【摘要】：本文從政策科學(xué)的研究視角,對(duì)科技創(chuàng)新政策的價(jià)值問(wèn)題進(jìn)行了探討分析,凝練提出中國(guó)科技創(chuàng)新政策具有政治功能、科技進(jìn)步、經(jīng)濟(jì)效益、社會(huì)發(fā)展和生態(tài)進(jìn)化等基本價(jià)值取向,并確立了事實(shí)評(píng)估與價(jià)值評(píng)估相結(jié)合為主的評(píng)估理念。在此基礎(chǔ)上,基于中國(guó)國(guó)情和科技創(chuàng)新政策內(nèi)容與特點(diǎn),研究構(gòu)建了以價(jià)值評(píng)估為內(nèi)核、技術(shù)分析為工具,涉及政策制定、執(zhí)行和效果各環(huán)節(jié),全過(guò)程回應(yīng)的綜合評(píng)估框架,并就該評(píng)估框架的實(shí)踐應(yīng)用進(jìn)行了分析和展望。
[Abstract]:From the perspective of policy science, this paper discusses and analyzes the value of science and technology innovation policy, and points out that Chinese science and technology innovation policy has political function, scientific and technological progress, and economic benefit. The basic value orientation such as social development and ecological evolution is established. On this basis, based on the national conditions of China and the content and characteristics of science and technology innovation policy, this paper studies and constructs a comprehensive evaluation framework with value assessment as the core and technical analysis as the tool, which involves all aspects of policy formulation, implementation and effect, and the whole process of response. The practical application of the evaluation framework is analyzed and prospected.
