【摘要】：通過系統(tǒng)研究引發(fā)政府及相關(guān)部門對(duì)于大數(shù)據(jù)環(huán)境下政府信息安全領(lǐng)域的風(fēng)險(xiǎn)和挑戰(zhàn)的足夠重視,并在學(xué)術(shù)研究的角度提供理論支撐和現(xiàn)實(shí)依據(jù)。本文的研究方法主要采用文獻(xiàn)研究法、系統(tǒng)分析法和因果分析法等論文研究方法;而研究?jī)?nèi)容主要通過對(duì)當(dāng)前大數(shù)據(jù)環(huán)境下危害政府信息安全因素以及政府所面臨的挑戰(zhàn)分析,通過借鑒國(guó)外信息安全領(lǐng)域的先進(jìn)經(jīng)驗(yàn),最后結(jié)合我國(guó)具體國(guó)情提出應(yīng)對(duì)政府信息安全的具體方案。在論述大數(shù)據(jù)環(huán)境下我國(guó)政府信息安全面臨的問題與對(duì)策時(shí),文章分為六部分。第一部分為緒論,主要對(duì)選題背景和來源、課題研究的理論意義和實(shí)踐意義進(jìn)行了闡述,并梳理了國(guó)內(nèi)外相關(guān)的研究現(xiàn)況以及簡(jiǎn)要介紹了對(duì)課題進(jìn)行研究的基本思路和主要方法;第二部分為大數(shù)據(jù)和政府信息安全概述。通過對(duì)于大數(shù)據(jù)以及政府信息安全的相關(guān)概念的闡述,進(jìn)而提出大數(shù)據(jù)環(huán)境下加強(qiáng)政府信息安全保護(hù)的必要性和重要意義;第三部分為大數(shù)據(jù)環(huán)境下危害政府信息安全因素分析。通過對(duì)于危害政府信息安全的客觀因素、關(guān)鍵因素以及內(nèi)在因素的進(jìn)行具體分析;第四部分為大數(shù)據(jù)環(huán)境下我國(guó)政府信息安全面臨的挑戰(zhàn)。主要從信息政策立法與安全理念、信息保障體系、信息安全技術(shù)以及政府信息安全技術(shù)四方面加以論述;第五部分為大數(shù)據(jù)環(huán)境下國(guó)外政府信息安全監(jiān)管經(jīng)驗(yàn)及對(duì)我國(guó)的啟示進(jìn)行具體闡釋;第六部分為大數(shù)據(jù)環(huán)境下我國(guó)政府信息安全問題的應(yīng)對(duì)策略。主要通過確立大數(shù)據(jù)環(huán)境下的信息安全觀,不斷推動(dòng)政府信息安全保障體系建設(shè),全面提升信息安全技術(shù)自主創(chuàng)新能力,有效推進(jìn)信息安全領(lǐng)域國(guó)際合作交流進(jìn)程等方面應(yīng)對(duì)政府信息安全領(lǐng)域的威脅與挑戰(zhàn)。通過理論研究并結(jié)合國(guó)外相關(guān)經(jīng)驗(yàn),提出我國(guó)政府只有通過建立和完善信息安全觀、保障體系、信息創(chuàng)新能力以及國(guó)際合作交流,才能在大數(shù)據(jù)環(huán)境下有效維護(hù)我國(guó)的政府信息安全。
[Abstract]:Through systematic research, the government and related departments pay enough attention to the risks and challenges in the field of government information security under the environment of big data, and provide theoretical support and practical basis in the perspective of academic research. The research methods of this paper are mainly literature research, system analysis and causality analysis, and the research contents are mainly based on the analysis of the factors that endanger the government information security under the current big data environment and the challenges that the government faces. Through drawing lessons from the advanced experience of foreign countries in the field of information security, finally, combining with the specific conditions of our country, the author puts forward the concrete plan to deal with the government information security. This article is divided into six parts when discussing the problems and countermeasures of government information security in big data environment. The first part is the introduction, which mainly expounds the background and source of the topic, the theoretical and practical significance of the research. At the same time, the current situation of research at home and abroad and the basic ideas and main methods of research on the subject are briefly introduced. The second part is an overview of big data and government information security. By expounding the concepts of big data and government information security, the necessity and significance of strengthening the protection of government information security under big data environment are put forward. The third part is the analysis of the factors that endanger the government information security under the environment of big data. Through the analysis of the objective factors, key factors and internal factors that endanger the government information security. The fourth part is the challenge of our government information security under the environment of big data. Mainly from the information policy legislation and the security idea, the information safeguard system, the information security technology and the government information security technology four aspects discusses; The fifth part is the experience of foreign government information security supervision under the environment of big data and the enlightenment to our country. The sixth part is the countermeasures of Chinese government information security under the environment of big data. Mainly by establishing the information security concept under the big data environment, promoting the construction of the government information security guarantee system, and promoting the independent innovation ability of the information security technology in an all-round way. Effectively promote the process of international cooperation and exchange in the field of information security to meet the threats and challenges in the field of government information security. Through theoretical research and foreign experience, it is proposed that our government can only establish and perfect information security concept, guarantee system, information innovation ability and international cooperation and exchange. In order to effectively maintain our government information security under the environment of big data.
