北京電子口岸“單一窗口”建設(shè)問題研究

【摘要】:當(dāng)前,全球貿(mào)易增速放緩,國際貿(mào)易競爭日趨激烈,隨之而來的是在國際貿(mào)易競爭中,跨國物流通關(guān)的便利化程度越發(fā)重要,全球各國普遍采用“單一窗口”作為提升貿(mào)易便利度、簡化通關(guān)程序的重要措施,已取得了顯著的效果。我國曾經(jīng)以“單一窗口”為目標(biāo)模型,啟動了的電子口岸項(xiàng)目,但在“條塊分割”的體制下,各單位難以統(tǒng)一認(rèn)識,信息資源難以整合,經(jīng)過多年始終未能實(shí)現(xiàn)“單一窗口”的建設(shè)目標(biāo),影響了我國跨境貿(mào)易、物流的高速發(fā)展。2015年起,中央加大了對“單一窗口”建設(shè)的政策支持力度和工作指導(dǎo)力度,全國各地“單一窗口”的建設(shè)進(jìn)入了新的發(fā)展期,我國涌現(xiàn)出了上海、廈門、福建等“單一窗口”先進(jìn)典型。北京“單一窗口”按照國務(wù)院有關(guān)決策部署,依托原有電子口岸平臺,推動口岸管理相關(guān)部門各作業(yè)系統(tǒng)橫向互聯(lián),建立信息共享共用機(jī)制,構(gòu)建京津冀一體化區(qū)域發(fā)展特色的北京國際貿(mào)易“單一窗口”(以下簡稱北京“單一窗口,”)!皢我淮翱凇钡慕ㄔO(shè)不同于普通的信息化建設(shè),涉及的部門范圍廣、層級高,牽扯到的利益關(guān)系復(fù)雜,它要突破現(xiàn)有體制下的行政管理問題,需要政府流程再造,因此亟待解決的并非是信息技術(shù)方面的難題,而是需要從設(shè)計建設(shè)、管理運(yùn)維體制、信息共享和數(shù)據(jù)管理機(jī)制方面都,對國內(nèi)外的成功經(jīng)驗(yàn)的充分借鑒,結(jié)合實(shí)踐的充分論證和調(diào)研。當(dāng)前國際貿(mào)易下行壓力增大的經(jīng)濟(jì)形勢下,各國都在進(jìn)行“單一窗口”的研究和建設(shè),全球各國、各區(qū)域性的“單一窗口”都采用了不同的模式進(jìn)行建設(shè),建設(shè)和研究階段也各不相同。本文以“無縫隙的政府”、“政府流程再造”的基本原理為指導(dǎo),通過進(jìn)行文獻(xiàn)研究,對國內(nèi)外“單一窗口”的建設(shè)方式和模式進(jìn)行深入學(xué)習(xí)研究,對“國家單一窗口”這個階段的建設(shè)成果進(jìn)行了重點(diǎn)學(xué)習(xí)和做法借鑒。對北京“單一窗口”涉及到的部門和國內(nèi)“單一窗口”建設(shè)領(lǐng)先的地區(qū)先后進(jìn)行實(shí)地走訪、調(diào)研累計逾50次,并運(yùn)用調(diào)查法,對北京市級各進(jìn)出口業(yè)務(wù)相關(guān)的執(zhí)法部門的信息化建設(shè)情況進(jìn)行了摸底;與中央部委密切溝通、多次函商,了解申請開放數(shù)據(jù)通道流程;赴天津、河北調(diào)研當(dāng)?shù)氐摹皢我淮翱凇焙臀锪魍P(guān)信息化狀況;赴上海、福建、廈門、廣東參觀考察“單一窗口”建設(shè)和使用情況,所了解到的情況,對相關(guān)問題的研究具有實(shí)際價值。通過觀察法,對比措施采取前后所取得的效果,將阻力區(qū)分為組織問題或個人問題,形成了問題成因分析部分的內(nèi)容。寫作過程中,總結(jié)了調(diào)研工作中的頗多收獲,雖然在文章中不能全面展現(xiàn)出在電子政務(wù)工程日日新的建設(shè)浪潮中,我國政府各部門信息化建設(shè)方面的成果,但如此高密度、大范圍的調(diào)研機(jī)會寶貴,所了解到的情況,接觸到的問題具有一定價值;各部門的相關(guān)信息化系統(tǒng)都是北京“單一窗口”系統(tǒng)的基石;在中央大力推行數(shù)據(jù)共享的時期,文章中對數(shù)據(jù)共享方面的研究更詳實(shí),較前人更上了一步,不再是宏觀的建議和泛泛提出問題,更具體、更具有實(shí)際參考意義。文章中分析了北京電子口岸時期的建設(shè)優(yōu)勢和瓶頸,介紹了北京“單一窗口”時期較電子口岸時期的不同。對北京“單一窗口”建設(shè)中遇到的問題進(jìn)行了介紹和分析,通過借鑒國外成熟“單一窗口”的建設(shè)模式,國內(nèi)“單一窗口”設(shè)計和體制機(jī)制經(jīng)驗(yàn),從而對北京“單一窗口”的建設(shè)問題提出可行的建議和對策。盡管建設(shè)“單一窗口”耗資巨大,當(dāng)前北京“單一窗口”的建設(shè)進(jìn)展不盡如人意,但它作為企業(yè)參與全球貿(mào)易重要舉措之一,已經(jīng)搭建起了一個政府間信息共享,政府為企業(yè)提供服務(wù)、接受企業(yè)監(jiān)督的平臺,可供持續(xù)開發(fā)和完善,實(shí)現(xiàn)從商品生產(chǎn),到閘口、艙口的長鏈條的功能控制和信息追蹤,輻射京津冀整個區(qū)域,在三地之間形成數(shù)據(jù)傳輸、信息互認(rèn)、執(zhí)法協(xié)同的局面,聯(lián)通國家各口岸,甚至海外區(qū)域化的“單一窗口”的信息快速通道。另外,還應(yīng)逐步加載實(shí)現(xiàn)電子化訂艙、租船、租箱、投保、貨款支付、貨代委托災(zāi)損鑒定等業(yè)務(wù)辦理功能,實(shí)現(xiàn)由政府服務(wù)平臺向商務(wù)政務(wù)綜合服務(wù)平臺的轉(zhuǎn)換。
[Abstract]:At present, the growth of Global trade is slowing down and international trade competition is becoming increasingly fierce. In the competition of international trade, the degree of facilitating the customs clearance of transnational logistics is becoming more and more important. The "single window" is widely adopted by all countries in the world as an important measure to improve the trade convenience and simplify the customs procedures. With the "single window" as the target model, the electronic port project has been started, but under the "strip segmentation" system, each unit is difficult to realize the unified understanding, the information resources are difficult to integrate. After years, the "single window" construction target has not been realized, and the cross-border trade of China has been affected, the high speed development of logistics has increased in.2015 years, the central government has increased As for the policy support and work guidance of the "single window" construction, the construction of "single window" has entered a new development period throughout the