【摘要】:我國(guó)目前正處于社會(huì)大變革時(shí)期。隨著改革開放的深化和社會(huì)的飛速發(fā)展,各種結(jié)構(gòu)性矛盾日益凸顯,加之利益分化的進(jìn)一步加大、經(jīng)濟(jì)體制和社會(huì)結(jié)構(gòu)的重大調(diào)整以及人們思想觀念的巨大變化,使得社會(huì)不穩(wěn)定因素不斷增加,黨和政府越來越重視社會(huì)安全穩(wěn)定問題,全國(guó)范圍內(nèi)的重大固定資產(chǎn)投資項(xiàng)目的社會(huì)穩(wěn)定風(fēng)險(xiǎn)評(píng)估工作迅速展開。水利工程項(xiàng)目涉及面廣、面臨問題復(fù)雜、技術(shù)難度高,項(xiàng)目在征地拆遷、安置補(bǔ)償、環(huán)境影響等方面極易引發(fā)社會(huì)穩(wěn)定問題,所以水利工程項(xiàng)目的社會(huì)穩(wěn)定風(fēng)險(xiǎn)評(píng)價(jià)是維護(hù)社會(huì)穩(wěn)定的現(xiàn)實(shí)要求,對(duì)于化解社會(huì)矛盾,保障和促進(jìn)經(jīng)濟(jì)社會(huì)發(fā)展等方面具有十分重要的意義。為了更好地對(duì)水利工程社會(huì)穩(wěn)定風(fēng)險(xiǎn)進(jìn)行評(píng)價(jià),文章從理論概念入手,研究了水利工程社會(huì)穩(wěn)定風(fēng)險(xiǎn)評(píng)價(jià)的依據(jù)、原則、流程及評(píng)價(jià)指標(biāo),構(gòu)建了水利工程社會(huì)穩(wěn)定風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系。同時(shí)對(duì)風(fēng)險(xiǎn)評(píng)價(jià)過程中指標(biāo)權(quán)重的確定方法進(jìn)行深入分析,優(yōu)化AHP法形成FAHP法,將模糊互補(bǔ)矩陣轉(zhuǎn)化為模糊一致矩陣,計(jì)算過程無需一致性檢驗(yàn)。利用FAHP法確定主觀權(quán)重,熵權(quán)法確定客觀權(quán)重,并在“傳統(tǒng)FAHP和熵權(quán)組合法”的基礎(chǔ)上,使用“熵權(quán)法修正FAHP法”和“FAHP法限制熵權(quán)法”兩種新的綜合權(quán)重確定方法。運(yùn)用模糊數(shù)學(xué)理論建立水利工程社會(huì)穩(wěn)定風(fēng)險(xiǎn)模糊綜合評(píng)價(jià)模型。文章以某水利工程項(xiàng)目為案例進(jìn)行計(jì)算,對(duì)比分析了FAHP法、熵權(quán)法與其它三種綜合權(quán)重確定方法,對(duì)項(xiàng)目提出了風(fēng)險(xiǎn)防范措施及建議,驗(yàn)證了此評(píng)價(jià)模型的實(shí)用性和可操作性,以期對(duì)水利工程社會(huì)穩(wěn)定風(fēng)險(xiǎn)評(píng)價(jià)實(shí)踐提供一定的指導(dǎo)與借鑒。
[Abstract]:At present, our country is in the period of great social change. With the deepening of reform and opening up and the rapid development of society, various structural contradictions have become increasingly prominent, together with the further expansion of interest differentiation, the major adjustment of economic system and social structure, and the great changes in people's ideas. The factors of social instability are increasing, the party and government pay more and more attention to social security and stability, and the risk assessment of social stability of major fixed assets investment projects in the whole country is carried out rapidly. Water conservancy projects involve a wide range of issues, face complex problems, high technical difficulties, projects in land acquisition and demolition, resettlement compensation, environmental impact and other aspects of social stability problems, Therefore, the risk assessment of social stability of water conservancy projects is the realistic requirement of maintaining social stability, which is of great significance in resolving social contradictions, ensuring and promoting economic and social development. In order to evaluate the risk of social stability of water conservancy engineering better, the paper studies the basis, principle, process and evaluation index of the risk evaluation of social stability of water conservancy engineering from the theoretical concept. The evaluation index system of water conservancy engineering social stability risk is constructed. At the same time, the method of determining the index weight in the process of risk assessment is deeply analyzed, and the FAHP method is formed by optimizing the AHP method. The fuzzy complementary matrix is transformed into the fuzzy consistent matrix, and the consistency test is not required in the calculation process. Subjective weight is determined by FAHP method, objective weight is determined by entropy weight method. On the basis of "traditional FAHP and entropy weight combination method", two new comprehensive weight determination methods, FAHP method and FAHP method, are used to modify FAHP method and FAHP method. The fuzzy comprehensive evaluation model of social stability risk of water conservancy engineering is established by using fuzzy mathematics theory. Taking a water conservancy project as a case, the paper compares and analyzes the FAHP method, entropy weight method and other three comprehensive weight determination methods, puts forward the risk prevention measures and suggestions for the project, and verifies the practicability and maneuverability of the evaluation model. In order to provide certain guidance and reference for water conservancy engineering social stability risk evaluation practice.
