十八大以來政府職能轉(zhuǎn)變改革進(jìn)展與成效評估

【摘要】:在實(shí)現(xiàn)國家治理現(xiàn)代化的進(jìn)程中,政府職能轉(zhuǎn)變成為關(guān)鍵點(diǎn)。調(diào)研發(fā)現(xiàn),新一輪政府職能轉(zhuǎn)變改革取得了一些成績:政府取消和下放大量行政審批事項(xiàng),注重規(guī)范審批,事中事后監(jiān)管開始成為政府履職的重心,在地方大部門制取得了重要進(jìn)展,政府行政方式注重法治化、規(guī)范化、集約化、信息化、問責(zé)化,社會信用體系建設(shè)得到重視并初步發(fā)揮威力。但仍存在取消和下放權(quán)力含金量不高、大量保留審批事項(xiàng)缺乏規(guī)范、信息共享困難等問題。這折射出改革決策尚不夠科學(xué)民主、改革缺乏系統(tǒng)性和協(xié)同性、改革價值取向未達(dá)成共識以及政府部門利益難以破除等深層次問題。深化改革需要強(qiáng)化改革的頂層設(shè)計(jì),努力調(diào)動黨政干部工作積極性,強(qiáng)化法律法規(guī)工作力量等。
[Abstract]:In the process of realizing the modernization of national governance, the government function has become a key point. The investigation found that the new round of reform of government functions has made some achievements: the government cancels and devolves a large number of administrative examination and approval items, pays attention to standardizing the examination and approval, and supervision after the event becomes the focus of the government to carry out its duties. Important progress has been made in the system of local large departments, and the administrative mode of government pays attention to the rule of law, standardization, intensification, information, accountability, and the construction of social credit system is paid attention to and initially exerts its power. However, there are still some problems, such as the low gold content of canceling and devolving power, the lack of standardization of a large number of reserved examination and approval items, the difficulty of information sharing and so on. This reflects that the reform decision is not yet scientific and democratic, the reform lacks of systematization and coordination, the reform value orientation has not reached a consensus, and the interests of government departments are difficult to eliminate and other deep-seated problems. To deepen the reform, we should strengthen the top-level design of the reform, strive to arouse the enthusiasm of the Party and government cadres, and strengthen the work of laws and regulations.
