基于互聯(lián)網(wǎng)思維的政府回應(yīng)機制創(chuàng)新研究

【摘要】:伴隨著以互聯(lián)網(wǎng)為代表的現(xiàn)代信息技術(shù)的發(fā)展,網(wǎng)絡(luò)社會、信息社會逐步形成,互聯(lián)網(wǎng)也不再單純地被視作一種技術(shù)工具,而是在嵌入人們?nèi)粘I畹耐瑫r,悄然滲入到我們的精神世界,并正在不斷地改變?nèi)藗兊乃季S方式,其合作、開放、共享的價值理念正在影響著社會、經(jīng)濟(jì)、政治、行政、文化的轉(zhuǎn)型。網(wǎng)絡(luò)政治參與在某種程度上彌補了傳統(tǒng)政治參與的不足,降低了公民參與的門檻,激發(fā)了網(wǎng)民參政議政的熱情,給現(xiàn)代民主政治的發(fā)展帶來了新契機。我國各級政府在公共事務(wù)治理中也在積極利用互聯(lián)網(wǎng)技術(shù),以降低行政成本,提高行政效率,并主動接納網(wǎng)絡(luò)民意訴求,通過搭建政府網(wǎng)站、政務(wù)新媒體等政務(wù)信息平臺,回應(yīng)公眾訴求,引導(dǎo)網(wǎng)絡(luò)輿論。當(dāng)前經(jīng)濟(jì)社會轉(zhuǎn)型的加速和公民意識的覺醒,以及由之而來的利益訴求多元化和碎片化現(xiàn)象日益凸顯,使得政府回應(yīng)的外在壓力陡然增大,“倒逼”政府須主動對其回應(yīng)機制進(jìn)行改革和創(chuàng)新。我們發(fā)現(xiàn),網(wǎng)民的政治參與熱情與需求,與當(dāng)前政府回應(yīng)能力與回應(yīng)機制建設(shè)水平之間,確實存在一定的“落差”,此種矛盾狀態(tài)也是當(dāng)前公共危機產(chǎn)生的體制性根源之一,不但挑戰(zhàn)著政府的治理能力,而且也蘊藏有創(chuàng)新政府回應(yīng)機制的歷史性機遇。本文基于政府回應(yīng)機制創(chuàng)新不能脫離網(wǎng)絡(luò)社會的特殊場域,以及互聯(lián)網(wǎng)及其技術(shù)與思維邏輯的認(rèn)知展開。當(dāng)前關(guān)于互聯(lián)網(wǎng)思維的論述構(gòu)成了本文界定互聯(lián)網(wǎng)思維內(nèi)涵的起點。通過對互聯(lián)網(wǎng)思維主流觀點和基本共識的分析,結(jié)合政府回應(yīng)所處的網(wǎng)絡(luò)情境,本文從互聯(lián)網(wǎng)思維中提煉出了用戶思維、大數(shù)據(jù)思維、平臺思維和迭代思維四個核心要素,并從政府回應(yīng)機制的回應(yīng)理念、決策工具、回應(yīng)平臺、回應(yīng)組織四個維度,對政府回應(yīng)機制中體現(xiàn)上述四個互聯(lián)網(wǎng)思維核心要素的現(xiàn)狀進(jìn)行了評析,并在此基礎(chǔ)上探討了創(chuàng)新政府回應(yīng)機制的有效路徑。我們同時也清醒地認(rèn)識到,雖然政府回應(yīng)機制創(chuàng)新必須且必然要崇尚和體現(xiàn)互聯(lián)網(wǎng)思維,但也要警惕“互聯(lián)網(wǎng)陷阱”對政府回應(yīng)機制系統(tǒng)創(chuàng)新和整體效能的侵害。本文認(rèn)為,在基于互聯(lián)網(wǎng)思維的政府回應(yīng)機制創(chuàng)新中,須汲取新公共服務(wù)理論和治理理論的基本理念,重視公民的基本權(quán)利和公共服務(wù)的效率,強調(diào)政府與社會的協(xié)作共治,建立精簡高效的組織結(jié)構(gòu)。政府回應(yīng)機制的創(chuàng)新是一個系統(tǒng)工程,須以公共訴求為導(dǎo)向,堅持公民至上的理念,重視用戶體驗,主動追求公共價值和公共利益;須運用大數(shù)據(jù)技術(shù)進(jìn)行信息的收集、挖掘、分析,及時了解民眾訴求,增強政府回應(yīng)決策的科學(xué)性和有效性;須積極拓展政府回應(yīng)平臺,整合政務(wù)信息平臺,增強平臺之間的聯(lián)動效應(yīng),規(guī)范政府回應(yīng)平臺的建設(shè)標(biāo)準(zhǔn),形成高效快捷的政府回應(yīng)平臺體系;須通過政府回應(yīng)組織變革,提升政府回應(yīng)人員的素質(zhì)能力,推進(jìn)政府回應(yīng)業(yè)務(wù)流程再造,構(gòu)建扁平化的政府回應(yīng)組織,提升政府回應(yīng)能力。同時,政府回應(yīng)機制的創(chuàng)新還需要警惕和超越互聯(lián)網(wǎng)的安全陷阱、網(wǎng)絡(luò)官僚主義陷阱、大數(shù)據(jù)的工具依賴陷阱,以及“網(wǎng)民即全民”的回應(yīng)對象誤認(rèn)陷阱。
[Abstract]:With the development of the modern information technology represented by the Internet, the network society, the information society gradually formed, the Internet is no longer simply regarded as a technical tool, but at the same time embedded people's daily life, quietly infiltrating into our spiritual world, and constantly changing people's way of thinking, its cooperation, open, The shared value concept is affecting the transformation of social, economic, political, administrative and cultural. The participation of network political participation to some extent makes up for the shortage of traditional political participation, reduces the threshold of citizen participation, stimulates the enthusiasm of netizens to participate in political and political affairs, and brings new opportunities for the development of modern democratic governance. In business governance, Internet technology is also actively used to reduce administrative costs, improve administrative efficiency, and take the initiative to accept the demand of public opinion. By building government websites, government affairs and new media and other government information platforms, responding to public demands and guiding public opinion. The acceleration of the transformation of the current economic society and the awakening of citizens' consciousness, as well as by The phenomenon of diversification and fragmentation of interest demands is becoming more and more prominent, which makes the external pressure of the