從封閉式小區(qū)到開放式“街區(qū)”:困境與出路

【摘要】:"街區(qū)制"的出臺(tái)有望改善我國目前城市道路擁堵、城市土地資源利用率低下、城市住宅小區(qū)功能單一、街區(qū)活力缺乏的"城市病"癥結(jié)。然而,在政策發(fā)布之后,卻引發(fā)了激烈的討論與質(zhì)疑,甚至陷入了民意反對(duì)的困境。以政策溝通為視角,從政策發(fā)布者、政策接收者及政策本身三方面來探討"街區(qū)制"遭到公眾反對(duì)的原因,并針對(duì)性地提出四條改革路徑:加強(qiáng)政策溝通,轉(zhuǎn)變公眾觀念;差異化推廣"街區(qū)制",因時(shí)因地制宜;轉(zhuǎn)變政府職能,完善配套基礎(chǔ)設(shè)施;制定完善相關(guān)法律法規(guī),構(gòu)建補(bǔ)償機(jī)制。
[Abstract]:The introduction of "block system" is expected to improve the urban road congestion, the low utilization of urban land resources, the single function of urban residential areas, and the lack of vitality of the city. However, after the release of the policy, it caused fierce discussion and doubt, and even fell into the dilemma of public opinion opposition. From the perspective of policy communication, this paper discusses the reasons why "block system" is opposed by the public from three aspects of policy publisher, policy receiver and policy itself, and puts forward four reform paths: strengthening policy communication and changing public concept; Differential promotion of "block system", due to local conditions; change government functions, improve supporting infrastructure; formulate and improve relevant laws and regulations, build compensation mechanism.
