【摘要】：隨著我國政府購買服務工作的不斷推進,事業(yè)單位改革與政府購買服務交織在一起,成為公共服務供給機制重塑中最為重要的現(xiàn)象與舉措。2016年11月,財政部、中央編辦聯(lián)合頒布《關于做好事業(yè)單位政府購買服務改革工作的意見》,標志著中央政府正式在政策層面將兩項改革統(tǒng)籌規(guī)劃協(xié)同推進。然而,在實踐中,政府購買服務與事業(yè)單位改革的銜接還處在探索當中,相關政策也存在值得商榷之處。
[Abstract]:With the continuous promotion of the government purchase of services, the reform of public institutions and the purchase of services by the government have become the most important phenomenon and measure in reshaping the mechanism of public service supply. In November 2016, the Ministry of Finance, The Central editorial Office jointly promulgated "opinions on the Reform of the Government's purchase of Services in institutions", which marks the central government's formal and coordinated promotion of the two reforms at the policy level. However, in practice, the connection between government purchase service and public institution reform is still in the process of exploration, and some related policies are open to question.