government response to increase abruptly, and the government must actively reform and innovate its response mechanism. We find that there is a true relationship between the enthusiasm and demand of the netizens' political participation and the construction level of the current government response capacity and response mechanism. This contradiction is also one of the institutional causes of the current public crisis. It not only challenges the government's ability to govern, but also contains a historic opportunity for the response mechanism of the government. Based on the government response mechanism, the innovation can not be divorced from the special field of the network society, as well as the Internet and its technology and thinking. The present discussion about the thinking of the Internet constitutes the starting point of the definition of the Internet thinking. Through the analysis of the mainstream ideas and basic consensus of the Internet thinking and the network situation in which the government responds, this paper abstracts the thinking of the user, the big data thinking, the platform thinking and the thinking of the Internet. The four core elements of iterative thinking, and from the response idea of the government response mechanism, the decision-making tool, the response platform and the response to the four dimensions of the organization, have analyzed the status of the four core elements of the Internet thinking reflected in the government response mechanism, and on this basis, the effective path of the innovative government response mechanism is discussed. At the same time, we also It is clear that although the government response mechanism innovation must and must advocate and reflect the Internet thinking, we should also be vigilant against the infringement of the system innovation and the overall effectiveness of the government response mechanism by the "Internet trap". In this paper, the new public service theory and governance must be absorbed in the government response mechanism innovation based on Internet thinking. The basic idea of the theory is to pay attention to the basic rights of citizens and the efficiency of public service, to emphasize the cooperation of the government and the society, to establish a simple and efficient organizational structure. The innovation of the government response mechanism is a systematic project. It is a systematic project, which should be guided by the public demands, adhere to the concept of the supremacy of the citizens, attach importance to the experience of the users, and pursue the public values and public actively. It is necessary to use large data technology to collect, excavate and analyze the information, understand the demands of the people in time, and enhance the scientific and effective response of the government to respond to decisions. It is necessary to actively expand the government response platform, integrate government information platform, enhance the linkage effect between the platforms, standardize the construction standards of the government response platform, and form a efficient and fast system. In response to the platform system, the government should respond to the government's response to organizational change, promote the government's response to the quality of the personnel, promote the government's response to business process reengineering, build a flat government response organization and enhance the government's response ability. At the same time, the innovation of the government response mechanism needs to be vigilant and transcend the Internet Security trap and the network bureaucracy.
