天津市水務(wù)執(zhí)法人員E-learning混合式學(xué)習(xí)體系及培訓(xùn)框架研究

【摘要】:執(zhí)法隊(duì)伍和執(zhí)法人員素質(zhì)的高低,直接決定著執(zhí)法工作的水平和法律法規(guī)實(shí)施的效果,直接事關(guān)著社會(huì)穩(wěn)定與和諧,直接事關(guān)著政府的形象。黨的十七屆四中全會(huì),對(duì)2010-2020年干部教育培訓(xùn)改革作出全面部署,黨的十八屆四中全會(huì)對(duì)全面推進(jìn)依法治國(guó)若干重大問(wèn)題作出了重要戰(zhàn)略部署,并對(duì)各級(jí)政府要大力提高法治工作隊(duì)伍思想政治素質(zhì)、業(yè)務(wù)工作能力、職業(yè)道德水準(zhǔn)提出了更高要求,因此著力建設(shè)一支忠于黨、忠于國(guó)家、忠于人民、忠于法律的水政監(jiān)察專業(yè)隊(duì)伍,已經(jīng)成為保障水務(wù)事業(yè)健康可持續(xù)發(fā)展的重要人才戰(zhàn)略工程。隨著網(wǎng)絡(luò)的迅速發(fā)展和全球教育需求的不斷增長(zhǎng),人們已經(jīng)通過(guò)互聯(lián)網(wǎng)進(jìn)行學(xué)習(xí)與教學(xué)。特別是E-learning這種通過(guò)現(xiàn)代信息技術(shù)提供的全新溝通機(jī)制和豐富學(xué)習(xí)資源,已經(jīng)深刻改變著傳統(tǒng)教學(xué)中教與學(xué)的關(guān)系,并提供了一種全新的學(xué)習(xí)體驗(yàn)。天津市水務(wù)局作為具有行政管理職權(quán)的行政機(jī)關(guān),也必須順應(yīng)時(shí)代潮流,對(duì)E-learning混合式學(xué)習(xí)進(jìn)行探索,以提高水務(wù)人才的培訓(xùn)效果。本文正是從分析天津市水務(wù)執(zhí)法培訓(xùn)教育工作的實(shí)際需求和存在的問(wèn)題為出發(fā)點(diǎn),以執(zhí)法人員為研究對(duì)象,將國(guó)內(nèi)外E-learning這種新型學(xué)習(xí)方式和傳統(tǒng)學(xué)習(xí)培訓(xùn)相融合,構(gòu)建一套完整的具有水務(wù)執(zhí)法特點(diǎn)的學(xué)習(xí)培訓(xùn)體系,以解決傳統(tǒng)培訓(xùn)模式下水務(wù)執(zhí)法學(xué)習(xí)培訓(xùn)體系存在的諸多問(wèn)題,進(jìn)而希望引起水務(wù)部門對(duì)混合式學(xué)習(xí)的關(guān)注,并引發(fā)人事部門對(duì)水務(wù)人力資源管理改革的思考。本文將運(yùn)用理論聯(lián)系實(shí)際、定量與定性結(jié)合、比較分析的方法,以學(xué)習(xí)理論為基礎(chǔ),在分別分析E-learning和傳統(tǒng)學(xué)習(xí)模式各自的優(yōu)勢(shì)和劣勢(shì)后,結(jié)合水務(wù)執(zhí)法現(xiàn)有培訓(xùn)狀況,提出具有水務(wù)執(zhí)法行業(yè)特色的E-learning混合式學(xué)習(xí)模式及包括學(xué)習(xí)管理系統(tǒng)、知識(shí)管理系統(tǒng)、虛擬課堂系統(tǒng)、在線考試系統(tǒng)和資格認(rèn)證系統(tǒng)等五大系統(tǒng)的學(xué)習(xí)培訓(xùn)體系框架。
[Abstract]:The quality of law enforcement team and law enforcement personnel directly determine the level of law enforcement work and the effect of the implementation of laws and regulations, directly related to social stability and harmony, directly related to the image of the government. The fourth Plenary session of the 17th CPC Central Committee made a comprehensive plan for the reform of cadre education and training for 2010-2020, and the fourth Plenary session of the 18th CPC Central Committee made important strategic arrangements for comprehensively promoting the rule of law. And the governments at all levels should vigorously improve the ideological and political quality, professional work ability, and professional ethics of the work force under the rule of law. Therefore, efforts are made to build a group loyal to the Party, the country, and the people. The professional team of water administration supervision loyal to the law has become an important talent strategy project to ensure the healthy and sustainable development of water affairs. With the rapid development of the network and the increasing demand of global education, people have been learning and teaching through the Internet. Especially E-learning, a new communication mechanism and rich learning resources provided by modern information technology, has profoundly changed the relationship between teaching and learning in traditional teaching, and has provided a new learning experience. As an administrative organ with administrative authority, Tianjin Water Bureau must also conform to the trend of the times and explore the mixed learning of E-learning in order to improve the training effect of water talents. From the point of view of analyzing the actual needs and problems of Tianjin water law enforcement training and education, taking law enforcement personnel as the research object, this paper combines the new learning method of E-learning at home and abroad with the traditional learning and training. A complete study and training system with the characteristics of water law enforcement is set up to solve many problems existing in the traditional training mode of water law enforcement learning and training system, and then it is hoped that the water affairs department will pay attention to the mixed learning. And initiate personnel department to water affairs human resource management reform thought. This article will use the method of combining theory with practice, quantitative and qualitative analysis, comparative analysis, based on learning theory, after analyzing the advantages and disadvantages of E-learning and traditional learning mode respectively, combined with the existing training situation of water law enforcement. This paper puts forward the E-learning hybrid learning model with the characteristics of water affairs law enforcement industry and the learning and training framework of five systems including learning management system, knowledge management system, virtual classroom system, online examination system and qualification certification system.
