【摘要】：中國共產(chǎn)黨第十八屆三中全會在《關(guān)于全面深化改革若干重大問題的決定》這個文件中專門指出,“我國全面深化體制改革的總目標有兩方面,一是要發(fā)展和完善具有中國特色的社會主義制度,二是要全面推進國家的治理體系和治理能力現(xiàn)代化。”在多媒體時代的網(wǎng)絡社會里,網(wǎng)絡輿論的影響力、復雜程度都已經(jīng)對政府的執(zhí)政能力提出了非常高的要求,網(wǎng)絡理政的發(fā)展不是面相未來,而是針對現(xiàn)在。2013年開始,網(wǎng)絡輿情出現(xiàn)“輿論下沉,國進民退”的一種現(xiàn)象,怎樣通過互聯(lián)網(wǎng)來重新構(gòu)建國家的治理格局,創(chuàng)建出和諧文明的社會具有非常重大的現(xiàn)實意義。由地方網(wǎng)絡問政轉(zhuǎn)向地方政府網(wǎng)絡理政具有非常重要的意義,有助于提高政府公信力、促進民主政治發(fā)展、加強對政府監(jiān)督和提高政府決策執(zhí)行力等具有重要的現(xiàn)實意義,同時地方政府網(wǎng)絡理政的現(xiàn)代化也是構(gòu)建國家治理能力現(xiàn)代化、治理體系現(xiàn)代化的一個重要組成部分。本文所闡述的現(xiàn)代化是指由習近平總書記所提出的“規(guī)范化、制度化、程序化”三化,并非與傳統(tǒng)、過去所對應的現(xiàn)代化。信息社會背景下的地方政府網(wǎng)絡理政,要有信息時代的治理理念,從官本位意識轉(zhuǎn)向公民本位意識、從管制理念轉(zhuǎn)向服務理念；其次要有現(xiàn)代化的地方政府網(wǎng)絡理政體系,把網(wǎng)絡輿情分析平臺、輿情決策轉(zhuǎn)化平臺、無縫隙政府、政府形象重構(gòu)有機地結(jié)合在一起；還要有現(xiàn)代化的網(wǎng)絡理政路徑,“頂層設計”與地方實踐相結(jié)合的模式,權(quán)力的監(jiān)督約束措施,引入地方政府網(wǎng)絡理政與協(xié)同創(chuàng)新平臺的互動機制。本文研究目標是達到地方政府網(wǎng)絡理政現(xiàn)代化。為了實現(xiàn)研究目標,筆者首先對地方政府網(wǎng)絡理政的相關(guān)概念與內(nèi)涵進行界定、分析。提出了網(wǎng)絡理政是以政府為主體,通過互聯(lián)網(wǎng)這一溝通平臺來了解民意、匯聚民智,進行科學決策、維持社會的和諧穩(wěn)定的一種執(zhí)政理念和方式,從而實現(xiàn)治理體系與治理能力現(xiàn)代化的目標。①特別理清了網(wǎng)絡理政與網(wǎng)絡問政的邏輯關(guān)系,揭示了地方政府網(wǎng)絡理政的時代意蘊與現(xiàn)實張力。以地方政府網(wǎng)絡理政發(fā)展最快的廣東省為例,對地方政府網(wǎng)絡理政的發(fā)展狀況進行了分析,揭示了地方政府網(wǎng)絡理政現(xiàn)代化面臨的困難包括發(fā)展不均衡、地方政府存在應付情緒、管理制度不健全、信息資源利用水平低四大問題。從構(gòu)建現(xiàn)代化的地方政府網(wǎng)絡理政體系,完善現(xiàn)代化的地方政府網(wǎng)絡理政制度兩個方面探討了實現(xiàn)地方政府網(wǎng)絡理政現(xiàn)代化的措施。
[Abstract]:The third Plenary session of the 18th CPC Central Committee specifically pointed out in the "decision on several important issues of All-round deepening Reform" that "the overall objective of our country's comprehensive deepening of institutional reform is twofold." One is to develop and improve the socialist system with Chinese characteristics, and the other is to comprehensively promote the modernization of the country's governance system and governance capacity. " In the network society of the multimedia era, the influence and complexity of the network public opinion have already put forward very high requirements to the government's governing ability. The development of the network governance is not the face of the future, but aimed at the present. In 2013, Network public opinion appears a phenomenon of "public opinion sinks, the country advances and the people retreat". How to rebuild the governance pattern of the country through the Internet and create a harmonious and civilized society is of great practical significance. It is of great significance to change from local network governance to local government network administration, which is helpful to improve the credibility of the government, promote the development of democratic politics, strengthen the supervision of the government and improve the executive power of the government decision-making. At the same time, the modernization of local government network management is also an important part of the modernization of national governance capacity and governance system. The modernization described in this paper refers to the "standardization, institutionalization and procedure" proposed by General Secretary Xi Jinping, which is not the modernization corresponding to the tradition and the past. In the context of the information society, the local government should have the governance idea of the information age, from the officialdom consciousness to the citizen standard consciousness, from the control idea to the service idea, and then to the modern local government network management system. The network public opinion analysis platform, the public opinion decision-making transformation platform, the seamless government, the government image reconstruction are organically combined; there is also a modern network management path, "top-level design" and local practice. Power supervision and restraint measures, the introduction of local government network governance and collaborative innovation platform interaction mechanism. The goal of this paper is to achieve the modernization of local government network management. In order to achieve the research goal, the author defines and analyzes the related concepts and connotations of local government network governance. It is put forward that network governance is a kind of governing idea and method, which takes the government as the main body, understands the public opinion through the Internet as a communication platform, gathers the wisdom of the people, carries on the scientific decision, maintains the social harmony and stability. Thus, the goal of realizing the modernization of governance system and governance ability clarifies the logical relationship between network governance and network governance, and reveals the age implication and realistic tension of local government network governance. Taking Guangdong Province as an example, this paper analyzes the development of local governments' network governance, and reveals the difficulties that local governments face in the modernization of network governance, including uneven development. There are four problems in local government, such as coping emotion, imperfect management system and low utilization level of information resources. This paper probes into the measures to realize the modernization of local government network management from two aspects: constructing the modernized local government network management system and perfecting the modernized local government network administration system.
