出入境口岸公共危機(jī)管理的聯(lián)動(dòng)機(jī)制研究

【摘要】:我國經(jīng)濟(jì)社會(huì)飛速發(fā)展,國際地位不斷提升,人員往來也愈發(fā)頻繁,口岸已經(jīng)形成了“大進(jìn)大出、快進(jìn)快出”的出入境格局。而現(xiàn)階段我國經(jīng)濟(jì)轉(zhuǎn)軌、社會(huì)轉(zhuǎn)型,公共危機(jī)(包括突發(fā)事件)已經(jīng)形成高發(fā)、多發(fā)、頻發(fā)的基本態(tài)勢?诎蹲鳛閷ν饨煌闹匾獔鏊,因其特殊地理位置,所面臨的形式也愈發(fā)嚴(yán)峻。出入境情勢的持續(xù)性增長,不僅導(dǎo)致危機(jī)的發(fā)生幾率的增長,還使其造成的危害范圍也變得更廣闊。現(xiàn)今口岸所要應(yīng)對的公共危機(jī)成因復(fù)雜、涉及范圍廣、持續(xù)時(shí)間長,單一部門在應(yīng)對和解決問題上就顯得心有余而力不足,必須通過多部門、多渠道、多方面協(xié)同聯(lián)動(dòng),進(jìn)行綜合處置,才能保證口岸出入境秩序穩(wěn)定運(yùn)行。 本文在闡釋公共危機(jī)管理協(xié)調(diào)聯(lián)動(dòng)基本理論的基礎(chǔ)上,以美國、日本、英國等國外典型的公共危機(jī)管理協(xié)調(diào)聯(lián)動(dòng)機(jī)制為例,對其協(xié)調(diào)聯(lián)動(dòng)機(jī)制進(jìn)行了系統(tǒng)的分析。然后對比現(xiàn)行口岸公共危機(jī)管理聯(lián)動(dòng)機(jī)制特點(diǎn),查找現(xiàn)行口岸公共危機(jī)管理聯(lián)動(dòng)機(jī)制中存在的問題和不足。最終立足口岸公共危機(jī)管理的發(fā)展?fàn)顩r,汲取國外先進(jìn)經(jīng)驗(yàn),從立法保障、信息保障、組織保障三個(gè)角度出發(fā),提出了口岸協(xié)調(diào)聯(lián)動(dòng)機(jī)制的改進(jìn)措施。公共危機(jī)管理協(xié)調(diào)聯(lián)動(dòng)機(jī)制受行政觀念和制度結(jié)構(gòu)變化的影響,本文所提出的相關(guān)建議具有特定的適應(yīng)性以及局限性,仍需在在實(shí)際工作中不斷深化及完善。
[Abstract]:With the rapid development of our country's economy and society, the international status is rising constantly, and the exchange of personnel is becoming more and more frequent. The entry and exit pattern of "big entry and exit, fast entry and exit" has been formed. At present, China's economic transition, social transformation, public crisis (including emergencies) has formed a high incidence, multiple, frequent basic situation. As an important place for external communication, ports face more and more severe forms because of their special geographical position. The continuous growth of entry and exit situation not only leads to the increase of the probability of crisis, but also makes the scope of harm become wider. The causes of the public crisis to be dealt with at present ports are complex, involving a wide range of issues, and lasting for a long time. The single sector appears to have more than enough effort to deal with and solve problems, and it must be coordinated through various sectors, channels, and various aspects. Comprehensive disposal can ensure the stable operation of port entry and exit order. On the basis of explaining the basic theory of coordination and linkage of public crisis management, this paper makes a systematic analysis of the coordination and linkage mechanism of public crisis management, taking the typical public crisis management coordination mechanism of the United States, Japan, Britain and other countries as an example. Then compare the characteristics of the current port public crisis management linkage mechanism to find out the existing problems and deficiencies in the existing port public crisis management linkage mechanism. Finally, based on the development of port public crisis management and drawing on the advanced experience of foreign countries, this paper puts forward the improvement measures of port coordination and linkage mechanism from the three angles of legislation guarantee, information guarantee and organization guarantee. The coordination and linkage mechanism of public crisis management is influenced by the change of administrative concept and system structure. The relevant suggestions put forward in this paper have specific adaptability and limitations, which still need to be deepened and perfected in practical work.
