【摘要】：公信力是政府立身之本,是公權(quán)力運(yùn)行的基石。處于轉(zhuǎn)型期的當(dāng)代中國(guó),改革步入深水區(qū),利益訴求多元,深層次矛盾凸顯,政府公信力面臨新的挑戰(zhàn)。公信源于公開,政府新聞發(fā)布制度是政府信息公開的重要實(shí)施機(jī)制,是政治傳播的關(guān)鍵渠道,也是樹立政府形象、增強(qiáng)政府權(quán)威的現(xiàn)實(shí)途徑。政府新聞發(fā)布水平對(duì)政府公信力具有重要影響,完善政府新聞發(fā)布制度對(duì)提升政府公信力具有重要意義。本文通過(guò)分析政府新聞發(fā)布制度在歷史發(fā)展、觀念發(fā)展及實(shí)踐發(fā)展中取得的成績(jī)和出現(xiàn)的問題,探討了在政府公信力視閾下政府新聞發(fā)布制度化建設(shè)的必要性和可行性,嘗試提出了完善政府政府發(fā)布制度、提升政府公信力的現(xiàn)實(shí)路徑。本文共分為五個(gè)部分。第一部分是導(dǎo)論,內(nèi)容主要包括選題的由來(lái)和意義、對(duì)政府公信力和政府新聞發(fā)布制度以及二者之間關(guān)系的研究綜述、論文可能的創(chuàng)新點(diǎn)以及研究方法。第二部分主要論述了政府新聞發(fā)布制度與提升政府公信力的關(guān)系。通過(guò)分析政府新聞發(fā)布制度在政府信息公開、回應(yīng)社會(huì)關(guān)切、自覺依法行政、社會(huì)危機(jī)管理和民主科學(xué)決策等五方面的作用,論證了政府新聞發(fā)布制度在打造透明政府、服務(wù)政府、法治政府、信用政府和民主政府中的作用,說(shuō)明政府新聞發(fā)布制度對(duì)于提升政府公信力的重要意義。第三部分梳理了中國(guó)政府新聞發(fā)布制度建立、發(fā)展和完善的歷史脈絡(luò),分析了政府新聞發(fā)布制度運(yùn)行的基本原則,并結(jié)合2008年汶川地震和北京市政務(wù)微博發(fā)布大廳等案例,總結(jié)了中國(guó)政府新聞發(fā)布制度在體系完善、理念轉(zhuǎn)變和模式創(chuàng)新等方面取得的成績(jī)。第四部分著重分析了中國(guó)政府新聞發(fā)布制度存在的問題以及對(duì)政府公信力的影響。該部分側(cè)重于從立法層面、觀念層面、規(guī)劃層面、實(shí)踐層面、監(jiān)督層面等五大層面對(duì)政府新聞發(fā)布制度存在的問題進(jìn)行剖析,并由此說(shuō)明政府新聞發(fā)布制度存在的這些問題將對(duì)政府的合法性、透明度、權(quán)威性等造成不良影響,從而阻礙政府形象塑造和形象傳播,降低公眾政治認(rèn)同,無(wú)形中損害政府公信力。第五部分探討了完善中國(guó)政府新聞發(fā)布制度,提升政府公信力基本路徑。該部分主要從推進(jìn)政府新聞發(fā)布制度的法治化、體系化、專業(yè)化、前瞻性以及規(guī)范化五個(gè)方面進(jìn)行論述。通過(guò)借鑒發(fā)達(dá)國(guó)家和地區(qū)在政府新聞發(fā)布制度中的先進(jìn)經(jīng)驗(yàn),并結(jié)合中國(guó)的具體國(guó)情,提出完善中國(guó)政府新聞發(fā)布制度,提升政府公信力的可行性措施。
[Abstract]:Credibility is the foundation of the government and the cornerstone of the operation of public power. In the transition period of contemporary China, the reform has entered the deep water area, the interests appeal is diverse, the deep level contradiction is prominent, the government credibility faces the new challenge. The system of government news release is an important implementation mechanism of government information publicity, a key channel of political communication, and a realistic way to set up the image of the government and strengthen the authority of the government. The level of government news release has an important influence on the credibility of the government, and it is of great significance to improve the credibility of the government by perfecting the system of government news release. By analyzing the achievements and problems in the historical development, concept development and practice development of the government news release system, this paper probes into the necessity and feasibility of the institutionalization construction of the government press release from the perspective of the government's credibility. Try to improve the system of government release, improve the credibility of the real path. This paper is divided into five parts. The first part is an introduction, including the origin and significance of the topic, the credibility of the government, the government press release system and the relationship between the two, the possible innovation of the paper and research methods. The second part mainly discusses the relationship between the government press release system and the promotion of government credibility. By analyzing the functions of the government press release system in five aspects: government information disclosure, responding to social concerns, consciously administering according to law, social crisis management and democratic scientific decision-making, the paper demonstrates that the government press release system is building a transparent government. The role of service government, rule of law government, credit government and democratic government shows the importance of government press release system to enhance the credibility of government. The third part combs the historical context of the establishment, development and improvement of the Chinese government news release system, analyzes the basic principles of the government press release system, and combines the Wenchuan earthquake in 2008 and the Beijing government Weibo publishing hall and other cases. This paper summarizes the achievements of Chinese government news release system in the aspects of system perfection, concept change and mode innovation. The fourth part focuses on the analysis of the problems existing in the Chinese government press release system and its impact on the credibility of the government. This part focuses on the analysis of the problems existing in the government press release system from the legislative level, the concept level, the planning level, the practice level, the supervision level and so on. It also shows that these problems in the government press release system will have a negative impact on the legitimacy, transparency and authority of the government, thus hindering the creation and dissemination of the image of the government, and reducing the public political identity. It will impair the credibility of the government. The fifth part discusses how to perfect the Chinese government press release system and improve the basic path of government credibility. This part mainly discusses from five aspects of promoting the government press release system: rule by law, systematization, specialization, foresight and standardization. By drawing lessons from the advanced experiences of developed countries and regions in the government press release system and combining with the specific conditions of China, this paper puts forward some feasible measures to perfect the Chinese government press release system and enhance the government's credibility.
