【摘要】：隨著我國的改革開放和社會(huì)的發(fā)展,我國海洋事業(yè)也一派繁榮景象,但是由于傳統(tǒng)的分散性行業(yè)管理體制的局限,使得政府管理涉海事務(wù)力不從心。第十二屆全國人大審議并通過了新一輪國務(wù)院機(jī)構(gòu)改革和職能轉(zhuǎn)變方案,其中,國家海洋局的重組標(biāo)志著我國海洋行政管理體制發(fā)生重大轉(zhuǎn)折。本文在分析現(xiàn)階段我國海洋行政管理體制的現(xiàn)狀及存在問題的基礎(chǔ)上,通過國外經(jīng)驗(yàn)的借鑒與國內(nèi)經(jīng)驗(yàn)的總結(jié),為完善和推動(dòng)我國海洋行政管理體制改革提供參考建議和思考。文章主要分為以下五個(gè)部分進(jìn)行闡述：第一部分為緒論,主要闡述了文章的研究背景與意義,文章研究的理論基礎(chǔ),國內(nèi)外相關(guān)研究現(xiàn)狀,以及文章的研究方法。第二部分是對(duì)海洋行政管理體制的研究概述,厘清了海洋行政管理體制的內(nèi)涵、基本類型和影響因素。第三部分論述我國海洋行政管理體制演變、現(xiàn)狀及存在的問題。第四部分是對(duì)具有代表性的海洋強(qiáng)國其海洋行政管理體制改革實(shí)踐的研究,總結(jié)對(duì)我國現(xiàn)階段海洋行政管理體制改革發(fā)展所帶來的啟示。第五部分明確了我國海洋行政管理體制改革的原則,對(duì)完善和推進(jìn)我國海洋行政管理體制改革所提出了相關(guān)建議及對(duì)未來發(fā)展的思考展望。
[Abstract]:With the reform and opening up of our country and the development of our society, the marine business of our country is also prosperous, but because of the limitation of the traditional decentralized industry management system, the government is unable to manage the affairs related to the sea. The Twelfth National people's Congress deliberated and adopted a new round of structural reform and functional transformation plan of the State Council, in which the reorganization of the State Oceanic Administration marked a major turning point in China's marine administration system. On the basis of analyzing the present situation and existing problems of China's marine administration system, this paper provides some suggestions and suggestions for perfecting and promoting the reform of our country's marine administration system through the reference of foreign experience and the summary of domestic experience. The article is divided into the following five parts: the first part is the introduction, mainly describes the research background and significance of the article, the theoretical basis of the article, domestic and foreign related research status, as well as the research methods of the article. The second part is an overview of the research on the marine administrative system, clarifying the connotation, basic types and influencing factors of the marine administrative system. The third part discusses the evolution, current situation and existing problems of China's marine administration system. The fourth part is the research on the practice of the reform of the marine administration system of the representative marine powers, and summarizes the enlightenment brought about by the reform and development of the marine administration system in our country at the present stage. The fifth part clarifies the principles of the reform of China's marine administration system, and puts forward some relevant suggestions to improve and promote the reform of our country's marine administration system, as well as some thoughts and prospects for the future development of our country's marine administration system.
