【摘要】:對(duì)政府部門(mén)制定的相關(guān)規(guī)定進(jìn)行實(shí)施以及對(duì)社會(huì)管理中提供一定的服務(wù)是公務(wù)員的基本職責(zé)所在,公務(wù)員在我國(guó)數(shù)量巨大,但是92%都是基層公務(wù)員。這些基層公務(wù)員對(duì)國(guó)家起到了很大的貢獻(xiàn),主要在管理以及服務(wù)上面,他們體現(xiàn)的是國(guó)家政府的形象。國(guó)家和政府在管理措施上面進(jìn)行不斷的優(yōu)化,使得公務(wù)員制度更加成熟完善,同時(shí)國(guó)內(nèi)學(xué)者和專家也對(duì)公務(wù)員制度做了大量的研究,但是在公務(wù)員各項(xiàng)制度的對(duì)基層這一級(jí)別公務(wù)員隊(duì)伍的激勵(lì)機(jī)制的研究上還有欠缺。在公務(wù)員的激勵(lì)機(jī)制上存在一些有待研究的問(wèn)題,這種問(wèn)題存在致使公務(wù)員制度建設(shè)的完善上存在一定阻礙。為了積極響應(yīng)國(guó)家出臺(tái)的關(guān)于公務(wù)員激勵(lì)機(jī)制的多項(xiàng)政策措施,W市采取了多項(xiàng)舉措,使得公務(wù)員在激勵(lì)機(jī)制方面有一定完善。這些激勵(lì)的相關(guān)辦法以及措施都是以社會(huì)經(jīng)濟(jì)發(fā)展作為前提的。在這個(gè)背景下,本文對(duì)于W市基層公務(wù)員激勵(lì)機(jī)制的完善進(jìn)行了具體分析和探討。為了要對(duì)公務(wù)員中激勵(lì)方式做深入分析,這里先對(duì)管理學(xué)和經(jīng)濟(jì)學(xué)中相關(guān)激勵(lì)理論進(jìn)行闡述。通過(guò)對(duì)該學(xué)科進(jìn)行研究,可以對(duì)公務(wù)員激勵(lì)問(wèn)題研究得到一定的方法。通過(guò)具體問(wèn)題具體分析,其就是理論研究之后并且與實(shí)際問(wèn)題進(jìn)行結(jié)合的方法。這種專業(yè)性非常強(qiáng)的實(shí)踐性學(xué)科,其建設(shè)和研究也要進(jìn)行細(xì)致評(píng)估進(jìn)行相關(guān)工作的開(kāi)展。通過(guò)歷史以及繼承的觀點(diǎn)可以對(duì)該制度進(jìn)行研究,其形式主要是通過(guò)辯證法來(lái)完成的。為了對(duì)基層公務(wù)員的激勵(lì)制度現(xiàn)狀進(jìn)行調(diào)查,本研究特地采取了問(wèn)卷調(diào)查的形式進(jìn)行分析,通過(guò)深入剖析公務(wù)員的激勵(lì)制度,可以得到影響制度完善的深層次原因,文章對(duì)待該問(wèn)題提出了一定的建議和意見(jiàn),本文主要分為五個(gè)環(huán)節(jié)。第一部分是緒論部分,主要闡述了本研究背景及意義,研究方法和研究?jī)?nèi)容。第二部分基層公務(wù)員激勵(lì)機(jī)制相關(guān)基礎(chǔ)理論。為了進(jìn)一步研究公務(wù)員的激勵(lì)政策,本文首先對(duì)文中的一些定義進(jìn)行了說(shuō)明,還對(duì)一些理論知識(shí)進(jìn)行說(shuō)明,這樣更便于以后相關(guān)研究的需要。第三部分W市公務(wù)員激勵(lì)機(jī)制現(xiàn)狀分析。該部分先對(duì)所在W的基層公務(wù)員的狀況進(jìn)行了調(diào)查,并且通過(guò)問(wèn)卷的形式,分析和研究了公務(wù)員的一些相關(guān)激勵(lì)制度,并且對(duì)當(dāng)前的制度進(jìn)行了評(píng)估。第四部分指出W市基層公務(wù)員激勵(lì)機(jī)制中存在的問(wèn)題及原因。第五部分根據(jù)問(wèn)題提出一定的解決對(duì)策,通過(guò)前面幾個(gè)章節(jié)的鋪墊,這里提出了相關(guān)激勵(lì)政策的一個(gè)補(bǔ)充和加強(qiáng),給政策進(jìn)一步實(shí)施提供了便利。第六部分結(jié)論?偨Y(jié)文章中的所有重點(diǎn),對(duì)激勵(lì)政策的研究也提出了一些發(fā)展前景。本研究得出了以下主要結(jié)論:第一,W市基層公務(wù)員激勵(lì)機(jī)制現(xiàn)狀為:工作本身的總體激勵(lì)機(jī)制比較滿意、工作回報(bào)的總體激勵(lì)機(jī)制不太滿意、工作環(huán)境的總體激勵(lì)機(jī)制滿意度比較高、工作培訓(xùn)的總體激勵(lì)機(jī)制不滿意及工作整體激勵(lì)機(jī)制為非常不滿意。第二,為了對(duì)W的公務(wù)員激勵(lì)政策進(jìn)行研究,這里特地采取了理念以及制度的方式進(jìn)行分析和研究,然后對(duì)公務(wù)員的激勵(lì)機(jī)制提出一定的應(yīng)對(duì)措施,其包括對(duì)獎(jiǎng)懲制度的規(guī)范以及薪酬體系的重新整合,還包括在競(jìng)爭(zhēng)中建立公平的機(jī)制。并且對(duì)基層公務(wù)員的激勵(lì)辦法能夠很好的實(shí)施提供了強(qiáng)有力的后盾。由于此次研究是作者個(gè)人能力有限,所以諸多方面考慮不周全,存在一定的弊端。這次的研究中,發(fā)現(xiàn)在對(duì)樣本的選擇以及研究中,存在一定的片面性,需要以后加強(qiáng)驗(yàn)證的力度,本文的研究主要是以基層公務(wù)員為主體的,希望通過(guò)基層公務(wù)員相關(guān)激勵(lì)機(jī)制的研究討論,對(duì)激勵(lì)機(jī)制方面的有關(guān)理論實(shí)踐研究起到了一定的推進(jìn)作用。
[Abstract]:It is the basic duty of civil servants to carry out relevant regulations formulated by government departments and provide certain services to social management. The number of civil servants in our country is huge, but 92% of them are grass-roots civil servants. These grassroots civil servants have made great contributions to the country, and the main purpose is to manage and service them, and they embody the country. The government's image. The state and government are constantly optimizing the management measures, making the civil service system more mature and perfect, while domestic scholars and experts have done a lot of research on the civil service system, but there is still a lack of research on the incentive mechanism of the public servants in the civil service system. There are some problems to be studied in the incentive mechanism of civil servants. There are some obstacles in the improvement of the civil service system construction. In order to actively respond to a number of policy measures issued by the state on the incentive mechanism of civil servants, W city has taken a number of measures to improve the incentive mechanism of civil servants. The relevant measures and measures of these incentives are based on the social and economic development. Under this background, this paper makes a concrete