【摘要】：全球化時(shí)代,國(guó)與國(guó)之間的政策轉(zhuǎn)移逐漸成為不可抗拒的歷史潮流,然而政策轉(zhuǎn)移存在低效、無效甚至帶來災(zāi)難的可能性,政策轉(zhuǎn)移的有效性評(píng)估亟須納入當(dāng)前學(xué)術(shù)的研究視野。在全球化時(shí)代政策轉(zhuǎn)移的語境中,需要深刻認(rèn)識(shí)回顧性政策評(píng)估的局限,重新審視前瞻性評(píng)估的功能和地位。前瞻性評(píng)估的主體涵蓋轉(zhuǎn)移政策信息生產(chǎn)者、促進(jìn)者、接受者、利益相關(guān)方等,多元主體互動(dòng)形成網(wǎng)絡(luò)格局;前瞻性評(píng)估的客體是政策目標(biāo)和政策工具組合與情境的適用性匹配程度;過程上表現(xiàn)為目標(biāo)導(dǎo)向下的集體行動(dòng)過程;其方法論則需超越實(shí)證主義。前瞻性評(píng)估需要關(guān)注目標(biāo)變量、環(huán)境變量、資源變量、制度變量、信息變量。
[Abstract]:In the era of globalization, the policy transfer between countries has gradually become an irresistible historical trend. However, the policy transfer has the possibility of inefficiency, ineffectiveness and even disaster. The evaluation of the effectiveness of policy transfer should be included in the current academic research field. In the context of policy shift in the era of globalization, it is necessary to deeply understand the limitations of retrospective policy assessment and re-examine the function and status of forward-looking assessment. The main body of prospective evaluation includes the producers, promoters, recipients, stakeholders and so on of the transfer policy information, and the interaction of multiple subjects forms the network pattern; The object of prospective evaluation is the adaptability of policy objectives and combination of policy tools to the situation; the process is a goal-oriented process of collective action; and its methodology needs to transcend positivism. Prospective assessment requires attention to target variables, environmental variables, resource variables, institutional variables, and information variables.
