【摘要】:對(duì)政府而言,只有廉潔辦公、一心為民,才能夠獲得群眾的支持和認(rèn)同。在中國(guó)共產(chǎn)黨的領(lǐng)導(dǎo)下,人民政府必須要以無(wú)產(chǎn)階級(jí)為階級(jí)基礎(chǔ),積極工作、提高行政效率,建設(shè)廉潔型政府。對(duì)國(guó)家而言,政府是否廉潔,關(guān)系著未來(lái)國(guó)家發(fā)展的興衰,同時(shí)也影響著我國(guó)廣大人民的最根本利益,是建設(shè)社會(huì)主義和諧社會(huì)的必然要求。反腐工作是一個(gè)長(zhǎng)期而艱巨的任務(wù),必須要對(duì)腐敗行為進(jìn)行嚴(yán)厲的制裁,對(duì)腐敗官員進(jìn)行法律上的懲治,這是每一個(gè)國(guó)家都必須要完成的使命。在新中國(guó)成立后,我國(guó)始終堅(jiān)持反腐工作,堅(jiān)持中國(guó)共產(chǎn)黨的領(lǐng)導(dǎo),并針對(duì)反腐工作和廉潔政府建設(shè)制定了相關(guān)的法律和行政法規(guī)。我國(guó)政府順應(yīng)民意,面對(duì)反腐的嚴(yán)峻形勢(shì),制定了一系列的反腐措施。然而,目前在建設(shè)廉潔政府的過(guò)程中,仍然存在著眾多的問(wèn)題和不足,面臨著諸多的阻力和障礙。在社會(huì)主義現(xiàn)代化建設(shè)過(guò)程中,腐敗問(wèn)題對(duì)國(guó)家的發(fā)展和社會(huì)的進(jìn)步產(chǎn)生了消極的影響,也影響著社會(huì)的穩(wěn)定和百姓的生活,因此亟待尋找更加科學(xué)和正確的方法來(lái)加強(qiáng)我國(guó)的廉潔政府建設(shè)。本文分別從反腐和廉潔政府建設(shè)兩個(gè)落腳點(diǎn)出發(fā),對(duì)我國(guó)建設(shè)廉潔政府過(guò)程中暴露出來(lái)的問(wèn)題進(jìn)行了深入的剖析,并給出了針對(duì)性的意見(jiàn)和措施。本文所提出的建議具有高度的可操作性和實(shí)踐意義,能夠?yàn)槲覈?guó)的反腐工作和廉潔政府建設(shè)提供一定的理論依據(jù)和參考。本文一共包括五個(gè)部分:第一部分主要對(duì)廉潔政府的相關(guān)概念、主要影響因素以及廉潔政府建設(shè)的必要性進(jìn)行了解釋說(shuō)明。本文首先對(duì)廉潔一詞進(jìn)行了詳盡的闡述和解釋,并以此為基礎(chǔ),對(duì)廉潔政府的概念進(jìn)行了闡述。與此同時(shí),也分別介紹了廉潔政府、廉潔政治、法治政府等專(zhuān)業(yè)詞匯的概念,并對(duì)目前的政治形勢(shì)進(jìn)行了較為詳盡的分析,指出了建設(shè)廉潔政府的重要性。第二部分是對(duì)廉潔政府的相關(guān)理論基礎(chǔ)進(jìn)行了概述,并對(duì)馬克思主義思想以及我黨廉政建設(shè)思想的相關(guān)內(nèi)容進(jìn)行了全方位的闡述和介紹。第三部分對(duì)廉潔政府建設(shè)過(guò)程中的成果進(jìn)行了歸納和總結(jié),并對(duì)其中存在的問(wèn)題進(jìn)行了全面的分析。本部分首先對(duì)我國(guó)新中國(guó)成立以來(lái)廉潔政府建設(shè)取得的成就進(jìn)行了總結(jié),然后又提出了我國(guó)廉潔政府建設(shè)中所遇到的問(wèn)題并進(jìn)行了分析,找出廉潔政府建設(shè)的著力點(diǎn),為推進(jìn)廉潔政府建設(shè)奠定基礎(chǔ)。第四部分則對(duì)目前一些廉潔政府建設(shè)工作較為優(yōu)秀和突出的國(guó)家進(jìn)行了介紹,以芬蘭、瑞典和新加坡為典型代表,對(duì)這些國(guó)家建設(shè)廉潔政府的經(jīng)驗(yàn)和教訓(xùn)進(jìn)行學(xué)習(xí),并為下文的展開(kāi)提供了扎實(shí)的理論依據(jù)。第五部分則對(duì)我國(guó)在建設(shè)廉潔政府過(guò)程中所暴露出來(lái)的問(wèn)題進(jìn)行深入的研究,并提出相應(yīng)的解決手段。首先不斷完善相關(guān)法律法規(guī),其次加強(qiáng)廉潔政府建設(shè)的制度建設(shè),再次構(gòu)建科學(xué)的權(quán)力運(yùn)行機(jī)制,最后則是鼓勵(lì)民眾參與到公眾事務(wù)的管理中來(lái),并提高反腐機(jī)構(gòu)的獨(dú)立性,培養(yǎng)良好的政治文化。本論文通過(guò)發(fā)現(xiàn)我國(guó)廉潔政府建設(shè)中存在的問(wèn)題并對(duì)其原因進(jìn)行分析,結(jié)合我國(guó)以往的反腐倡廉經(jīng)驗(yàn)以及國(guó)外排名較高的廉潔政府建設(shè)的經(jīng)驗(yàn),結(jié)合我國(guó)的實(shí)際國(guó)情并以此為出發(fā)點(diǎn),對(duì)我國(guó)的廉潔政府建設(shè)提出了針對(duì)性的舉措和建議。在現(xiàn)代政府治理和發(fā)展的過(guò)程中,廉潔政府建設(shè)已經(jīng)成為勢(shì)不可擋的趨勢(shì)和全新的價(jià)值取向。而這種全新價(jià)值理念的出現(xiàn),是由社會(huì)主義建設(shè)新時(shí)期反腐形勢(shì)以及社會(huì)發(fā)展規(guī)律所造成的。建設(shè)廉潔政府,為構(gòu)建社會(huì)主義和諧社會(huì)提供良好的氛圍,相信在未來(lái),我國(guó)對(duì)廉潔政府建設(shè)的相關(guān)法規(guī)將會(huì)得到完善,并形成良好的監(jiān)督機(jī)制,在未來(lái),我國(guó)廉潔政府的建設(shè)目標(biāo)終將實(shí)現(xiàn),行政人員的工作行為也會(huì)得到規(guī)范。
[Abstract]:Under the leadership of the Communist Party of China, the people's government must take the proletariat as a class basis, work actively, improve administrative efficiency and build a clean government under the leadership of the Communist Party of China. For the state, whether the government is clean and clean is related to the rise and fall of the future state. At the same time, it also affects the fundamental interests of the people of our country. It is an inevitable requirement for building a socialist harmonious society. The anti-corruption work is a long and arduous task. It is necessary to impose strict sanctions on corruption and punish the corrupt officials legally. This is the mission that every country must accomplish. After the establishment, China has always adhered to the anti corruption work, adhered to the leadership of the Communist Party of China, and formulated relevant laws and administrative regulations on anti-corruption work and the construction of a clean government. Our government has conformed to the