【摘要】：行政管理的有效實施離不開行政效率,行政效率是對行政機關(guān)和行政人員從事管理活動效果的度量和評價。國外很多國家很早就開始了對行政效率問題的研究和探討,而我國對行政效率的研究和實踐卻相對滯后。在社會主義現(xiàn)代化建設(shè)的新時期,如何建立一個與轉(zhuǎn)軌和變革階段相協(xié)調(diào)適應(yīng)的政府,如何將政府把握全局、協(xié)調(diào)關(guān)系、引導(dǎo)方向、推進改革的行政管理職能高效率的發(fā)揮出來,使經(jīng)濟和社會和諧發(fā)展。以上問題的研究,具有重要的現(xiàn)實意義。因此,本文圍繞政府行政效率這一主旨,著重闡述以下幾點內(nèi)容:首先,明確研究對象和相關(guān)理論。在研究行政效率基本觀點的同時,借鑒國內(nèi)外研究成果,按照我國的具體情況對政府行政效率進行界定;然后分析了行政效率的衡量指標(biāo),為建立行政效率的理論模型奠定了理論基礎(chǔ)。其次,因素現(xiàn)狀分析。著重分析現(xiàn)實中行政效率存在的問題:行政觀念落后、行政決策方式偏差、監(jiān)督約束機制不健全等,闡述現(xiàn)象的同時分析根源所在;然后對行政效率的因素進行分析,探討因素之間的相互關(guān)系,為最終解決行政效率的途徑提供理論指導(dǎo)。再次,解決問題。從行政效率的幾個因素入手,提出提高政府行政效率的途徑和解決方法,當(dāng)務(wù)之急就是要努力提高行政速度,加強行政成本控制和提高行政行為的正確度。
[Abstract]:The effective implementation of administrative management can not be separated from administrative efficiency, which is the measurement and evaluation of the effect of administrative organs and administrative personnel engaged in management activities. Many foreign countries began to study and discuss the administrative efficiency very early, but the research and practice of administrative efficiency in our country lagged behind. In the new period of socialist modernization, how to establish a government that is in harmony with the transition and reform stage, how to grasp the overall situation of the government, how to coordinate the relationship, and how to guide the direction, Promoting the reform of the administrative functions of high efficiency, so that economic and social development. The study of the above problems has important practical significance. Therefore, this paper focuses on the government administrative efficiency, focusing on the following points: first, clear research object and related theory. While studying the basic viewpoint of administrative efficiency, drawing lessons from domestic and foreign research results, defining the government administrative efficiency according to the specific situation of our country, and then analyzing the measurement index of administrative efficiency. It lays a theoretical foundation for the establishment of a theoretical model of administrative efficiency. Secondly, the present situation of factors is analyzed. This paper analyzes the problems of administrative efficiency in reality, such as the backward concept of administration, the deviation of administrative decision-making mode, the unsound supervision and restraint mechanism, and so on, expounds the phenomenon and analyzes the root causes at the same time, and then analyzes the factors of administrative efficiency. To explore the relationship between factors and provide theoretical guidance for the final solution of administrative efficiency. Again, solve the problem. Starting with several factors of administrative efficiency, this paper puts forward the ways and solutions to improve the administrative efficiency of government. The urgent task is to improve the speed of administration, strengthen the control of administrative cost and improve the correctness of administrative behavior.