country. The "single window" in Shanghai, Xiamen and Fujian has emerged in China. The "single window" of Beijing has been deployed in accordance with the relevant decision-making of the State Council and relying on the original electronic port platform. The operation system of the management port management departments is interconnected, the sharing mechanism of information sharing is set up, and the "single window" of Beijing international trade is constructed (hereinafter referred to as "the single window of Beijing"). The construction of "single window" is different from the general information construction, and the scope of the departments involved is wide. The interest relationship is complicated. It needs to break through the problems of the administrative management under the existing system and need the reengineering of the government process. Therefore, it is not a difficult problem in the information technology, but the full reference to the successful experience at home and abroad from the design construction, the management of the Yun Wei system, the information sharing and the data management mechanism. According to the full demonstration and investigation of practice, under the current economic situation of increasing pressure on the downside of international trade, all countries are carrying on the research and construction of "single window". All the countries in the world and the regional "single window" have adopted different models for construction, and the construction and research stages are different. Under the guidance of the basic principle of "government process reengineering", the paper studies the construction mode and mode of "single window" at home and abroad through literature research, and studies the construction achievements of "national single window" at the stage of construction, and borrows from the practice of the "single window" of Beijing. The situation is of practical value to the study of related problems. Questions or personal problems have formed the content of the analysis of the cause of the problem. In the process of writing, we have summed up a lot of achievements in the research work. Although in the article, we can not fully show the achievements of the information construction of the various departments of our government in the tide of the new construction of E-government engineering, but the high density and large scope of the research machine It will be valuable, the understanding of the situation, contact with the problem of certain value; the relevant information system in all departments is the cornerstone of the "single window" system in Beijing; in the period of data sharing in the central government, the research on data sharing is more detailed and more detailed than the predecessors, no longer a macro suggestion and generalization. The paper analyzes the advantages and bottlenecks of the construction of Beijing electronic port, introduces the difference between the period of the "single window" in Beijing and the time of the electronic port, and introduces and analyzes the problems encountered in the construction of "single window" in Beijing. The construction mode of window ", the single window" design and the experience of institutional mechanism in China, so as to put forward feasible suggestions and Countermeasures for the construction of "single window" in Beijing. Although the construction of "single window" is very expensive, the construction of "single window" in Beijing is not satisfactory at present, but it takes part in the global trade as an enterprise.
