蘇州市吳江區(qū)政府“群租”治理問題研究

【摘要】:吳江是蘇南經(jīng)濟(jì)發(fā)達(dá)地區(qū),外來務(wù)工人員眾多,與吳江本地戶籍人口相當(dāng),而房價又一路上漲,于是,一種新型的居住形態(tài)——“群租”層出不窮地出現(xiàn)在吳江各區(qū)鎮(zhèn)內(nèi),并且迅速擴(kuò)散,給吳江區(qū)帶來了很多社會問題。作為近年來新出現(xiàn)的一個社會問題,各界對于“群租”這一現(xiàn)象及其問題以及如何選擇恰當(dāng)?shù)闹卫砟J降难芯坎艅倓偲鸩。因?對蘇州市吳江區(qū)“群租”進(jìn)行專門研究,是法治吳江建設(shè)實踐過程中十分重要的一個環(huán)節(jié),是推進(jìn)和諧樂居新吳江建設(shè)的一個必不可少的保障。首先,本文進(jìn)行了理論方面的概述,包括“群租”的含義、“群租”與拼租、合租的差異、“群租”的成因以及“群租”治理方面的相關(guān)理論。接著,以吳江經(jīng)濟(jì)開發(fā)區(qū)為例,具體分析了當(dāng)前吳江區(qū)政府在“群租”治理中采取的舉措以及其中存在的問題和困難,由此得出,當(dāng)前,吳江區(qū)政府在面對“群租”問題時,主要采取集中整治的方式進(jìn)行治理,這樣只能暫時性地對局部的“群租”區(qū)域起效,而不能真正的解決這一問題。同時更進(jìn)一步分析得出政府在“群租”治理方面遭遇難題的真正原因,分別是法律法規(guī)不完善、“二房東”利益團(tuán)體呈專業(yè)化和規(guī);、治理成本高而效果差、治理理念落后和住房產(chǎn)品供給結(jié)構(gòu)失衡。然后,分別選取了京穗等國內(nèi)大城市以及美、英、法等國外政府在“群租”治理中的做法和成功經(jīng)驗,并通過對比,發(fā)現(xiàn)這些國家和地方政府在“群租”治理方面有哪些可讓吳江區(qū)政府學(xué)習(xí)和借鑒的先進(jìn)經(jīng)驗和做法。在本文的最后,在前面分析的基礎(chǔ)上,提出了可供吳江區(qū)政府采納的較具針對性的對策和建議來完善當(dāng)?shù)氐摹叭鹤狻敝卫?分別是進(jìn)一步完善相關(guān)立法、加強(qiáng)部門間統(tǒng)籌協(xié)調(diào)、擴(kuò)大宣傳教育、改善住房產(chǎn)品開發(fā)結(jié)構(gòu)、加大力度建設(shè)集宿公寓等若干建議。本文的目的在于從蘇州市吳江區(qū)政府治理“群租”的實際出發(fā),為吳江區(qū)政府治理“群租”探索出一套較完善的管理機(jī)制,同時進(jìn)一步推動政府更深層次地重視和研究制度中存在的問題并著手想辦法予以解決。
[Abstract]:Wu Jiang is an economically developed area in southern Jiangsu, with a large number of migrant workers, which is equivalent to the local household registration population of Wu Jiang, and housing prices are rising all the way. Therefore, a new type of housing form, "Group Rent", appears endlessly in the towns of various districts of Wu Jiang. And the rapid spread of Wu Jiang has brought a lot of social problems. As a new social problem in recent years, the research on the phenomenon of "group rent" and its problems and how to choose the appropriate governance model has just started. Therefore, the special study on "group rent" in Suzhou Wu Jiang district is an important link in the practice of Wu Jiang construction under the rule of law, and it is an indispensable guarantee to promote the construction of new Wu Jiang of harmonious and happy residence. First of all, this paper gives an overview of the theory, including the meaning of "group rent", the difference between "group rent" and "group rent", the difference between "group rent" and "group rent", and the relevant theories on the governance of "group rent". Then, taking the Wu Jiang Economic Development Zone as an example, the paper concretely analyzes the measures taken by the current Wu Jiang District Government in the governance of "Group Rent" and the problems and difficulties existing therein. From this, it is concluded that, at present, the Wu Jiang District Government is facing the problem of "Group Rent". This paper mainly adopts the method of centralized management, which can only temporarily take effect on the local "group rent" area, but can not really solve this problem. At the same time, it is further analyzed that the real reasons for the problems encountered by the government in the governance of "group rent" are the imperfect laws and regulations, the specialization and scale of interest groups of the "two landlords", the high cost of governance and the poor results. Management concept backward and housing products supply structure imbalance. Then, it selects the practices and successful experiences of the governments of Beijing, Guangzhou and other major domestic cities, as well as the United States, Britain, France and other foreign governments in the governance of "group rent", and compares them with each other. Find out what advanced experiences and practices can be learned and learned by the governments of these countries and local governments in the area of "group rent" governance. At the end of this paper, on the basis of the previous analysis, the author puts forward the more targeted countermeasures and suggestions for the Wu Jiang district government to perfect the local "group rent" governance, which is to further improve the relevant legislation and strengthen the overall coordination between the departments. Expand publicity and education, improve the structure of housing product development, strengthen efforts to build residential apartments and other suggestions. The purpose of this paper is to explore a set of perfect management mechanism for the governance of "group rent" in Wu Jiang district of Wu Jiang from the point of view of the reality of "group rent" in Wu Jiang district of Suzhou. At the same time, the government should pay more attention to the problems existing in the system and try to solve them.
