【摘要】：影響地方政府創(chuàng)新的因素主要集中在三個(gè)層面:區(qū)域發(fā)展水平、府際間的競爭、上級(jí)政府的態(tài)度和公眾參與的程度等結(jié)構(gòu)化因素;地方官員的主動(dòng)作為、"政績創(chuàng)造"的理性算計(jì)和創(chuàng)新策略的運(yùn)用技巧等個(gè)體化因素;治理危機(jī)的現(xiàn)實(shí)"倒逼"和宏觀政策的潛在引導(dǎo)等事件性因素。地方政府創(chuàng)新的影響因素也是地方治理現(xiàn)代化的議題,因此要在推動(dòng)治理現(xiàn)代化的過程中促進(jìn)地方政府創(chuàng)新。
[Abstract]:The factors influencing the innovation of local government mainly focus on three levels: the level of regional development, the inter-governmental competition, the attitude of the higher government and the degree of public participation. As the initiative of local officials, the rational calculation of "achievement creation" and the application of innovative strategies are individualized factors, while the reality of crisis management is "overturned" and the potential guidance of macro policy is the event factor. The influence factor of local government innovation is also the topic of local governance modernization, so it is necessary to promote local government innovation in the process of promoting governance modernization.
