【摘要】：習(xí)近平高度重視網(wǎng)絡(luò)安全治理工作,提出了一系列新思想,作出了一系列新論述,形成了系統(tǒng)的網(wǎng)絡(luò)安全治理觀,這是網(wǎng)絡(luò)空間發(fā)展衍變和國家治理思想提升的邏輯必然。習(xí)近平網(wǎng)絡(luò)安全治理觀的主要內(nèi)容集中體現(xiàn)為:實(shí)施"一體兩翼雙輪驅(qū)動(dòng)"的戰(zhàn)略觀,構(gòu)建"網(wǎng)絡(luò)空間命運(yùn)共同體"的共建觀,實(shí)現(xiàn)"以人民為中心發(fā)展"的利益觀,堅(jiān)持"核心技術(shù)自主創(chuàng)新"的技術(shù)觀,倡導(dǎo)"尊重網(wǎng)絡(luò)主權(quán)反對霸權(quán)"的國家觀,推行"聚天下網(wǎng)信英才而用之"的人才觀。習(xí)近平網(wǎng)絡(luò)安全治理觀蘊(yùn)含著堅(jiān)定的中國特色社會主義自信特質(zhì),貫穿了新發(fā)展理念的系統(tǒng)治理思維品質(zhì),體現(xiàn)了著眼全球勇于擔(dān)當(dāng)?shù)拇髧L(fēng)范,既為我國網(wǎng)絡(luò)安全治理指明了方向,又為全球網(wǎng)絡(luò)安全治理提供了中國方案。
[Abstract]:Xi Jinping attaches great importance to the work of network security governance, puts forward a series of new ideas, makes a series of new discussions, and forms a systematic view of network security governance, which is the logical necessity of the development of cyberspace and the promotion of national governance. The main contents of Xi Jinping network security governance view are as follows: implementing the strategic view of "one body, two wings and two wheels driving", constructing the common construction view of "cyberspace destiny community", and realizing the benefit view of "people as the center of development". We should adhere to the technological concept of "independent innovation of core technology", advocate the state view of "respecting the sovereignty of the network against hegemony", and promote the concept of talent. The concept of network security governance of Xi Jinping contains the confident characteristic of socialism with Chinese characteristics, and it runs through the system governance thinking quality of the new development concept, and embodies the great country style of looking at the global courage to bear the responsibility. It not only points out the direction of China's network security governance, but also provides China's solution for global network security governance.
