【摘要】:近年來(lái),隨著互聯(lián)網(wǎng)在我國(guó)迅速發(fā)展和普及,依托網(wǎng)絡(luò)為平臺(tái)的網(wǎng)絡(luò)社會(huì)組織應(yīng)運(yùn)而生。網(wǎng)絡(luò)社會(huì)組織是由民間自發(fā)組織的并秉承傳播公益、服務(wù)社會(huì)公眾為宗旨,近來(lái)開(kāi)展各項(xiàng)公益活動(dòng)日趨頻繁,其作用和社會(huì)影響力也在日益凸顯。與此同時(shí),網(wǎng)絡(luò)社會(huì)組織在發(fā)展過(guò)程中不可避免地暴露出在治理結(jié)構(gòu)、治理機(jī)制和運(yùn)營(yíng)管理方面的內(nèi)部治理問(wèn)題,如網(wǎng)絡(luò)社會(huì)組織組織結(jié)構(gòu)建設(shè)不規(guī)范、網(wǎng)絡(luò)運(yùn)營(yíng)能力不足、組織公信力缺失及組織內(nèi)部人力資源緊張、內(nèi)部監(jiān)督機(jī)制薄弱、信息透明度較低等等。這些問(wèn)題如不及時(shí)解決,我國(guó)網(wǎng)絡(luò)社會(huì)組織將面臨較大困境,勢(shì)必影響組織健康發(fā)展。為了更加全面地研究網(wǎng)絡(luò)社會(huì)組織內(nèi)部治理問(wèn)題,本文引入利益相關(guān)者理論、治理理論和委托代理理論,并運(yùn)用文獻(xiàn)分析法、案例分析法和比較研究法等對(duì)我國(guó)網(wǎng)絡(luò)社會(huì)組織內(nèi)部治理問(wèn)題進(jìn)行深入剖析。圍繞網(wǎng)絡(luò)社會(huì)組織內(nèi)部治理出現(xiàn)的問(wèn)題,尋找產(chǎn)生這些問(wèn)題的原因。在結(jié)合當(dāng)前我國(guó)網(wǎng)絡(luò)社會(huì)組織發(fā)展的實(shí)際情況來(lái)看,法律法規(guī)不健全、公民社會(huì)基礎(chǔ)薄弱和組織自身能力較弱是造成網(wǎng)絡(luò)社會(huì)組織內(nèi)部治理出現(xiàn)問(wèn)題的原因。為了能夠完善網(wǎng)絡(luò)社會(huì)組織內(nèi)部治理,提出更有效解決問(wèn)題的建議對(duì)策,本文引入“格;ㄎ鞑恐鷮W(xué)網(wǎng)”作為案例進(jìn)行分析,論述了“格桑花”這一網(wǎng)絡(luò)社會(huì)組織在內(nèi)部治理方面較為突出表現(xiàn)和成功之處,以期可以對(duì)我國(guó)網(wǎng)絡(luò)社會(huì)組織有所借鑒和啟示。綜上,筆者就此提出完善我國(guó)網(wǎng)絡(luò)社會(huì)組織內(nèi)部治理的建議:規(guī)范網(wǎng)絡(luò)社會(huì)組織治理結(jié)構(gòu)、加強(qiáng)網(wǎng)絡(luò)社會(huì)組織內(nèi)部監(jiān)督機(jī)制、完善網(wǎng)絡(luò)社會(huì)組織信息公開(kāi)制度、加快網(wǎng)絡(luò)社會(huì)組織人力資源的開(kāi)發(fā)和優(yōu)化網(wǎng)絡(luò)社會(huì)組織的激勵(lì)機(jī)制,以供參考。
[Abstract]:In recent years, with the rapid development and popularization of the Internet in China, the network social organization based on the network emerged as the times require. The network social organization is organized by the folk spontaneous and inherits the public welfare, serves the social public as the purpose, recently carries out each kind of public welfare activity day by day frequently, its function and the social influence are also increasingly prominent. At the same time, the network social organization inevitably exposes the internal governance problems in the aspects of governance structure, governance mechanism and operation management in the process of development, for example, the construction of network social organization structure is not standardized, and the network operation ability is insufficient. Lack of credibility and internal human resources, weak internal oversight mechanism, low information transparency and so on. If these problems are not solved in time, the network social organization in our country will face great difficulties, which will inevitably affect the healthy development of the organization. In order to study the internal governance of network social organization more comprehensively, this paper introduces stakeholder theory, governance theory and principal-agent theory, and applies the literature analysis method. Case analysis and comparative research are used to analyze the internal governance of network social organization in China. Around the network social organizations internal governance problems, looking for the causes of these problems. In combination with the actual situation of the development of the network social organization in our country at present, the imperfect laws and regulations, the weak foundation of the civil society and the weak ability of the organization itself are the causes of the problems in the internal governance of the network social organization. In order to improve the internal governance of network social organizations and put forward more effective solutions to the problems, this paper introduces the "Gesanghua Western Learning Network" as a case study. This paper discusses the prominent performance and success of Gesang Hua, a network social organization, in the aspect of internal governance, in the hope that it can be used for reference and enlightenment to our country's network social organization. In summary, the author puts forward some suggestions to improve the internal governance of the network social organization in China: to standardize the governance structure of the network social organization, to strengthen the internal supervision mechanism of the network social organization, and to perfect the information disclosure system of the network social organization. Speed up the development of network social organization human resources and optimize the incentive mechanism of network social organization for reference.
