【摘要】：社會(huì)治理創(chuàng)新是黨在治國(guó)理政理念升華后對(duì)社會(huì)建設(shè)提出的基本要求,是確保社會(huì)既充滿活力又和諧有序的必然要求,也是實(shí)現(xiàn)國(guó)家治理體系和治理能力現(xiàn)代化的重要環(huán)節(jié)。近年來(lái),隨著我國(guó)經(jīng)濟(jì)的持續(xù)增長(zhǎng),社會(huì)問(wèn)題持續(xù)積累,社會(huì)的和諧穩(wěn)定面臨嚴(yán)峻挑戰(zhàn),社會(huì)進(jìn)入了一個(gè)矛盾凸顯期和集中爆發(fā)期。如何化解社會(huì)矛盾,協(xié)調(diào)各方利益,維持社會(huì)秩序,促進(jìn)社會(huì)穩(wěn)定,成為擺在我們面前的一個(gè)嚴(yán)峻課題。沈陽(yáng)市是中央確定的全國(guó)32個(gè)、東北三省唯一的社會(huì)管理創(chuàng)新試點(diǎn)城市,沈河區(qū)是沈陽(yáng)市的試點(diǎn)城區(qū)。近年來(lái),沈河區(qū)將加強(qiáng)社會(huì)基本公共服務(wù)和創(chuàng)新社會(huì)治理體制作為保障和改善民生、增強(qiáng)社會(huì)發(fā)展活力、促進(jìn)社會(huì)和諧穩(wěn)定、推動(dòng)社會(huì)治理的重要手段,從社會(huì)治理的方式、觀念、手段等方面進(jìn)行了理論和實(shí)踐創(chuàng)新。論文首先闡述了社會(huì)治理的選題背景、研究意義、理論研究和對(duì)國(guó)內(nèi)外現(xiàn)有研究的評(píng)價(jià),并以沈陽(yáng)市沈河區(qū)社會(huì)治理創(chuàng)新工作的具體實(shí)踐為案例進(jìn)行分析,梳理與凝煉了目前沈河區(qū)在探索創(chuàng)新社會(huì)治理過(guò)程中取得的經(jīng)驗(yàn)和存在的問(wèn)題。通過(guò)對(duì)國(guó)內(nèi)外先進(jìn)案例進(jìn)行經(jīng)驗(yàn)借鑒以及調(diào)查問(wèn)等方式,從指導(dǎo)思想、目標(biāo)、內(nèi)容、保障措施等方面提出了沈河區(qū)進(jìn)一步推進(jìn)和深化創(chuàng)新社會(huì)治理工作的建設(shè)方案。其中,具體實(shí)施方案部分分為社會(huì)事業(yè)改革創(chuàng)新和體制機(jī)制改革創(chuàng)新兩個(gè)方面,詳細(xì)論述了加強(qiáng)沈河區(qū)社會(huì)治理工作的具體措施。通過(guò)對(duì)沈陽(yáng)市沈河區(qū)創(chuàng)新社會(huì)治理工作建設(shè)方案的設(shè)計(jì),在此基礎(chǔ)上提出了普適性的適合城區(qū)創(chuàng)新社會(huì)治理的模式和途徑選擇。
[Abstract]:The innovation of social governance is the basic requirement for social construction after the sublimation of the idea of governing the country by the party. It is an inevitable requirement to ensure that the society is full of vitality, harmonious and orderly. It is also an important link to realize the national governance system and the modernization of the governance ability. In recent years, with the continuous growth of the economy in China, the social problems continue to accumulate and the society is accumulated. The social harmony and stability are facing severe challenges, and the society has entered a period of contradiction and concentration. How to resolve social contradictions, coordinate the interests of the parties, maintain social order and promote social stability has become a serious issue in front of us. Shenyang is the only social management innovation test of the 32 Central China and the three northeast provinces. In recent years, Shenhe district will strengthen social basic public service and innovate social governance system as an important means of ensuring and improving people's livelihood, enhancing social development vitality, promoting social harmony and stability, and promoting social governance, from the ways of social governance, concepts and means in Shenhe district. The thesis first expounds the background of the selection of social governance, the significance of the research, the theoretical research and the evaluation of the existing research at home and abroad, and takes the concrete practice of the innovation work of the social governance in Shenhe District of Shenyang as a case, and combs and condenses the experience gained in the process of exploring the innovation of social governance in the present Shenhe district. By means of experience and inquiry of advanced domestic and foreign cases, this paper puts forward the construction plan for further promoting and deepening the innovation of social governance in Shenhe district from the aspects of guiding ideology, objectives, content and safeguard measures, among which the concrete implementation scheme is divided into social cause reform and innovation and system machine. In the two aspects of reform and innovation, the concrete measures to strengthen the social governance in Shenhe district are discussed in detail. On the basis of the design of the construction scheme for the innovation of social governance in Shenhe District of Shenyang, this paper puts forward a suitable mode and way for the social governance of urban innovation.
