【摘要】：隨著我國(guó)社會(huì)經(jīng)濟(jì)與科技的發(fā)展,城鎮(zhèn)化進(jìn)程日益加快,城市公共安全面臨嚴(yán)峻挑戰(zhàn)。系統(tǒng)地對(duì)城市公共安全持續(xù)性管理績(jī)效進(jìn)行評(píng)估研究,有助于提升城市公共安全管理水平,實(shí)現(xiàn)社會(huì)的正常運(yùn)轉(zhuǎn)和全面協(xié)調(diào)可持續(xù)發(fā)展。論文選取重慶市作為研究對(duì)象,對(duì)其進(jìn)行城市公共安全持續(xù)性管理績(jī)效進(jìn)行評(píng)估分析,主要研究工作如下:①?gòu)某鞘泄舶踩驼芾砜?jī)效評(píng)估兩個(gè)方面,分析了當(dāng)前城市公共安全持續(xù)性管理績(jī)效研究的特點(diǎn)及取得的成果,闡明了城市公共安全的內(nèi)涵及城市公共安全持續(xù)性管理工作的意義。②運(yùn)用平衡計(jì)分卡原理,設(shè)計(jì)了包含公眾、內(nèi)部運(yùn)作、資源保障、學(xué)習(xí)與成長(zhǎng)四個(gè)一級(jí)指標(biāo)、公眾認(rèn)知、公眾滿(mǎn)意度、信息管理、組織管理、過(guò)程管理、人力保障、物力保障、財(cái)力保障、制度保障、教育培訓(xùn)、創(chuàng)新十一個(gè)二級(jí)指標(biāo)以及四十一個(gè)三級(jí)指標(biāo)的城市公共安全持續(xù)性管理績(jī)效評(píng)估指標(biāo)體系。③針對(duì)城市公共安全持續(xù)性管理績(jī)效評(píng)估中諸多影響因素的未確知性,基于未確知數(shù)學(xué)的理論,建立了城市公共安全持續(xù)性管理績(jī)效評(píng)估模型。通過(guò)對(duì)專(zhuān)家意見(jiàn)的不確定性進(jìn)行量化運(yùn)算處理,實(shí)現(xiàn)了指標(biāo)觀測(cè)值的量化;引用信息熵所反映數(shù)據(jù)本身的效用值客觀計(jì)算了指標(biāo)的權(quán)重;結(jié)合各未確知測(cè)度向量,運(yùn)用置信度識(shí)別準(zhǔn)則,確定城市公共安全持續(xù)性管理績(jī)效評(píng)估等級(jí)。④以重慶市為研究對(duì)象,通過(guò)調(diào)查問(wèn)卷和專(zhuān)家打分,獲取相關(guān)數(shù)據(jù),運(yùn)用已建立的城市公共安全持續(xù)性管理績(jī)效評(píng)估模型,對(duì)重慶市公共安全持續(xù)性管理績(jī)效情況進(jìn)行了綜合評(píng)估。計(jì)算結(jié)果表明,重慶市城市公共安全持續(xù)性管理績(jī)效水平總體處于“成熟級(jí)”,其中公眾維度績(jī)效水平最低,處于“成長(zhǎng)級(jí)”,內(nèi)部運(yùn)作、資源保障和學(xué)習(xí)與成長(zhǎng)三個(gè)維度的績(jī)效等級(jí)均處于“成熟級(jí)”。針對(duì)績(jī)效分析結(jié)果提出了相應(yīng)的建議與對(duì)策,對(duì)改進(jìn)重慶的城市公共安全管理狀況具有一定的參考作用。城市公共安全持續(xù)性管理績(jī)效評(píng)估模型既適用于同一地區(qū)不同時(shí)期的城市公共安全持續(xù)性管理績(jī)效縱向評(píng)估,也適用于不同地區(qū)同一時(shí)期的城市公共安全持續(xù)性管理績(jī)效的橫向比較,評(píng)估結(jié)果對(duì)我國(guó)城市公共安全持續(xù)性管理工作有一定的指導(dǎo)意義。
[Abstract]:With the development of social economy and science and technology in our country, the process of urbanization is speeding up day by day, and the urban public safety is facing severe challenge. It is helpful to improve the level of urban public safety management, to realize the normal operation of society and to achieve the overall coordinated and sustainable development by systematically evaluating the performance of sustainable management of urban public security. This paper selects Chongqing as the research object and evaluates and analyzes the performance of urban public safety sustainability management. The main research work is as follows: 1 from two aspects of urban public safety and government management performance evaluation. This paper analyzes on the characteristics and achievements of the current research on the performance of urban public safety sustainability management, expounds the connotation of urban public security and the significance of urban public safety sustainability management, and applies the principle of balanced scorecard. The design includes public, internal operation, resource security, learning and growth, public cognition, public satisfaction, information management, organization management, process management, human security, material security, financial security, system security, Education and training, innovation of eleven secondary indicators and forty-one third-level indicators of urban public safety sustainability management performance evaluation index system .3 in view of the urban public safety sustainability management performance evaluation of a number of factors in the unascertained. Based on the theory of unascertained mathematics, the performance evaluation model of urban public safety sustainability management is established. By quantizing the uncertainty of the expert opinion, the quantization of the observed value of the index is realized; the weight of the index is objectively calculated by quoting the utility value of the data itself reflected by the information entropy; and the unascertained measure vector is combined with each unascertained measure vector. Based on the confidence recognition criterion, this paper determines the performance evaluation level of urban public safety sustainability management, taking Chongqing as the research object, and obtains the relevant data by questionnaire and expert scoring. Based on the established performance evaluation model of urban public safety sustainability management, the performance of Chongqing public security sustainability management is comprehensively evaluated. The results show that the performance level of urban public safety sustainability management in Chongqing is at the "mature level", among which the public dimension performance level is the lowest, at the "growth level", and the internal operation. The three dimensions of resource security and learning and growth are at maturity level. Based on the results of performance analysis, the paper puts forward some suggestions and countermeasures, which can be used as a reference for improving the situation of urban public safety management in Chongqing. The performance evaluation model of urban public safety sustainability management is applicable to the longitudinal evaluation of urban public safety sustainability management performance in different periods in the same area. It is also applicable to the horizontal comparison of the performance of urban public safety sustainability management in different areas in the same period. The evaluation results have certain guiding significance for the sustainable management of urban public security in China.
