roots level. The socialist core values put forward by the 18th National Congress of the Communist Party of China have provided guidelines for the current work of building the professional ethics of civil servants at the grass-roots level. The overall requirement is to make good use of various institutional tools to cultivate the socialist core values among the grass-roots civil servants. Make it become the core of the personal moral system of grass-roots civil servants. Strengthening the construction of professional ethics of grass-roots civil servants is not only the environmental requirement of carrying forward the socialist core values, but also the important content of the development of grass-roots civil servants themselves. Based on the detailed collection and careful study of a large number of relevant documents, the article makes a deep study on the present situation of professional ethics of civil servants at the grass-roots level. With the help of the analysis of data, it is concluded that the current professional ethics of civil servants at the grass-roots level is generally positive and optimistic, but there are also some problems, such as desalination of service consciousness; weak sense of responsibility; loss of dedication spirit; Lack of sense of discipline; loss of ideals and beliefs, etc. Then it analyzes the causes of the problems and concludes them as the causes of the social and cultural environment; the misunderstanding of moral cognition; the indistinct effect of moral education; the differences in the quality of civil servants; the imperfect supervision and management system and so on. Finally, the paper puts forward the path analysis of improving the professional ethics construction of civil servants at the grass-roots level under the guidance of socialist core values: strengthening the cultivation of socialist core values; The practice of core values promotes the integration of knowledge and action of civil servants at the grass-roots level, and promotes the construction of professional ethics system of civil servants at the grass-roots level on the basis of the principle of core values.
