【摘要】：作為涉及整個(gè)國家和社會(huì)一切公共事務(wù)的公共決策,所影響的對(duì)象是各種復(fù)雜的利益群體,尤其是重大的公共決策往往關(guān)系著某個(gè)地區(qū)、社會(huì)乃至整個(gè)國家。它不以盈利為目的,而是通過為社會(huì)提供服務(wù),建立起公正平等的社會(huì)關(guān)系。如何讓這項(xiàng)影響深遠(yuǎn)、涉及面廣的重大活動(dòng)科學(xué)、民主地完成,這是近年來國家和社會(huì)一直致力的焦點(diǎn)。本文以此為矢,以十八屆三中全會(huì)精神為指導(dǎo),以協(xié)商民主機(jī)制為切入點(diǎn),試圖探索一條實(shí)現(xiàn)公共決策民主化和科學(xué)化的路徑。從基本概念著手,首先確定公共決策和協(xié)商民主的內(nèi)涵及其關(guān)系,闡述協(xié)商民主機(jī)制的四大構(gòu)成部分:抽樣選擇、咨詢輔助、協(xié)商討論和共識(shí)產(chǎn)生。之后文章重點(diǎn)分析了公共決策中協(xié)商民主機(jī)制存在的問題,主要是就協(xié)商民主機(jī)制的四個(gè)組成部分而對(duì)應(yīng)剖析每個(gè)環(huán)節(jié)所產(chǎn)生和可能存在的各種問題。隨后以協(xié)商民主典型代表——“溫嶺模式”為例,探尋協(xié)商民主的發(fā)展、取得的成績以及面臨的挑戰(zhàn)。最后追本溯源,對(duì)癥下藥,從參與機(jī)制、信息公開機(jī)制、培訓(xùn)機(jī)制和監(jiān)督問責(zé)機(jī)制著手,讓協(xié)商民主機(jī)制綻放其應(yīng)有的色彩。在查閱和搜集大量的資料后,基本確定了研究主題和提綱,以發(fā)現(xiàn)問題——分析問題——解決問題為主線,將理論與實(shí)踐相結(jié)合,力求做到全面而深入的分析。通過借鑒國內(nèi)外關(guān)于協(xié)商民主的實(shí)踐與經(jīng)驗(yàn),將兩個(gè)熱點(diǎn)問題聯(lián)系起來,嘗試用新視角來解決“舊問題”,為公共決策的不斷優(yōu)化以及民主社會(huì)的推進(jìn)提供一些意見和建議。
[Abstract]:As a public decision involving all public affairs of the whole country and society, the object of influence is a variety of complex interest groups, especially the important public decision is often related to a certain region, society and even the whole country. It does not aim at profit, but establishes fair and equal social relations by providing services to society. In recent years, the focus of national and social efforts has been on how to make this important and far-reaching activity scientific and democratic. Taking this as a target, guided by the spirit of the third Plenary session of the 18th CPC Central Committee, and taking the democratic mechanism of consultation as the starting point, this paper attempts to explore a path to realize the democratization and scientization of public decision-making. Starting from the basic concept, the connotation and relationship of public decision-making and consultative democracy are determined, and the four major components of the mechanism of deliberative democracy are expounded: sampling selection, consultation and assistance, negotiation and discussion, and the emergence of consensus. After that, the paper analyzes the problems of the democratic mechanism of consultation in public decision-making, mainly analyzes the four components of the democratic mechanism of consultation and analyzes the various problems that may exist in each link. Then take the typical representative of deliberative democracy-"Wenling Model" as an example, to explore the development, achievements and challenges of deliberative democracy. Finally, tracing back to the source, the right remedy, from the participation mechanism, information disclosure mechanism, training mechanism and supervision and accountability mechanism, let the democratic mechanism of consultation bloom its due color. After consulting and collecting a large amount of data, the research subject and outline are basically determined, and the main line is to find the problem-analysis problem-solving problem, combine theory with practice, and strive to achieve comprehensive and in-depth analysis. By referring to the practice and experience of deliberative democracy at home and abroad, this paper links the two hot issues together and tries to solve the "old problems" from a new angle of view, so as to provide some opinions and suggestions for the continuous optimization of public decision-making and the promotion of democratic society.
