編制管理過(guò)程中的政治與技術(shù)

【摘要】:在現(xiàn)代政府理論中,合理的政府規(guī)模是保障社會(huì)經(jīng)濟(jì)發(fā)展、保持政府高效運(yùn)轉(zhuǎn)的必要條件。制約政府規(guī)模的因素可謂眾多,編制管理是不可不提及的一個(gè)因素,它是指對(duì)一切法定社會(huì)組織、主要是公共部門(mén)內(nèi)部的職能配置、機(jī)構(gòu)設(shè)置、組織形式及工作人員的數(shù)量、結(jié)構(gòu)等方面進(jìn)行的管理。編制的總量可以用來(lái)衡量政府規(guī)模,而編制的分配則是編制管理過(guò)程中的重要問(wèn)題,其牽涉到機(jī)構(gòu)和相應(yīng)領(lǐng)導(dǎo)的利益而使得這個(gè)過(guò)程呈現(xiàn)出神秘性的色彩。研究編制管理的具體運(yùn)作過(guò)程及其遵循的技術(shù)、政治邏輯,對(duì)于我國(guó)機(jī)構(gòu)和人員走不出“精簡(jiǎn)——膨脹——再精簡(jiǎn)——再膨脹”的循環(huán)怪圈具有一定的解釋力。其次,研究編制管理過(guò)程中的政治、技術(shù)邏輯,弄清楚機(jī)構(gòu)調(diào)整、人員增減過(guò)程中的深層次原因,把握其中的人為性因素,有助于消除編制管理部門(mén)作用發(fā)揮所面臨的阻礙,促進(jìn)政府治理能力的提升;減少編制管理過(guò)程中腐敗現(xiàn)象的發(fā)生,破除了編制管理過(guò)程中的隱秘性,促使編制管理由封閉走向開(kāi)放,以提高編制工作效率,最終有助于編制管理走向規(guī)范化、現(xiàn)代化的軌道。本文在前人研究的基礎(chǔ)上,綜合運(yùn)用了文獻(xiàn)分析法、歷史比較法等研究方法,首先介紹了編制管理的歷史演變,對(duì)計(jì)劃經(jīng)濟(jì)體制下和市場(chǎng)經(jīng)濟(jì)體制下的編制管理在管理體制、內(nèi)容、方法和特點(diǎn)等方面進(jìn)行了比較,認(rèn)為我國(guó)現(xiàn)行的編制管理在內(nèi)容上更為豐富、管理手段漸趨增多、方法更為科學(xué)、更符合現(xiàn)代政府的理性要求。其次,闡釋了編制管理過(guò)程中應(yīng)然層面的技術(shù)邏輯、管理程序,即編制管理的調(diào)研、基本原則、編制標(biāo)準(zhǔn)的確定、編制核定的方法與編制方案的制定、編制方案的實(shí)施和動(dòng)態(tài)調(diào)整。歸納了編制管理過(guò)程應(yīng)然的政治邏輯即編制管理的規(guī)章制度與組織程序,其分為中央和地方兩個(gè)層面,并分析了編制管理工作中實(shí)際遵循的政治、技術(shù)邏輯,并研究了何種情況下遵循的是完全純粹的政治邏輯,何種情況下以政治邏輯為主兼有技術(shù)邏輯。編制管理部門(mén)在實(shí)際工作中會(huì)受到政府內(nèi)部即被管理對(duì)象、政黨和政府外部即市場(chǎng)、社會(huì)力量包括公眾的壓力,依據(jù)壓力來(lái)源和壓力大小,編制管理部門(mén)會(huì)做出不同的行為選擇,而不同的行為選擇遵循不同的邏輯。然后對(duì)政治邏輯與技術(shù)邏輯的關(guān)系進(jìn)行歸納,兩者之間既相互分離又相互融合。最后得出本文的結(jié)論即在我國(guó)編制管理過(guò)程中編制管理部門(mén)的行為總體上為強(qiáng)政治邏輯弱技術(shù)邏輯的。
[Abstract]:In modern government theory, reasonable government scale is a necessary condition to ensure social and economic development and maintain efficient operation of government. There are many factors restricting the scale of the government, and the establishment and management of the government is an indispensable factor. It refers to the allocation of functions, the setting up of institutions, the form of organization and the number of staff in all statutory social organizations, mainly within the public sector. Management of structure, etc. The total amount of the establishment can be used to measure the scale of the government, and the distribution of the establishment is an important issue in the process of establishment management, which involves the interests of the organization and the corresponding leaders and makes the process take on a mysterious color. The study of the concrete operation process of the establishment management and the following technology and political logic has a certain explanatory power for the organizations and personnel in our country who cannot walk the cycle of "reduction-dilatation-reinflation-re-inflation". Secondly, to study the political and technical logic in the process of establishment management, to find out the deep-seated reasons in the process of organizational adjustment, personnel increase and decrease, and to grasp the artificial factors among them, will help to eliminate the obstacles faced by the establishment and management departments in playing their roles. Promote the improvement of government governance ability, reduce the occurrence of corruption in the process of establishment management, break the secrecy in the process of establishment management, promote the establishment management from closed to open, in order to improve the efficiency of the establishment work, In the end, it will be helpful for the standardization and modernization of the system management. On the basis of previous studies, this paper makes comprehensive use of the methods of literature analysis, historical comparison, and so on. Firstly, it introduces the historical evolution of compilation management, and introduces the management system of the establishment management under the planned economy system and the market economy system. The contents, methods and characteristics are compared, and it is concluded that the current establishment management in China is more abundant in content, the means of management are increasing gradually, the methods are more scientific and accord with the rational requirements of the modern government. Secondly, it explains the technical logic, the management procedure, that is, the investigation and research, the basic principles, the establishment of the standard, the method of compiling the approved method and the formulation of the plan in the process of compiling and managing. Plan implementation and dynamic adjustment. This paper summarizes the political logic that should be followed in the process of establishment and management, that is, the rules and regulations and the organizational procedures of the establishment and management, which are divided into two levels: central and local, and analyzes the political and technical logic followed in the process of compiling and managing. The paper also studies what conditions follow the pure political logic, and under which circumstances the political logic is the main one and the technical logic is the main one. In practical work, the establishment and management departments will be subject to internal government management, that is, political parties and external government, that is, the market. Social forces, including public pressure, will depend on the source of pressure and the size of the pressure. Establishment management makes different behavior choices, and different behavior choices follow different logic. Then the relationship between political logic and technical logic is summarized. Finally, the conclusion of this paper is that the behavior of the establishment management department in our country is generally strong political logic and weak technical logic.
