【摘要】:少數(shù)民族高層次骨干人才培養(yǎng)政策是黨和國家在高等教育階段對民族地區(qū)特別是西部民族地區(qū)學(xué)生采取的一項特殊政策,是貫徹黨的民族政策、落實科教興國和人才強國戰(zhàn)略和配合實施西部大開發(fā)戰(zhàn)略的重大舉措。少數(shù)民族高層次骨干人才培養(yǎng)政策的制定和實施,為逐步緩解和扭轉(zhuǎn)民族地區(qū)少數(shù)民族高層次人才匱乏的狀況,推進(jìn)我國民族團結(jié)以及促進(jìn)地區(qū)經(jīng)濟社會全面快速發(fā)展提供了重要保證。少數(shù)民族高層次骨干人才培養(yǎng)政策的出臺是我國少數(shù)民族人才培養(yǎng)政策不斷演進(jìn)的結(jié)果。新中國成立以來,黨和國家制定和實施了一系列少數(shù)民族人才培養(yǎng)政策,其演進(jìn)歷程經(jīng)歷了新中國成立初期少數(shù)民族黨政干部培養(yǎng)政策、全面建設(shè)社會主義時期技術(shù)管理人才與黨政干部并重培養(yǎng)政策和改革開放以來少數(shù)民族專業(yè)人才培養(yǎng)政策。少數(shù)民族高層次骨干人才培養(yǎng)政策就是改革開放以來少數(shù)民族專業(yè)人才培養(yǎng)政策之一。少數(shù)民族高層次骨干人才培養(yǎng)政策的制定是將民族理論和現(xiàn)實民族教育問題相結(jié)合的過程。馬克思主義民族理論是理論依據(jù),我國少數(shù)民族和民族地區(qū)現(xiàn)狀以及存在的民族教育問題是現(xiàn)實依據(jù),新中國成立以來我國民族教育政策的成功經(jīng)驗以及民族地區(qū)發(fā)展的實際需求是實踐依據(jù)。實施少數(shù)民族高層次骨干人才培養(yǎng)政策目前面臨的挑戰(zhàn)主要表現(xiàn)在服務(wù)民族地區(qū)意識亟需增強、學(xué)校人才培養(yǎng)質(zhì)量有待提高和人才科學(xué)使用更應(yīng)合理。要實現(xiàn)少數(shù)民族高層次骨干人才培養(yǎng)政策的可持續(xù)發(fā)展,就需要結(jié)合現(xiàn)實問題對該項政策進(jìn)行不斷地調(diào)整和完善;谀壳吧贁(shù)民族高層次骨干人才培養(yǎng)政策在實施過程中存在的主要問題,建議通過強化對學(xué)生的約束機制、強化對學(xué)校的激勵機制和強化地方政府的協(xié)作機制這三個途徑來進(jìn)行完善。
[Abstract]:The policy of cultivating high-level minority cadres is a special policy adopted by the Party and the state at the stage of higher education for students in ethnic minority areas, especially in the western minority areas, and is to implement the party's national policy. We will implement the strategy of revitalizing the country through science and education and strengthening the country by talents and cooperating with the implementation of the strategy of developing the western region. In order to gradually alleviate and reverse the shortage of high-level ethnic minority talents in ethnic minority areas, To promote national unity and promote regional economic and social development in a comprehensive and rapid way to provide an important guarantee. The introduction of the policy of cultivation of ethnic minorities' high-level talents is the result of the continuous evolution of the policy of cultivating ethnic minorities' talents. Since the founding of the people's Republic of China, the Party and the state have formulated and implemented a series of policies for the training of ethnic minority personnel, whose evolution has gone through the early years of the founding of the people's Republic of China. The training policy of technical management personnel and party and government cadres in the period of building socialism in an all-round way and the policy of training ethnic minority professional talents since reform and opening up. The policy of cultivating high-level talents of ethnic minorities is one of the policies of cultivating professional talents of ethnic minorities since the reform and opening up. It is a process of combining the theory of ethnic groups with the practical problems of ethnic education to formulate the policy of cultivating high-level talents of ethnic minorities. Marxist national theory is the theoretical basis, and the present situation of ethnic minorities and ethnic regions in China and the existing problems of ethnic education are the realistic basis. The successful experience of our national education policy since the founding of New China and the actual needs of the development of ethnic regions are the practical basis. At present, the challenge of implementing the policy of cultivating high-level talents of minority nationalities is that the consciousness of serving ethnic regions needs to be strengthened, the quality of talents cultivation in schools should be improved and the scientific use of talents should be more reasonable. In order to realize the sustainable development of the policy of cultivating high-level minority talents, it is necessary to constantly adjust and perfect the policy in the light of practical problems. Based on the main problems existing in the implementation of the current policy of cultivating high-level talents of ethnic minorities, it is suggested that the restraint mechanism for students should be strengthened. Strengthen the incentive mechanism of the school and strengthen the cooperation mechanism of the local government to improve the three ways.
