【摘要】：事后倒逼機制是長期以來基層社會管理的作用機制。事后倒逼機制具有措施的權(quán)宜、行為的被動、資源的浪費、治理成效欠佳等特征。事后倒逼機制的形成有其客觀必然性,也是行政管理依然盛行、科層制負面功能的延展、政績考核體系下的現(xiàn)實選擇等因素促成的。當前各地社會治理實踐中呈現(xiàn)出治理機制的新轉(zhuǎn)向,具體表現(xiàn)在社會預防新理念的踐行、新舉措的實行、新力量的整合、新方法的推廣、新機構(gòu)的推進、新機制的探索。事前預防機制可以有效彌補事后倒逼機制的局限,適應(yīng)從源頭上減少和化解社會矛盾的目標要求。
[Abstract]:The mechanism of force after the event is the function mechanism of social management at the grass-roots level for a long time. Ex post forced mechanism has the characteristics of expediency, passivity, waste of resources and poor governance. The formation of ex post forced mechanism has its objective inevitability, but also the administrative management is still prevailing, the extension of the negative function of the hierarchy system, the actual selection under the performance appraisal system and so on. At present, there is a new turn of governance mechanism in the practice of social governance, which is embodied in the practice of new concept of social prevention, the implementation of new measures, the integration of new forces, the promotion of new methods, the promotion of new institutions and the exploration of new mechanisms. The preventive mechanism in advance can effectively make up for the limitation of retrogression mechanism and adapt to the goal of reducing and resolving social contradictions at the source.
