【摘要】：自2000年國(guó)際行政學(xué)院聯(lián)合會(huì)在中國(guó)北京召開以“回應(yīng)性”為主題之一的年會(huì)后,我國(guó)學(xué)術(shù)界掀起了研究政府回應(yīng)的熱潮,并取得大量理論成果�！懊裆巍睍r(shí)代下我國(guó)正致力于建設(shè)一個(gè)堅(jiān)持以民為本,把關(guān)注民生、保障民生與改善民生作為我們黨和政府一切工作的出發(fā)點(diǎn)和歸宿,尊重民眾基本權(quán)利,促進(jìn)社會(huì)公平正義,致力于實(shí)現(xiàn)好、維護(hù)好、發(fā)展好廣大人民群眾根本利益的民生政府。民生政府對(duì)政府回應(yīng)具有其獨(dú)特的價(jià)值訴求,它強(qiáng)調(diào)以民為本的回應(yīng)意識(shí)、以民眾需求為回應(yīng)內(nèi)容、回應(yīng)過程需及時(shí)有效、對(duì)民眾需求回應(yīng)的前瞻性以及政府回應(yīng)必須尊重民眾基本權(quán)利。然而,目前政府回應(yīng)不能完全體現(xiàn)民生政府應(yīng)有的價(jià)值訴求,不能充分地滿足民生政府建設(shè)的客觀需要。為此,我國(guó)政府回應(yīng)需立足于民生政府建設(shè)而不斷地改進(jìn)和完善。雖然伴隨著民生矛盾不斷凸顯,黨和政府逐步認(rèn)識(shí)到了回應(yīng)民眾需求的重要性,并出臺(tái)了一系列卓有成效的法規(guī)與政策制度,但整體而言,我國(guó)民生政府在政府回應(yīng)過程中仍存在著許多缺陷,諸如政府對(duì)民生問題的回應(yīng)動(dòng)力不足、政府回應(yīng)內(nèi)容經(jīng)常偏離民眾需求、政府回應(yīng)民眾需求的時(shí)效性較差、政府多局限于被動(dòng)回應(yīng)民眾已有的需求、政府回應(yīng)尊重民眾基本權(quán)利不夠等等。這些問題的存在讓我們對(duì)民生政府建設(shè)的長(zhǎng)期性和艱巨性有了一個(gè)清醒的認(rèn)識(shí)。因此,遵循我國(guó)基本國(guó)情,合理借鑒和吸收美國(guó)、日本、韓國(guó)等發(fā)達(dá)國(guó)家有關(guān)政府回應(yīng)方面的成功實(shí)踐,具有針對(duì)性地提出一些改善民生政府建設(shè)過程中政府回應(yīng)問題的建議與措施已是非常必要。這些建議與措施主要包括:一是打造政府回應(yīng)的混合動(dòng)力驅(qū)動(dòng)系統(tǒng);二是推進(jìn)政府回應(yīng)執(zhí)行系統(tǒng)的建設(shè);三是加大以公共政策為主要形式的政府主動(dòng)回應(yīng);四是推動(dòng)政府回應(yīng)載體和渠道建設(shè)不斷發(fā)展與完善;五是建立健全與政府回應(yīng)相關(guān)的法律法規(guī)制度體系。
[Abstract]:Since the International Federation of Administrative Colleges held an annual meeting in Beijing, China in 2000, with the theme of "responsiveness" as one of the topics, the academic circles of our country have set off an upsurge of research on government response, and have made a lot of theoretical achievements. In the era of "people's livelihood politics," our country is committed to building a people oriented, focusing on the people's livelihood, protecting and improving the people's livelihood as the starting point and destination of all our party and government's work, and respecting the basic rights of the people. Promote social fairness and justice, and strive to achieve, maintain, and develop the basic interests of the masses of the people's livelihood government. The people's livelihood government has its unique value demand for the government response. It emphasizes the people-oriented response consciousness, takes the people's needs as the response content, and the response process needs to be timely and effective. A forward-looking response to people's needs and a government response must respect people's fundamental rights. However, the current government response can not fully reflect the value demands of the people's livelihood government, can not fully meet the objective needs of the people's livelihood government construction. Therefore, our government needs to improve and perfect the construction of government based on people's livelihood. Although the Party and the government have gradually realized the importance of responding to the needs of the people and issued a series of effective laws and policies, but on the whole, There are still many defects in the process of government response, such as the insufficient motivation of government response to people's livelihood problems, the deviation of government response content from the needs of the public, and the poor timeliness of government response to people's needs. The government is limited to passive response to people's existing needs, government response to respect for people's basic rights and so on. The existence of these problems makes us have a clear understanding of the long-term and arduous nature of the construction of the people's livelihood government. Therefore, in line with the basic conditions of our country, we should reasonably learn from and absorb the successful practices of the relevant governments in the developed countries, such as the United States, Japan, South Korea, and so on. It is necessary to put forward some suggestions and measures to improve the government construction. These suggestions and measures mainly include: first, to build a hybrid drive system for government response; second, to promote the construction of government response implementation system; third, to increase the public policy as the main form of government active response; The fourth is to promote the continuous development and improvement of government response carrier and channel construction, and the fifth is to establish and perfect the system of laws and regulations related to government response.
