【摘要】：21世紀(jì)進(jìn)入城市化與世界化時(shí)代,2014年我國的城市化率已經(jīng)達(dá)到54.77%,我國已經(jīng)進(jìn)入城市化快速發(fā)展階段。社會(huì)經(jīng)濟(jì)水平的不斷發(fā)展和城市化程度的不斷提高,直接導(dǎo)致我國城市人口增多、城市迅速膨脹、城市功能和作用日益復(fù)雜化,社會(huì)風(fēng)險(xiǎn)因素迅速積累和擴(kuò)張,各類復(fù)雜的城市公共安全問題不斷涌現(xiàn),我國城市公共安全面臨著嚴(yán)峻挑戰(zhàn)。城市公共安全治理是國家公共安全治理的基本組成部分,在新常態(tài)下維護(hù)我國公共安全和社會(huì)穩(wěn)定,提高城市公共安全治理能力具有非常重要意義。新時(shí)期、新形勢下,面對復(fù)雜多樣的城市公共安全新問題,我國城市是否有能力應(yīng)對挑戰(zhàn)受到學(xué)術(shù)界、政界和社會(huì)各界的普遍關(guān)注。我國正處于改革的攻堅(jiān)期,保障城市安全穩(wěn)定運(yùn)行的擔(dān)子十分艱巨,能否與時(shí)俱進(jìn)的提高治理能力,能否有效應(yīng)對突發(fā)事件,不僅關(guān)系到城市居民的人身財(cái)產(chǎn)安全,還關(guān)系著城市的穩(wěn)定發(fā)展,甚至將對整個(gè)國家的發(fā)展產(chǎn)生深遠(yuǎn)的影響。因此,城市公共安全治理面臨新形勢、新情況、新問題,必須通過深化改革,提升我國現(xiàn)代城市公共安全治理能力。新形勢下,面對日益復(fù)雜的社會(huì)環(huán)境,群體性事件突起,暴恐事件發(fā)生等新的安全挑戰(zhàn),我國城市公共安全治理仍然存在不足之處。因此,城市公共安全治理面臨新形勢、新情況、新問題,必須通過深化改革,針對這些存在的問題找到解決的對策,提高城市公共安全治理能力水平,改善城市公共安全狀況,保障城市正常有序運(yùn)行,提高城市居民的安全感,確保百姓安居樂業(yè)。本篇論文分為五個(gè)部分:第一部分是引言部分,作為城市居民的一員,筆者能夠切身的感受到城市公共安全的重要性,通過對當(dāng)前我國城市安全嚴(yán)峻形勢的了解、背景的分析,明確了論文研究的主要方向以及明確了論文研究的意義所在。城市公共安全治理是一個(gè)復(fù)雜的系統(tǒng),要想進(jìn)行深入的研究,就必須在一定的理論基礎(chǔ)上來進(jìn)行深入分析,論文第二部分主要介紹相關(guān)概念和理論基礎(chǔ)。從城市形成之日起,危害城市安全的事件就開始出現(xiàn),人們治理城市公共安全問題的過程就形成了城市公共安全治理的發(fā)展過程。只有了解了城市公共安全治理的過去和現(xiàn)在,才能發(fā)現(xiàn)未來發(fā)展趨勢,不斷完善治理,因此論文第三部分主要研究的是我國城市公共安全治理的歷史沿革及現(xiàn)狀。城市在不斷發(fā)展,城市公共安全問題也與過去不同,新時(shí)期、新形勢下公共安全治理面臨著巨大的挑戰(zhàn),面對新挑戰(zhàn)我國城市安全治理還存在一些不足,分析現(xiàn)階段存在的問題,才能更有針對性的提出提出問題、解決問題,論文第四部分重點(diǎn)研究城市公共安全治理面臨的挑戰(zhàn)及存在的問題。第五部分是論文研究重點(diǎn),針對第四部分存在的問題,提出完善策略,分別從治理主體、治理機(jī)制、治理手段、治理法治、治理保障幾方面來完善我國城市公共安全治理內(nèi)容。
[Abstract]:In the 21st century, China has entered the era of urbanization and globalization. In 2014, China's urbanization rate has reached 54.77, and China has entered the stage of rapid urbanization development. With the development of social economy and the improvement of urbanization, the urban population increases, the city expands rapidly, the function and function of the city become more and more complicated, the social risk factor accumulates and expands rapidly. Various kinds of complex urban public safety problems are emerging, and China's urban public safety is facing severe challenges. Urban public safety governance is a basic part of national public security governance. It is of great significance to maintain public safety and social stability and improve the ability of urban public safety governance in the new normal. In the new era and in the new situation, in the face of the complex and diverse new problems of urban public safety, the ability of Chinese cities to cope with the challenges has received widespread attention from academic, political and social circles. Our country is in the critical period of reform, the burden of ensuring the safe and stable operation of the city is very arduous. Whether we can advance with the times to improve the ability of governance, whether we can effectively deal with unexpected events, not only relates to the safety of urban residents' personal and property, It is also related to the stable development of the city, and even will have a profound impact on the development of the whole country. Therefore, the management of urban public security is faced with new situation, new situation and new problems. It is necessary to deepen the reform to improve the ability of modern urban public safety governance in our country. Under the new situation, faced with the new security challenges, such as the increasingly complex social environment, the sudden emergence of mass events and violent terrorist incidents, there are still shortcomings in the governance of urban public safety in China. Therefore, the governance of urban public security is faced with new situation, new situation and new problems. We must deepen the reform, find solutions to these existing problems, improve the ability of urban public safety governance, and improve the situation of urban public safety. Ensure the normal and orderly operation of the city, improve the security of urban residents, and ensure that the people live and work in peace and contentment. This paper is divided into five parts: the first part is the introduction, as a member of the urban residents, the author can feel the importance of urban public safety, through the understanding of the current situation of urban security, background analysis, The main research direction and significance of the thesis are clarified. The governance of urban public security is a complex system. In order to carry out in-depth research, it is necessary to carry out in-depth analysis on a certain theoretical basis. The second part of the paper mainly introduces the related concepts and theoretical basis. From the day of the formation of the city, the events endangering the city security began to appear, and the process of people managing the urban public safety problems formed the development process of the urban public safety governance. Only by understanding the past and present of urban public security governance can we discover the future development trend and improve governance. Therefore the third part of this paper mainly studies the history and present situation of urban public security governance in China. With the development of cities, the problems of urban public safety are different from those of the past. In the new era, public safety governance is facing great challenges. In the face of new challenges, there are still some deficiencies in urban safety governance in China. Only by analyzing the existing problems at the present stage can we put forward and solve the problems more pertinently. The fourth part of this paper focuses on the challenges and problems of urban public safety governance. The fifth part is the focal point of the thesis. In view of the problems in the fourth part, the author puts forward the perfect strategy, which is to perfect the content of urban public safety governance in China from the aspects of governance subject, governance mechanism, governance means, governance by law and governance guarantee.
