【摘要】：城市基層社會(huì)組織的發(fā)展實(shí)際上是一種集體行動(dòng)現(xiàn)象,其實(shí)質(zhì)是社區(qū)居民參與。當(dāng)前居民參與不足是制約城市基層社會(huì)組織發(fā)展的瓶頸問題,表現(xiàn)為普通居民參與興趣不高、志愿者隊(duì)伍建設(shè)難度加大、社區(qū)精英后勁不足。要實(shí)現(xiàn)居民參與,一般應(yīng)具備政治經(jīng)濟(jì)要件(包括外部制度環(huán)境、社區(qū)公共議題)和公民社會(huì)要件(包括居民的認(rèn)知、態(tài)度、能力)。在這些要件不是很充分的社區(qū)中,可從居民的文化參與和公益參與入手,激發(fā)居民參與,進(jìn)而為城市基層社會(huì)組織發(fā)展提供持續(xù)內(nèi)生動(dòng)力。
[Abstract]:The development of urban grassroots social organization is actually a kind of collective action phenomenon, and its essence is the participation of community residents. At present, the lack of residents' participation is the bottleneck problem that restricts the development of urban grass-roots social organization, which shows that the ordinary residents' interest in participation is not high, the construction of volunteer team is more difficult, and the community elite's stamina is insufficient. In order to realize residents' participation, they should have political and economic elements (including external institutional environment, community public issues) and civil society elements (including residents' cognition, attitude and ability). In the communities where these elements are not sufficient, we can start with the residents' cultural participation and public welfare participation, so as to stimulate the residents' participation, and then provide the sustainable endogenous power for the development of urban grass-roots social organizations.