analysis and Discussion on the improvement of the incentive mechanism of the grass-roots civil servants in the W city. In order to make a thorough analysis of the incentive methods in the civil service, the relevant incentive theory in the economics and economics is first explained. Through the study of this subject, we can get some methods to study incentive problems of civil servants. Through specific analysis, it is the method of combining theoretical research and practical problems. This kind of professional and practical subject, its construction and research should also be carefully evaluated and carried out related work. In order to investigate the current situation of the incentive system for civil servants, this study has specially adopted the form of questionnaire investigation, and through in-depth analysis of the incentive system of civil servants, it can be affected. In the deep reason of the system perfection, the article puts forward some suggestions and opinions on the problem. This article is divided into five parts. The first part is the introduction part, which mainly expounds the background and significance of this research, the research method and the research content. The second part is the basic theory of the incentive mechanism of the grassroots civil servants. The incentive policy of the members, this article first explains some of the definitions in the article, and also explains some theoretical knowledge, so it is more convenient for the future research. The third part of the status analysis of the incentive mechanism of the civil servants in the W city. This part first investigates the status of the grass-roots civil servants located in the W, and points out the form of the questionnaire. In the fourth part, the fourth part points out the problems and reasons in the incentive mechanism of the grass-roots civil servants. The fifth part puts forward some solutions according to the problems, and puts forward one of the relevant incentive policies through the pads in the previous chapters. Supplement and strengthen, provide convenience for further implementation of policy. The sixth part of the conclusion. Summarize all the key points in the article, and put forward some prospects for the study of incentive policy. This study draws the following main conclusions: first, the status of the incentive mechanism of the grassroots civil servants in W is: the overall incentive mechanism of the work itself is satisfactory, and the work is satisfactory. The overall incentive mechanism of the return is not satisfied, the overall incentive mechanism of the working environment is more satisfactory, the overall incentive mechanism of the work training is not satisfied and the overall incentive mechanism of the work is very dissatisfied. Second, in order to study the incentive policy of the civil servant of W, the idea and system are specially adopted to analyze and analyze the incentive mechanism. Research, and then put forward some countermeasures to the incentive mechanism of civil servants, including the standardization of the system of rewards and punishment and the reintegration of the salary system, and the establishment of a fair mechanism in the competition. And it provides a strong backing for the good implementation of the incentive methods for the grassroots civil servants. The ability is limited, so many aspects are not considerate, and there are some drawbacks. In this study, we found that there is a certain one sidedness in the selection and research of the sample, and it needs to strengthen the strength of verification in the future. The research of this paper is mainly based on the grassroots civil servants, and hopes to study the related incentive mechanism of civil servants at the grass-roots level. The discussion has played a certain role in promoting the theoretical and practical research on the incentive mechanism.
