長(zhǎng)沙縣政府經(jīng)濟(jì)管理職能轉(zhuǎn)變問(wèn)題研究

【摘要】:自從2008年全球金融危機(jī)爆發(fā)以來(lái),世界經(jīng)濟(jì)格局以及增長(zhǎng)動(dòng)力發(fā)生了深刻變化,我國(guó)GDP增速也從2008年以前兩位數(shù)的高速增長(zhǎng)下降到2012年至2013年的7.7%和7.4%,雖然在全球范圍內(nèi)仍然是獨(dú)樹(shù)一幟,但經(jīng)濟(jì)下行壓力巨大已是不爭(zhēng)事實(shí),中國(guó)經(jīng)濟(jì)已經(jīng)進(jìn)入增長(zhǎng)速度換擋期、結(jié)構(gòu)調(diào)整陣痛期、前期刺激政策消化期“三期疊加”的新階段和中速增長(zhǎng)的新常態(tài),市場(chǎng)面臨經(jīng)濟(jì)轉(zhuǎn)型的考驗(yàn),企業(yè)遭遇前所未有的困難,這些都對(duì)政府職能提出了新的更高的要求。作為社會(huì)主義市場(chǎng)經(jīng)濟(jì)發(fā)展的前線和主戰(zhàn)場(chǎng),基層政府的經(jīng)濟(jì)管理職能轉(zhuǎn)變顯得尤為重要而迫切,對(duì)于整個(gè)國(guó)家的政府職能轉(zhuǎn)變具有十分重要的意義。長(zhǎng)沙縣作為全國(guó)18個(gè)改革開(kāi)放典型地區(qū)之一、全國(guó)縣域經(jīng)濟(jì)與縣域基本競(jìng)爭(zhēng)力百?gòu)?qiáng)縣排名第八的經(jīng)濟(jì)強(qiáng)縣,資源和區(qū)位優(yōu)勢(shì)不如東部地區(qū),發(fā)展的條件和基礎(chǔ)也并不好,它是依靠什么取得成功,在現(xiàn)階段又遇到了哪些瓶頸?本文試圖通過(guò)對(duì)“中部第一縣”長(zhǎng)沙縣政府經(jīng)濟(jì)管理職能轉(zhuǎn)變問(wèn)題的研究,為探索我國(guó)基層政府經(jīng)濟(jì)管理職能轉(zhuǎn)變路徑提供一些借鑒和參考。本文在對(duì)國(guó)內(nèi)外政府經(jīng)濟(jì)管理職能轉(zhuǎn)變研究領(lǐng)域內(nèi)的大量文獻(xiàn)閱讀整理以及相關(guān)理論分析的基礎(chǔ)上,利用文獻(xiàn)分析、調(diào)查研究、跨學(xué)科研究等方法,首先界定了研究中涉及的核心概念、闡述了基層政府經(jīng)濟(jì)管理職能轉(zhuǎn)變的必要性并提出基層政府經(jīng)濟(jì)管理職能轉(zhuǎn)變的基本要求,然后通過(guò)對(duì)長(zhǎng)沙縣當(dāng)前政府經(jīng)濟(jì)管理職能轉(zhuǎn)變的基本現(xiàn)狀進(jìn)行敘述和分析,尋找出基層政府經(jīng)濟(jì)管理職能轉(zhuǎn)變中所存在的共性和個(gè)性問(wèn)題,并對(duì)長(zhǎng)沙縣當(dāng)前政府經(jīng)濟(jì)管理職能轉(zhuǎn)變沒(méi)有完全到位的主要原因進(jìn)行了較為深入地剖析,再結(jié)合美、日、德、英等發(fā)達(dá)國(guó)家地方政府經(jīng)濟(jì)管理職能轉(zhuǎn)變的先進(jìn)經(jīng)驗(yàn)及其對(duì)我國(guó)基層政府經(jīng)濟(jì)管理職能轉(zhuǎn)變給予的啟示,最終對(duì)長(zhǎng)沙縣乃至相關(guān)地方的基層政府經(jīng)濟(jì)管理職能轉(zhuǎn)變提出了建設(shè)性的措施建議,具有較強(qiáng)的可操作性。
[Abstract]:Since the onset of the global financial crisis in 2008, profound changes have taken place in the pattern of the world economy and in the dynamics of growth. China's GDP growth rate has also fallen from the high double-digit growth rate before 2008 to 7.7% and 7.4% from 2012 to 2013. Although it is still unique in the world, it is an indisputable fact that the economic downward pressure is enormous. The Chinese economy has entered a period of shift in growth rate, a painful period of structural adjustment, a new stage of "three superposition" in the period of early stimulus policy digestion, and a new normal of moderate growth. The market is facing the test of economic transformation, and enterprises are experiencing unprecedented difficulties. All these put forward new and higher demands on government functions. As the front line and main battlefield of the development of socialist market economy, the transformation of economic management function of grass-roots government is particularly important and urgent, which is of great significance to the transformation of government function in the whole country. Changsha County, as one of the 18 typical areas of reform and opening up in the country, is not as strong as the eastern region in terms of resources and location advantages, and the conditions and foundation for development are not good. What success does it rely on, and what bottlenecks have it encountered at this stage? This paper attempts to study the transformation of economic management function of Changsha county in "the first county of central China", in order to provide some reference and reference for exploring the transformation path of economic management function of grass-roots government in our country. On the basis of reading and sorting out a large number of documents and related theoretical analysis in the field of the transformation of government economic management functions at home and abroad, this paper makes use of the methods of literature analysis, investigation and research, interdisciplinary research, etc. First of all, it defines the core concepts involved in the research, expounds the necessity of the transformation of the economic management function of the grass-roots government and puts forward the basic requirements for the transformation of the economic management function of the grass-roots government. Then through the description and analysis of the basic status quo of the transformation of the economic management function of the government in Changsha county, we find out the common and individual problems existing in the transformation of the economic management function of the grass-roots government. And the main reasons why the current economic management functions of the government in Changsha County have not been completely completed have been thoroughly analyzed, and then combined with the United States, Japan, Germany, The advanced experience of economic management function transformation of local government in developed countries such as Britain and its enlightenment to the transformation of economic management function of grass-roots government in China, Finally, some constructive measures and suggestions are put forward for the transformation of economic management functions of the grass-roots government in Changsha County and related places, which has strong maneuverability.
