【摘要】：信息化是當(dāng)今世界的發(fā)展趨勢,作為信息化時代重要產(chǎn)物的電子政務(wù)得到了各國政府的高度重視,電子政務(wù)信息資源共享也成為了學(xué)術(shù)界研究的熱點(diǎn)之一對實(shí)現(xiàn)政府的在線服務(wù)、在線管理及提高政府工作效率、降低行政成本發(fā)揮了積極的推動作用。山東作為環(huán)渤海經(jīng)濟(jì)區(qū)與黃河經(jīng)濟(jì)帶的交匯點(diǎn),是我國的經(jīng)濟(jì)大省,電子政務(wù)相較其他省份起步較早,發(fā)展較快,在信息資源共享方面取得了定成效,但與發(fā)達(dá)地區(qū)相比仍存在一定差距和亟需解決的問題。本文以山東省電子政務(wù)信息資源共享作為研究對象,具有較強(qiáng)的代表性。本文采用文獻(xiàn)分析、理論分析等研究方法,運(yùn)用信息流程理論、公共物品理論、信息公開理論等作為理論支撐,創(chuàng)新性的在技術(shù)、法治、庫藏和網(wǎng)絡(luò)方面結(jié)合當(dāng)?shù)貙?shí)際對山東在電子政務(wù)信息資源共享過程中存在的問題進(jìn)行分析,從基礎(chǔ)設(shè)施、標(biāo)準(zhǔn)規(guī)化、資源管理、安全防范等造成制約瓶頸的原因入手,通過對美國、英國、法國、新加坡等發(fā)達(dá)國家在電子政務(wù)信息資源共享方面進(jìn)行歸納與比較,借鑒這些地區(qū)的成功經(jīng)驗(yàn),最后有針對性的提出完善網(wǎng)絡(luò)體系建設(shè)、基層基礎(chǔ)設(shè)施建設(shè)、應(yīng)用開發(fā)建設(shè)、數(shù)據(jù)庫建設(shè)、網(wǎng)絡(luò)安全建設(shè)等作為消除共享障礙的對策。當(dāng)前,山東省發(fā)展電子政務(wù)信息資源共享的大環(huán)境較好,但同時也存在一些不容忽視的問題,必須以開拓進(jìn)取的精神,運(yùn)用先進(jìn)的信息通信技術(shù),打破制約瓶頸,完善政府行政體制改革,全面推進(jìn)全省電子政務(wù)及其信息資源共享的建設(shè)。
[Abstract]:Informatization is the development trend of the world today. E-government, as an important product of the information age, has been attached great importance by the governments of all countries. E-government information resource sharing has also become one of the hot spots in academic research. It has played an active role in the realization of online government services, online management, improving the efficiency of government work and reducing administrative costs. Shandong, as the intersection of the Bohai Sea Economic Zone and the Yellow River Economic Zone, is a major economic province in China. E-government started earlier and developed faster than other provinces, and it has achieved certain results in information resource sharing. However, compared with the developed regions, there are still some gaps and problems that need to be solved. In this paper, Shandong Province E-government information resources sharing as the research object, has a strong representativeness. In this paper, literature analysis, theoretical analysis and other research methods, using information flow theory, public goods theory, information disclosure theory as theoretical support, innovative in technology, rule of law, Combined with the local reality, the paper analyzes the problems existing in the process of e-government information resource sharing in Shandong Province, starting with the reasons that restrict the bottleneck, such as infrastructure, standard planning, resource management, security prevention and so on. Through summing up and comparing the information resources sharing of E-government in the developed countries, such as the United States, Britain, France, Singapore and so on, and drawing on the successful experiences of these regions, we finally put forward to perfect the network system construction. Basic infrastructure construction, application development construction, database construction and network security construction are the countermeasures to eliminate the obstacles of sharing. At present, the general environment for the development of e-government information resources sharing in Shandong Province is better, but at the same time there are some problems that can not be ignored. We must use advanced information and communication technology to break the bottleneck in the spirit of pioneering and enterprising. We will improve the reform of the government's administrative system and comprehensively promote the construction of electronic government affairs and the sharing of information resources throughout the province.
