【摘要】:公共政策的制定是一個(gè)極其復(fù)雜的過(guò)程。教育政策制定是黨和政府的決策系統(tǒng)對(duì)已經(jīng)面臨的教育政策問(wèn)題采取行動(dòng)的過(guò)程。一項(xiàng)政策的制定,是多種力量相互博弈的過(guò)程。在教育政策的制定過(guò)程中,參與制定政策的主體以及主體內(nèi)部的不同層面,共同作用于公共政策的整個(gè)過(guò)程。教育部門(mén)與資源配置部門(mén)、競(jìng)合或利益相關(guān)部門(mén)之間之所以發(fā)生各種各樣的沖突,都有其內(nèi)在的需要或者說(shuō)是行為動(dòng)因,而這些動(dòng)因不外乎各個(gè)部門(mén)自身對(duì)權(quán)力、利益、政績(jī)和價(jià)值的追求。
[Abstract]:The formulation of public policy is an extremely complicated process. Educational policy-making is the process of the party and government's decision-making system to take action on the educational policy problems. The formulation of a policy is a process in which many forces compete with each other. In the process of making education policy, the main body and the different levels of the main body play a role in the whole process of public policy. There are all kinds of conflicts between educational departments and resource allocation departments, competing or relevant departments, all of which have their own needs or behavioral motivations, and these motivations are no more than the power and interests of each department itself.
