從壓力型體制到督辦責(zé)任體制:中國國家現(xiàn)代化導(dǎo)向下政府運(yùn)作模式的轉(zhuǎn)型與機(jī)制創(chuàng)新

【摘要】:改革開放以來,當(dāng)代中國以經(jīng)濟(jì)建設(shè)為中心的國家現(xiàn)代化發(fā)展模式助推中國地方政府間激烈的競爭格局和壓力型體制的形成。進(jìn)入21世紀(jì)特別是全面深化改革時(shí)期后,當(dāng)代中國的發(fā)展環(huán)境、目標(biāo)和任務(wù)都發(fā)生新的變化,政府運(yùn)作模式開始從壓力型體制向督辦責(zé)任體制的轉(zhuǎn)型進(jìn)程。督辦責(zé)任體制有其特有的內(nèi)涵、特征、運(yùn)作邏輯與運(yùn)行流程。督辦責(zé)任體制的運(yùn)作邏輯主要體現(xiàn)為:首先,關(guān)涉上下級(jí)權(quán)力配置與權(quán)力行使這一核心問題,體現(xiàn)為上級(jí)權(quán)力對下級(jí)的壓力傳導(dǎo);其次,與目標(biāo)管理聯(lián)系在一起,涉及總目標(biāo)制定、目標(biāo)分解、目標(biāo)達(dá)成、目標(biāo)控制和目標(biāo)考核等一系列過程;再次,將政策決策與政策執(zhí)行有機(jī)結(jié)合,強(qiáng)調(diào)高層的戰(zhàn)略規(guī)劃、中層的決策引導(dǎo)和基層的執(zhí)行責(zé)任的有機(jī)統(tǒng)一;最后,構(gòu)建激勵(lì)與問責(zé)的雙重保障機(jī)制,形成過程督辦與結(jié)果獎(jiǎng)懲相結(jié)合的全方位激勵(lì)機(jī)制。督辦責(zé)任體制更加強(qiáng)調(diào)中央意識(shí)與基層目標(biāo)的上下貫通,戰(zhàn)略決策與執(zhí)行的有機(jī)匹配,執(zhí)行者的責(zé)任分擔(dān)與嚴(yán)苛問責(zé),以及對執(zhí)行者的有效激勵(lì)。
[Abstract]:Since the reform and opening up, the national modernization development model with economic construction as the center in contemporary China has promoted the formation of intense competition pattern and pressure-type system among local governments in China. In the 21st century, especially in the period of comprehensive deepening reform, new changes have taken place in the development environment, objectives and tasks of contemporary China, and the mode of government operation has begun to transform from a pressure-type system to a system of supervision and responsibility. Supervision responsibility system has its unique connotation, characteristics, operation logic and operation process. The operational logic of the supervisory responsibility system is as follows: firstly, the core issues concerning the allocation and exercise of power between the superior and the subordinate are reflected in the transmission of pressure from the superior power to the subordinate; secondly, it is associated with the objective management. Involving a series of processes such as overall goal formulation, goal decomposition, goal achievement, goal control and goal assessment. Thirdly, policy decisions and policy implementation are organically integrated to emphasize high-level strategic planning. Finally, we construct a dual guarantee mechanism of incentive and accountability, and form a comprehensive incentive mechanism combining process supervision and result rewards and punishments. The supervision responsibility system emphasizes the link between the central consciousness and the grass-roots goal, the organic match between the strategic decision and the execution, the responsibility sharing and strict accountability of the executor, and the effective incentive to the executor.
