【摘要】:經(jīng)濟(jì)的高速發(fā)展對(duì)于公務(wù)員隊(duì)伍的要求越來越高,工商系統(tǒng)作為與經(jīng)濟(jì)發(fā)展息息相關(guān)的部門,其所做出的經(jīng)濟(jì)決策,公務(wù)員參與管理國(guó)家的能力,直接關(guān)系到我國(guó)經(jīng)濟(jì)未來的發(fā)展,因此加強(qiáng)公務(wù)員隊(duì)伍的建設(shè)是目前的一個(gè)重要課題。一個(gè)高素質(zhì)的公務(wù)員隊(duì)伍是實(shí)現(xiàn)經(jīng)濟(jì)發(fā)展的根本保證,當(dāng)前國(guó)家之間的競(jìng)爭(zhēng)主要是人才的競(jìng)爭(zhēng),而公務(wù)員作為政府的重要組成人員,對(duì)于政府的發(fā)展,國(guó)家實(shí)力的增強(qiáng),政府效率的提高,有著十分重要的作用。隨著我國(guó)國(guó)民素質(zhì)不斷提升,人們對(duì)政府活動(dòng)的關(guān)注也越來越多,要求政府的各項(xiàng)工作向公開透明化發(fā)展,對(duì)政府的工作能力提出了新的挑戰(zhàn)。這些都對(duì)我國(guó)公務(wù)員隊(duì)伍的建設(shè),素質(zhì)的提高,提出了更高的要求。培訓(xùn)能夠使工商系統(tǒng)隊(duì)伍的公務(wù)員迅速掌握相關(guān)知識(shí),能夠不斷提升自身能力,提升綜合素質(zhì),打造一支業(yè)務(wù)能力強(qiáng)、專業(yè)知識(shí)功底強(qiáng)、為人民服務(wù)的高水平公務(wù)員隊(duì)伍。目前J省工商系統(tǒng)公務(wù)員培訓(xùn)的方法主要以理論授課為主,采取大班上課的方法,缺乏培訓(xùn)需求分析,缺乏激勵(lì)機(jī)制,所參與的培訓(xùn)許多也只是走過場(chǎng),起不到培訓(xùn)應(yīng)有的效果。而目前經(jīng)濟(jì)發(fā)展,政府職能轉(zhuǎn)變,亟需一支高水平的隊(duì)伍來支持政府職能的展開,推動(dòng)經(jīng)濟(jì)又好又快發(fā)展,所以J省工商系統(tǒng)公務(wù)員要從本部門的實(shí)際出發(fā),制定科學(xué)合理的培訓(xùn)方法,建立健全培訓(xùn)制度,設(shè)計(jì)能夠支持本部門發(fā)展的培訓(xùn)方案,使公務(wù)員能夠掌握好有關(guān)業(yè)務(wù)知識(shí),更好的為人民服務(wù),為政府辦事,提高工作效率。本文從J省工商系統(tǒng)公務(wù)員培訓(xùn)過程中存在的問題出發(fā),利用問卷調(diào)查法、訪問法等方法,根據(jù)收集的信息和資料,對(duì)J省各市進(jìn)行走訪調(diào)查取證和分析,結(jié)合人力資本理論、學(xué)習(xí)型組織理論、培訓(xùn)需求理論、學(xué)習(xí)理論等理論分析方法,分析問題產(chǎn)生的原因,并借鑒省外工商系統(tǒng)單位培訓(xùn)的成功經(jīng)驗(yàn),針對(duì)問題提出相應(yīng)的解決措施,探索出適合J省工商系統(tǒng)的培訓(xùn)模式,以促進(jìn)工商系統(tǒng)公務(wù)員隊(duì)伍整體素質(zhì)、政府行政效率的提高,使本文更具有參考價(jià)值。本文主要從七個(gè)部分來分析J省工商系統(tǒng)公務(wù)員的培訓(xùn)。第一部分是對(duì)選題背景、研究方法和研究現(xiàn)狀等的闡述。第二部分是對(duì)相關(guān)理論的闡述。第三部分是對(duì)J省工商系統(tǒng)公務(wù)員培訓(xùn)的現(xiàn)狀及存在的主要問題分析。第四部分是對(duì)J省工商系統(tǒng)公務(wù)員培訓(xùn)所存在問題的原因分析。第五部分是對(duì)外省公務(wù)員培訓(xùn)的經(jīng)驗(yàn)及借鑒的闡述。第六部分是闡述完善J省工商系統(tǒng)培訓(xùn)提出的對(duì)策。第七部分是結(jié)論。
[Abstract]:With the rapid development of the economy, the demands of the civil servants are becoming higher and higher. The industrial and commercial system, as a department closely related to economic development, makes economic decisions and the ability of civil servants to participate in the management of the country. It is directly related to the future development of China's economy, so strengthening the construction of civil servants is an important subject at present. A high-quality civil servant team is the fundamental guarantee for the realization of economic development. At present, the competition among countries is mainly the competition for talents. As an important member of the government, civil servants, as an important component of the government, enhance the national strength for the development of the government. The improvement of government efficiency plays a very important role. With the continuous improvement of the quality of our country, people pay more and more attention to the activities of the government, which requires the development of the work of the government to be open and transparent, and puts forward a new challenge to the ability of the government to work. These all to our country civil servant troop construction, the quality enhancement, proposed the higher request. The training can enable the civil servants of the industrial and commercial system to master the relevant knowledge quickly, to continuously improve their own ability, to enhance their comprehensive quality, to create a high level of civil servants who have strong business ability, strong professional knowledge and serve the people. At present, the training methods of civil servants in the J province industrial and commercial system are mainly based on theory teaching, adopting the method of large class classes, lacking the analysis of training needs, lack of incentive mechanism, and many of the training participants are only in practice. The effect of training is not as good as it should be. At present, with the development of the economy and the transformation of government functions, there is an urgent need for a high-level team to support the development of government functions and to promote the sound and rapid development of the economy. Therefore, the civil servants of the industrial and commercial system in the J province should proceed from the reality of their respective departments. We should formulate scientific and reasonable training methods, establish and perfect training system, design training programs that can support the development of our department, enable civil servants to master relevant professional knowledge, better serve the people, handle affairs for the government, and improve work efficiency. Based on the problems existing in the training process of civil servants in the industrial and commercial system of J province, this paper makes use of the methods of questionnaire, interview and other methods, according to the information and information collected, carries on the investigation and analysis to each city of J province, and combines the theory of human capital. Learning organization theory, training demand theory, learning theory and other theoretical analysis methods, analyze the causes of the problems, and learn from the successful training experience of the industrial and commercial system units outside the province, and put forward the corresponding measures to solve the problems. In order to promote the overall quality of the civil servants in the industrial and commercial system and the improvement of the administrative efficiency of the government, the training model suitable for the industrial and commercial system of J province is explored, which makes this article more valuable for reference. This article mainly from seven parts to analyze the J province industrial and commercial system civil servants training. The first part is the background of the topic, research methods and research status. The second part is the elaboration of relevant theories. The third part is the analysis of the status quo and main problems of the civil servant training in the industrial and commercial system of J province. The fourth part is to J province industry and commerce system civil servant training existence reason analysis. The fifth part is the experience of the provincial civil servant training and the elaboration of reference. The sixth part is to elaborate the countermeasure which consummates the J province industrial and commercial system training. The seventh part is the conclusion.