public opinion and has formulated a series of anti-corruption measures in the face of the severe situation of anti-corruption. In the process of socialist modernization, the problem of corruption has a negative influence on the development of the country and the progress of the society. It also affects the stability of the society and the life of the people. Therefore, it is urgent to find a more scientific and correct way to strengthen the clean and clean government of our country. From the two foothold of the construction of anti-corruption and clean government, this article analyses the problems exposed in the process of building a clean government in our country, and gives the pertinent opinions and measures. The suggestions presented in this paper have high operability and practical significance, which can be used for the anti-corruption work and low cost of our country. The construction of clean government provides a certain theoretical basis and reference. This article includes five parts: the first part mainly explains the relevant concepts of clean government, the main influencing factors and the necessity of building a clean government. Firstly, this article expounds and explains the integrity of the word, and based on this, it is honest and clean. The concept of government is expounded. At the same time, the concept of clean government, clean politics, rule of law and other professional words are introduced, and the current political situation is analyzed in detail, and the importance of building a clean government is pointed out. The second part is an overview of the theoretical basis of the government of clean and clean, and the horse. Kyth's thought and the relevant contents of our party's honest government construction thought were expounded and introduced in all directions. The third part summarized and summarized the achievements in the process of building a clean government, and made a comprehensive analysis of the existing problems. First, the construction of a clean government since the founding of new China has been obtained. The achievements are summarized, and then the problems encountered in the construction of a clean government in China are put forward and analyzed, and the focus of the construction of a clean government is found out to lay the foundation for the construction of a clean government. The fifth part makes a thorough study of the problems exposed in the process of building a clean government and puts forward the corresponding solutions. The reasons are analyzed, combined with the past experience of anti-corruption and clean government in our country and the experience of building a high level of clean government in foreign countries, combining with the actual conditions of our country and taking this as the starting point, this paper puts forward some pertinent measures and suggestions for the construction of a clean government in our country. In the process of the modern government management and development, the construction of a clean government has become an important part. The emergence of this new value concept is caused by the anti corruption situation and the law of social development in the new period of socialist construction. The construction of a clean government provides a good atmosphere for the construction of a socialist harmonious society. It is believed that in the future, the relevant laws for building a clean government in our country are in the future. The rules will be improved and a good supervision mechanism will be formed. In the future, the goal of building a clean government will eventually be achieved and the work behavior of the administrative staff will be standardized.
